The meeting was called to order at 4:00 p.m. by Chairperson Mary Jo Cady.
APPROVAL OF MINUTES
Cmmr.Cady noted a correction on page 4,paragraph 4,in the discussion about taking minutes. She understood
it was agreed they would continue with Wayne Clifford taking notes and they could also use a tape recorder for
detailed backup if necessary to clarify a point. There would not be a secretary or somebody else typing minutes.
Cmmr.Hunter/Faughender moved and seconded to approve the February 21,1995 minutes as revised. Motion
carried unanimously. C-aye; H-aye; F-aye.
CORRESPONDENCE
Cmmr.Cady questioned about a response to Sam Bagley's appealing the boundary line of the clean water district.
Mr. Banner responded Wayne Clifford was responding to Mr. Bagley.
Cmmr. Cady inquired if Harold Fitzwater received all the answers to his questions.
Mr. Fitzwater responded he would discuss this later in the meeting.
CONCURRENCE WITH COUNTY COMMISSIONER ACTION
3/14/95-Move the Totten/Little Skookum Clean Water District meeting set for Monday,March 20, 1995;2:00
p.m. to 4 p.m.
CONSERVATION DISTRICT
It was noted the Conservation District was present at 1:30 p.m. regular meeting time and they were unable to
return because of a conflict with their 4:00 p.m. meeting.
STAFF REPORT
Mark Tompkins presented the staff report on the planned vs. actual surveys.
February Completed Inspections - 72
Cumulative Completed Inspections - 928
February Failures Identified - 4
Cumulative Failures Identified - 78
Cumulative Repairs - 41
Cmmr. Faughender commented Lower. Hood Canal Clean Water District has two staff teams and have
completed 107 surveys and Totten/Little Skookum staff with one team has completed 72. There seems to be
an inequity.
Mr. Tompkins responded Totten/Little Skookum is performing a lot of upland testing which is more efficient
and not as many dye testing.
Chairperson Cady referred to 1158 as the working number of surveys completed. She questioned if this is
derived from the Assessor's office or the number of billings going out.

Mr.Tompkins commented this is the number they have retained as the final number of surveys to be completed.
He assumed the billing number would go up with new construction.
Mr.Banner commented the billing number for 1994 was 1221 parcels. He added this figure is kind of a moving
target because the number changes.
Mr. Tompkins noted the staff has worked Saturdays. If there are individuals who can't make it on a regular
inspection they can make it on a regular work day.
The Board questioned what percentage have not paid.
Mr.Tompkins responded that in 1993 to date there were 53 which have not paid. Of the 53 who have not paid
the 1993 assessment, 21 have been inspected, 7 have said no for inspections, 23 have not responded.
ADVISORY BOARD REPORT
Frank Bishop read a letter on behalf of himself and Warren Dawes recommending the Commissioners to assign
the Totten/Little Skookum Clean Water District Advisory Board with the task of formulating a program with
a continuation of the District's duties are the termination of the present state grant period. It was noted this
is a decision of just two members of the committee.
Chairperson Cady commented as far as continuing the set up for inspections and implementing of grant,
hopefully the County will be able to monitor and handle with the use of the Solid Waste Advisory Committee
which Mr. Dawes serves on.
Harold Fitzwater referred to the survey progress report. In five months(September 1994-February 1995) there
have been 312 additional tests completed. Taking the 312 and adding to the 928 completed there is a total of
1240 surveys completed. It appears the District is five months from the end of the grant program.
Chairperson Cady concurred they are projecting completion in June.
Mr.Fitzwater reported he has not heard from Water Quality or Conservation District on questions he had. He
acknowledged receipt of a memorandum the Commissioners received and it reflects 1139 parcels were billed in
1993. He referred to an internal audit report and also a receipt report from the Treasurer's office which do not
match.
He also questioned when the County authorized to charge more than 25% grant match.
ADJOURN
The meeting adjourned at 4:29 p.m. due to no further business. The next regularly scheduled meeting is
Monday,April 17, 1995 at 2:00 p.m.
