Hunter, Commissioner Laura E. Porter, Commissioner Wayne Clifford, Water Quality Coordinator Frank Bishop, Citizen The meeting was called to order at 1:40 p.m. by Chairperson Laura E. Porter. APPROVAL OF MINUTES Cmmr.Faughender/Hunter moved and seconded to approve the minutes of November 1,1993 as corrected and November 15 & December 2, 1993 as circulated. Motion carried unanimously. F-aye; H-aye; P-aye. 1994 CHAIRPERSON Cmmr.Hunter/Faughender moved and seconded that Laura Porter remain as chairperson. Motion carried unanimously. F-aye; H-aye; P-aye. CORRESPONDENCE/APPLICATIONS It was noted there has been a lot of correspondence pertaining to the fee established received through the Board of County Commissioners. TOTTEN/LITTLE SKOOKUM CLEAN WATER DISTRICT FEE ASSESSMENT Chairperson Porter presented Resolution No. 136-93 setting a$45 fee for 12 months from July 1, 1993 through June 30, 1994. Cmmr. Faughender/Hunter moved and seconded to concur with the Board of Commissioners adoption of Resolution No. 136-93. Motion carried unanimously. F-aye; H-aye; P-aye. ADVISORY COMMITTEE LETTER OF ACKNOWLEDGEMENT Wayne Clifford,Water Quality Coordinator,reported that a letter was prepared, as requested,for the Advisory Committee's signatures acknowledging their role with the Clean Water District is to prevent degradation of the water quality in the Totten/Little Skookum Watershed and to serve as advisers to District on funding,programs and guidance toward developing sustainable methods of protecting water quality within the District,and to work with the public, Mason County Health Services Office of Water Quality, Mason County Conservation District, and other related agencies toward these goals. Cmmr.Faughender questioned if the intent is for the advisory committee to be advisers to the District or to the Commissioners. Helen Seyferlich stated it was written in the language of the by-laws that the Board of Commissioners was referenced as District and the Advisory Board was referenced as the Board and it was carried over into this document. She concluded that they will be advising the District Board. Cmmr.Faughender stated he would prefer that it be listed they are advisers to the Totten/Little Skookum Clean Water District Board. Chairperson Porter added there are times when they are advising the Board of Commissioners and times when they are advising them as the Board of the District. s w TOTTEN/LITTLE SKOOKUM CLEAN WATER DISTRICT JANUARY 3, 1994 - PAGE 2 ADVISORY COMMITTEE BY-LAWS The Board was presented with a copy of the By-Laws. Cmmr. Faughender questioned about the term of office listed under VI B. Mr. Clifford explained that there are members from the Watershed Management Plan Implementation Committee that serve on the Totten/Little Skookum Clean Water District Advisory Board and there term is one year. The new members term will be two years. There is a group that are on the Totten/Little Skookum Clean Water District Advisory Board also. Cmmr. Porter clarified that they were set up this way so the terms would be staggered. DISTRICT PROGRAM ADOPTION Mr. Clifford announced that there is a document prepared and will be available later for review. Chairperson Porter interjected that the Board needs to consider amending the plan to include the total number of households. Mr.Clifford added another amendment would be to specify they will be covering the whole district and changing the span of the program to match the fees in terms of time.. It is a program for twelve months from June 1,1993 -July 30, 1994. Cmmr.Faughender asked if the plan assures that the 1100 houses are going to be inspected within the specified period of time. Mr. Clifford stated that they need to break the remainder number of houses into a monthly goal for the field staff to achieve a certain amount of coverage each month. He anticipated they will be more efficient in 1994 with inspections. Frank Bishop explained there are two groups which make up the 1100 houses: waterfront 300;upland 800. He noted that if the 200 which.are already done are waterfront the remainder upland inspections will go rapidly. Cmmr.Faughender expressed concern if the County comes up short at the end of the year. A firm plan should be made to accomplish the task. Ms.Seyferlich added that.all-the survey crews have been notified that shoreline sites are a priority. The winter time die testing takes the greatest length of time to get done. Chairperson Porter asked that the District Program Adoption and plan for implementing will be addressed at next month's meeting. r r r J C TOTTEN/LITTLE SKOOKUM CLEAN WATER DISTRICT JANUARY 3, 1994 - PAGE 3 ADJOURN Cmmr.Hunter/Faughender moved and seconded to adjourn the meeting.
