The meeting was called to order at 1:40 p.m. by Acting Chairperson Mary L. Faughender. Commissioner
William O.Hunter was in attendance. Chairperson Laura E.Porter arrived shortly after the meeting was called
to order.
APPROVAL OF MINUTES
Cmmr.Hunter/Faughender moved and seconded to approve the 2/7/94 minutes as corrected. Motion carried
unanimously. F-aye; H-aye; P-aye.

RECESS
The Board recessed for ten minutes to allow time for photocopying and reviewing the document on program
adoption.
PROGRAM ADOPTION
Cmmr. Faughender referred to Page 1, bottom paragraph, Advisory Committee, where it used the term
"purchase" . . . district program as proposed herein at the rate of$45 per year per household for a three year
period '93295. He felt they should be approving the plan which was approved by the Board, rather than the
proposed plan which was never approved. The $45 doesn't necessarily go on through 1994-95.
Also,Page 2,bottom under Inspection. It notes "each onsite sewage system will be inspected and dye tested by
the Office of Water Quality." He understood there were many that would never be dye tested.
Mr. Clifford concurred it,was old language which needed to be changed.
Chairperson Porter stated she also had that area circled,that for the year which is covered by the work plan the
County won't be able to inspect all of them, so they should list the number they anticipate inspecting this year.
Cmmr. Hunter referred to Page 2 -Asked to correct "Don" McGee to 'Bill" McGee.
Cmmr. Hunter asked if they are referring to Lower Hood Canal under Element 4.
Mr. Clifford stated he would make that change to the document.
Cmmr.Faughender commented there are approximately two people assigned to the Water Quality Department
this year. It seems kind of top heavy to have 2 FTE's on the Conservation Plan. He felt this was a high count.
Mr. Clifford responded when he spoke with Conservation District over the phone they indicated they have
budgeted two people for the project.

Chairperson Porter offered it could possibly include implementing the Best Management Practices, as well as
overseeing the youth teams which will build fences.
She also referred to a question she had on Page 2 under Repairs--Failure will be repaired under Environmental
Health Department. She asked for clarification so it is clear the County doesn't repair systems, but rather
oversee the terms which they are repaired.
Page 3 under Information--She asked for clarification on the first sentence that the owner will get information
about his/her own system,but the detailed information about other peoples' systems won't be shared.
She commented it probably is not necessary,but it would be covering both jurisdictions if both the County and
Totten/Little Skookum Clean Water District adopted the plan, that it be the Totten/Little Skookum program
for water quality assurance and that both the District and the County adopt it since there are some fees which
are in the County and some fees within the District. There is a legal opinion that the District is in and of the
County. It should be clear that both the Board of Mason County Commissioners and the Board overseeing the
District are in agreement this is what is being done in the District. It is redundant, but it may prove to be
helpful if someone challenges there is not a full account, for example of grants, in one set of minutes of Clean
Water District.
Cmmr. Faughender referred to Page 4, Element 3, Accountability--Refers to monthly progress, revenue and
expenditure reports. He asked if they are prepared to submit monthly reports.
Chairperson Porter stated she would prefer a quarterly report, so the fees are focused on inspections.
The Board asked for an updated version of the plan, including the changes made, before action is taken.
ADVISORY COMMITTEE UPDATE
Mr. Clifford noted that they changed their meeting date to the 3rd Wednesday of the month at Skookum Hall.
Chairperson Porter questioned if this was changed to allow for participation from Fawn Lake residents.
Mr. Clifford responded, yes.
Chairperson Porter asked if Mr. Clifford was able to inform of the Prosecutor's opinion on senior citizen
discounts.
Cmmr.Faughender interjected he would like.to see the Advisory Committee maintain their focus on the issues
at hand, which will require managing the participants more.
Chairperson Porter added she received two calls from committee members asking for policy limitations on how
much time and energy citizen inquiries took of the staffs time performing research. They were concerned the
$45 fee might be taken up doing research for individual citizens as opposed to doing the survey work they had
hoped they were paying for.
There is a policy in a couple of departments on where the point is where research should be paid for by the
requestor. This should be developed for the Health Department as well.
PROGRAM PROGRESS REPORT
Helen Seyferlich,Project Coordinator,reported for February there were 18 Phase I(inspections); 19 Dye Tests;
Cumulative totals on high priority progress to date = 248 Sites. There are no more repairs completed this
month to date and no more failures identified this month.

Chairperson Porter asked if they are routinely sending letters after the inspections are complete.
Ms. Seyferlich stated they have scheduled one mailing per month, which is being generated from a database.
Cmmr. Faughender asked if they will we be on line for March.
Ms. Seyferlich responded they have gained ground this month and it will take another month to get back up.
Cmmr. Hunter added that as they find less failures they will make more progress.
Ms.Seyferlich noted she would like to start reporting the number of other sites for pick ups. They are the sites
that are inspected and dye tested. It only reflects they visited 37 sites in a month. In addition to that work,they
also go back and pick up charcoal packets from sites where dye tests are in progress, so they actually visited 13
more sites this month. This makes 50 sites that the field crew visited and performed a portion of a dye test
process.
The Public Works Director was the only public present.

The meeting adjourned at 2:10 p.m. due to no further business.
