The meeting was called to order at 2:02 p.m. by Chairperson Mary Jo Cady.
APPROVAL OF MINUTES
The previous Board approved the meeting minutes of December 16, 1996.
STAFF REPORT
Mark Tompkins, Program Manager, again reported the Totten/Little Skookum Clean Water District surveys were
complete in June 1995. In 1996 there were six repairs completed; 12 outstanding repairs; 8 posted for non-
occupancy;4 systems in process.
FINANCIAL REPORT
Copies of the December 1996 expense report and revenue report were presented to the Board to review the
Totten/Little Skookum Clean Water District finances.
It was stated there is a balance of$8,804.80 as of 12/31/96 in the fund.
1993 - outstanding payments - $362.43
1994 - outstanding payments - $1,113.90
TOTTEN/LITTLE SKOOKUM CLEAN WATER DISTRICT ADVISORY BOARD
Warren Dawes,Totten/Little Skookum Clean Water District Advisory Board, stated the advisory board has not met
since a year ago August. There is no reason to see any progress because they have completed most of the work.
There are some repairs and the work the Conservation District is accomplishing.
He stated there are several individuals who are interested in the watershed plan and have created a grass roots
watershed council identified as South West Puget Sound Watershed Council(SWPSWC)which follows Department
of Ecology designation for WRIA 14. They have a 19 member board and just getting started. They have applied
for a grant for a watershed coordinator. If received they would carry on with a stewardship program in the
watershed. They want to promote rehabilitation, stream restoration, shoreline restoration where it is needed and
helpful. They would like to protect habitat for wildlife and water quality for shellfish and recreation uses. They
want to take care of the ecosystem.
They want to be an advocacy group and provide a voice for the watershed when issues come up.
It is anticipated a quarterly newsletter will be published for the group.
Due to the cutback of water quality staff at the end of 1996,the Advisory Board has not met with the staff and they
have dropped the idea of a newsletter.
Mr. Dawes questioned the necessity to continue the Advisory Board's role and they have not met for 18 months.
He felt the staff is burdened with other programs such as the operation and maintenance program.
It is the Council's intention to follow the watershed plan implementation.
It was suggested the Clean Water Districts could be dissolved and move toward the watershed planning.

MASON CONSERVATION DISTRICT
Jeanene Campbell,Mason Conservation District,distributed to the Board members an overview of the 29 farm plans
completed within the Totten/Little Skookum Clean Water District. There is one farm plan in process. There are
286 best management practices(bmps)designed; 157 bmp's have been implemented which is a 55%completion rate.
She commented this will be the last report since the their funding is complete the end of March. The final report
will be available at the end of the month.
The Board questioned if the Conservation District will continue working with those individuals that have signed
contracts for farm plans and bmp's.
Ms. Campbell explained there is another grant for the whole watershed which can be used to implement projects and
they will follow up on those contracts which have been executed.
PUBLIC COMMENTS
Harold Fitzwater informed the Board he met with two state examiners from the Port Orchard office to go over
concerns with RCW budget laws. He was advised there will be an audit in August and reports will be available in
September.

The meeting adjourned at 2:24 p.m. due to no further business.
