Hunter, Commissioner Mary Jo Cady, Chairperson The meeting was called to order at 2:00 p.m. by Chairperson Mary Jo Cady. APPROVAL OF MINUTES Cmmr. Cady/Hunter moved and seconded to approve the March 20, 1995 minutes as corrected. Motion carried unanimously. C-aye; F-aye; H-aye. CORRESPONDENCE None CONCURRENCE WITH COUNTY COMMISSIONER ACTION None STAFF REPORT Mark Tompkins referred to the two graphs prepared; Planned vs. Actual Surveys and Repair Status. Inspections Completed in March- 110 Cumulative Inspections - 1037 Failures Identified in March- 10 Cumulative Failures- 87 Repairs Completed in March- 4 Cumulative Repairs- 46 Chairperson Cady commented the Totten/Little Skookum Clean Water District also needs to make sure the numbers in the monthly survey reports add up from month to month. Mr. Tompkins concurred there are a couple of discrepancies which need to be clarified. Cmmr. Faughender asked if they will be complete in another month. Mr. Tompkins stated there are approximately 15 completed inspections which are duplicated. He explained there have been repairs which were made with a temporary fix and then it has failed and been counted more than once. There are also individuals which have two structures,two septic systems,same parcel number and they are showing up as one parcel number but there are actually two systems. Cmmr. Cady questioned if this has been reported in this manner all the way through. Mr. Tompkins responded,yes. Cmmr. Cady asked if they will end up with a lot more inspections than there are actual systems. Mr. Tompkins estimated there should be no more than 50 - 60. He commented they are estimating the project will end no later than June 30, 1995. Cmmr. Faughender inquired when they get to the end of the project will the money collected equal the amount of money needed to complete the project. TOTTEN/LITTLE SKOOKUM CLEAN WATER DISTRICT APRIL 17, 1995 - PAGE 2 Mr. Banner reported they are projecting a small surplus. Chairperson Cady asked what the intentions are for the surplus. Mr. Tompkins interjected it will help pay for the repair person and Conservation District work. Mr. Banner added there are some unknowns such as the Conservation District's continued monies to the end of the year. Harold Fitzwater referred to the small surplus and voiced his continued concern with the accuracy of the figures being used in the reports. He is waiting for a legal opinion on money which has already been spent to match the Conservation District grant. He came up with approximately$9,000. Chairperson Cady concurred the Board is still waiting for an answer. She questioned if there is an answer if the money is just to be used for inspections and there is money left over after the inspections are complete and last repairs,does the money go back to the people or is part of the grant an on-site maintenance and operation program. Mr. Banner responded it is up to the Commissioners and Advisory Committee on what is done with the funds. He did not think it would be cost effective to refund. Chairperson Cady inquired if there was a percentage match agreed on the Totten/Little Skookum grant which is paying money into Conservation District. Mr. Banner stated the 1995 budget included figures which the Conservation District's accountant supplied. There were two amounts; one is the amount under the grant and another amount which is matchable for the Conservation District grant. Cmmr. Cady asked if there is a limit as to how much money can go to the water district grant. Mr. Banner explained there is a figure which is budgeted and which should not be exceeded. Cmmr. Cady expressed there is no more than 25% to be matched. She commented they will need to look closer at this. ADVISORY COMMITTEE UPDATE Warren Dawes, Chair of the Totten/Little Skookum Clean Water District Advisory Committee, reported he was encouraged with the report of the completion of the program in June. He added it puts an emphasis for the committee as to how they complete the project and budgetarily looking at the figures. They are looking forward to seeing the financial picture and how they will complete this program. If there is surplus funds it would be encouraging to send out a final newsletter. He reported 9% of the failures were systems installed in 1990's and 25% of them had been installed in the 80's or 90's. There appears to be a high percentage of new systems. Chairperson Cady responded they will try to get information as to how much is available at the present time for conservation. The Board concurred a final newsletter would be a good idea as long as there are funds to complete it. Cmmr. Faughender questioned if there is any indication that tests in Totten/Little Skookum on the water have TOTTEN/LITTLE SKOOKUM CLEAN WATER DISTRICT APRIL 17, 1995 - PAGE 3 continued to be clean or improved. Mr. Dawes responded he spoke with Wayne Clifford, Health Services and they are pointing towards getting a comparison of the data on the water sampling. They haven't done it yet. MASON COUNTY CONSERVATION DISTRICT Jim Barnes reported they have 21 farm plans signed and completed. They met their goal to complete 20 farm plans. Eight more letters have been sent out to Department of Water Quality. Approval has been received from Department of Ecology to continue to take the planning portion of the grant to a section of Oakland Bay and continue to plan and implement as the need arises. Cmmr. Hunter asked if they take some funds to Oakland Bay what will they be using for the match. Mr. Barnes responded it would be commission money. Mike Madsen interjected it would be the Conservation Commission allocation money. Cmmr. Faughender asked how the schedule of completion in the watershed match up with the septic testing. Mr. Barnes stated they hope to be done with all their implementation by August or September in Totten/Little Skookum. Chairperson Cady stated they will have Conservation District on the agenda from now on. ADJOURN The meeting adjourned at 2:20 p.m. due to no further business. Respectfully Submitted, Rebecca S.
