Rob Ryan, Mason County Conservation District The meeting was called to order at 1:33 p.m. by Chairperson Laura E. Porter. APPROVAL OF MINUTES Cmmr.Faughender/Hunter moved and seconded to approve the minutes of 1/19/94;1/3/94;12/17/93;10/4/93 with corrections. Motion carried unanimously. F-aye; H-aye; P-aye. CORRESPONDENCE None MEMORANDUM OF AGREEMENT-MASON COUNTY&TOTTEN/LITTLE SKOOKUM CLEAN WATER DISTRICT Wayne Clifford,Water Quality Coordinator,presented the Memorandum of Agreement between Mason County and Totten/Little Skookum Clean Water District. The Board of Mason County Commissioners approved the I�- - agreement on 12/14/93. 1 I -- Cmmr.Hunter/Faughender moved and seconded that the Totten/Little Skookum Clean Water District Board sign the Memorandum of.Agreement with Mason County. Motion carried unanimously. F-aye; H-aye; P-aye. ADVISORY COMMITTEE OFFICERS/MEMBER CHANGES The Board was given a report on the advisory committee officers and member changes. There were two resignations, Floyd Brown (Chairperson), and Fred Boysen (Committee Member), and the Committee elected a new chairperson, Craig Chapman. Two new members are James Woods and Bill McGee. PROJECT STATUS REPORT - MASON COUNTY CONSERVATION DISTRICT Rob Ryan,Mason County Conservation District,noted there were 18 priority farms listed to work with and two of the 18 farms didn't have run-off from their property and weren't considered as priority status in the watershed grant and were eliminated. Two other places did not exist; they didn't have addresses or names. They were not able to locate them. They are working with 16 places. They contacted all 18 places and they still have three to go out and inventory. Currently, there are two farm plans that will be signed. Three other farms are pending to sign. In addition, three others will be signed within approximately one month. Chairperson Porter questioned what the next step is after signature. Mr. Ryan advised the Board, implementation of installing best management practices on the farms, is the next step. This is waste control. These are practices that they have agreed to install on their place. He explained it is a slow process because of misunderstanding with the government giving them directions on what to do. There are two new technicians which are being trained right now. They have installed watershed signs on Highway 101 & 108, Cole Road and Arcadia Road. They are working i with Department of Ecology, Shorelines Department. They are trying to get the Jobs in Environment, WCC TOTTEN/LITTLE SKOOKUM CLEAN WATER DISTRICT FEBRUARY 7, 1994 - PAGE 2 crew to install the BMP's on the farms. They hope to use some of the Department of Ecology grant money along with the WCC funded project to extend the budget out and implement a lot more BMP's. This would save them time with this. Going through DOE cost share you have to submit cost share and this would eliminate the bid process. This is Task 2.3 under Initiative. They hope they can work a project in with them so they can do five farms at a time. They can go through one farm after another and get the practices installed. At the same time, it would eliminate a lot of problems with private contractors coming in and not doing the job according to specifications. This seems to be a big savings. PROJECT STATUS REPORT - HEALTH SERVICES DEPARTMENT Helen Seyferlich, Water Quality Project Coordinator, presented a handout to the Board on the year-to-date report on the accomplishment on the sanitary survey in Totten/Little Skookum. The total for sites inspected/dye tested is 205. the page that you are looking at has under Planned Surveys shows 3 columns that we are keeping track up totals on. The first two, District Shorelands, District Uplands, ate in response to the District requirements of achievement. Under Grant Priority, is the grant with Department of Ecology that they track totals on their priority areas. The shorelands and high priority areas, at this point, are where they are focusing nearly 100% of their effort, Also, the chart lays out the plan of how they expect to achieve their grant goals and district goals. The district goals are that they will dye test all of the shoreline sites and they will inspect all of the upland sites. State Department of Ecology has the expectation that the County will inspect all of the high priority areas under the grant by the end of 1994. She stressed that they need to achieve 612 high priority areas this year to satisfy the agreement with Washington State Department of Ecology. On the monthly totals they show 17.4 phase ones per month and 17 phase twos (dye tests). They need to accomplish 34 sites per month to reach the goal of 612 by the end of the year. It was noted they did not meet their goal for January. A plan has been made for adjusting this. They have shifted staff. They have had problems with vehicles, scheduling, and staff illness. Right now Lower Hood Canal is ahead of production levels. They intend to leave Guy Anderson free to work on North Bay and Totten/Little Skookum projects. Two additional days per week of field work will be applied to Totten/Little Skookum for another month or two. She clarified further that Lower Hood Canal has 2 FTE (Full Time Employees) at this point working on that program. It is ahead of schedule and has an expectation of achieving at least 70 sites per quarter. Chairperson Porter stated that seems to fit well with the report show they have spent 1.2 FTE in Totten/Little Skookum and they were intending to spend 1.9 FTE. Cmmr. Hunter stated he would like to see the actual report with dollars spent and results before commenting. Cmmr. Faughender asked if there is any preparation done for a good February. Ms. Seyferlich stated that there was illness in staff and time was missed which set the program back. She anticipated having an increased staffing need on Lower Hood Canal to answer telephones. She commented on the Repair Report for the Totten/Little Skookum area. She clarified that six of the repairs are on a community drainfield, which is one repair and would take care of six sites. It is taking a lot more coordination and planning to get this repair done. TOTTEN/LITTLE SKOOKUM CLEAN WATER DISTRICT FEBRUARY 7, 1994 - PAGE 3 Cmmr. Faughender pointed out that the County has fallen short of Department of Ecology's grant and asked what communication is going on. Ms. Seyferlich responded that they will be vouchering monthly to the State. They have only a quarterly goal to meet at this point. They do get a little bit of adjustment time allowed. Chairperson Porter expressed appreciation for keeping track monthly even though they don't have to give until a quarterly report. Brad Banner, Health Services Director, interjected that they will be meeting with the state representative in the next two weeks to explain the goals and how they will track it. ADOPTION OF DISTRICT PROGRAM Chairperson Porter asked if formal action was taken to adopt the district program. Wayne Clifford, Water Quality Coordinator, stated it is something they need to do. Chairperson Porter recommended that one program be adopted jointly by the District and the County so both sides are covered. ACCOUNTING SYSTEM Cmmr. Faughender stated that there has been public comment about the accounting system. He asked for a recap on this to answer citizen concerns. Mr. Banner explained they made an attachment to the voucher to explain how the intergovernmental transfers are made. They are in the process of being audited by the County's Auditor's office. As they have asked for more information they have been updating an index (notebook) with information provided. ADJOURN The meeting adjourned at 2:00 p.m. due to no further business.
