Hunter, Commissioner The meeting was called to'order at 2:00 p.m. by Acting Chairperson M. L. Faughender. APPROVAL OF MINUTES Minutes held until next meeting. CORRESPONDENCE None. STAFF REPORT Mark Tompkins,Department of Health/WaterQuality,referred to the Planned and Actual Surveys information sheet. He discussed completed inspections,refused access and no contact. Also, discussed was how long it would take to finish the projects. Cmmr. Faughender interjected that refused access and no contact are grouped together in the refusal rate. Mark Tompkins concurred. FINANCIAL REPORT Mr. Tompkins stated no reports are available at this time. He indicated that in January and February there was$75.09 billed to the Clean Water District. The beginning cash balance was $5,176,57 and they received $1,349.45 in revenue with the ending cash balance at $6,450.93. He concluded the financial reports will be in soon. Cmmr. Faughender asked how much more money will it take to finish the repair work. Mr. Tompkins answered about$2,000.00. Cmmr. Faughender asked if they might end up with a net balance of six or seven thousand dollars upon finishing. Mr. Tompkins said.it would be approximately that amount. Cmmr. Faughender asked if anyone has given any thought about what they should do with that money. Mr. Tompkins stated the Conservation District would be able to utilize some of these funds. Cmmr. Faughender asked if the advisory board has discussed this issue. Mr. Tompkins stated they have not at this time as this was something new. TOTTEN/LITTLE SKOOKUM CLEAN WATER DISTRICT MARCH 18, 1996 - PAGE 2 ADVISORY BOARD Warren Dawes,Totten/Little Skookum Advisory Board Chairperson,informed the Board they haven't met yet. He said they would not meet unless their was reason to meet. Toward the end of the inspections they will meet, but does not see a meeting in the immediate future. Cmmr. Faughender suggests they have input at the next quarterly meeting. Cmmr. Hunter pointed out the construction season is just ahead and that might bring some unanticipated problems or concerns. Mr. Dawes agreed he likes the 80 repairs they have made. He found the graph interesting and noted a lot of people are very afraid to have the repairs done because of the expense. He would like to do everything possible to educate people on the cost repair of their systems. As the end comes near,it is worth it to educate them. He said there is a concern of the committee regarding the number of refusals. Cmmr. Hunter asked if the statistics and graphs handed out by Mark Tompkins get passed on to the committee after each quarterly meeting. Mark answered no, but it would be a good idea and they will do that. Sue Texeira asked if the Totten/Little Skookum Clean Water District committee had a closure newsletter go out. Mr. Dawes responded they are not really an active committee any more. Maybe some people will come forward to fix their system. MASON CONSERVATION DISTRICT Jim Barnes, Mason Conservation District, reported since the last meeting they have completed 26 farm plans. He gave an update on fencing and testing. He presented a draft letter for the commissioners asking that they request the extension of the shellfish initiative project grant for one year making the completion date March 31, 1997. Cmmr. Faughender asked how much funding is left in the grant. Mr. Barnes estimated$75,000. Cmmr. Faughender asked,if there is an ending to the Totten/Little Skookum program. Mr. Barnes said the end is in June 1996 of the shellfish portion. The planning grant ends in December 1996. ADJOURNMENT The meeting adjourned at 2:35 p.m. due to no further business.
