Hunter, Chairperson Mary Jo Cady, Commissioner The Lower Hood Canal Clean Water District meeting was called to order at 1:30 p.m.by Chairperson William O. Hunter. APPROVAL OF MINUTES Cmmr. Faughender/Cady moved and seconded to approve the November 20, 1995 minutes as submitted. Motion carried unanimously. C-aye; F-aye; H-aye. CONCURRENCE WITH COUNTY COMMISSION ACTION 11-28-95 -- Resignation from Chris Anderson 12-5-95 -- Appointed L.F. Laatz to Advisory Board 12-7-95 -- Hearing on Department of Natural Resources tideland assessments within the'District. DNR agreed to pay the fee on the five parcels. 12-12-95 -- Resignation from Darrell Simmons Cmmr. Cady/Faughender moved and seconded to concur with the above report given by Mark Tompkins. Motion carried unanimously. C-aye; F-aye; H-aye. STAFF REPORT Mark Tompkins, Health Services, presented the survey update for November. Inspections Completed in November - 149 Inspections Cumulative Total- 2953 (This number is off by approximately two due to the parcels they are finding that have septic systems without houses.) Failures Identified in November - 25 Failures Cumulative Total - 354 Repairs Completed in November - 16 Repairs Cumulative Total - 180 Cmmr. Faughender asked how the repairs are coming. Mr. Tompkins responded there is half of the repairs completed of those which have been found. There are people in various stages of repairing their systems. This doesn't reflect those that have designs in or posted for non-occupancy. They are in various stages of repair. Chairperson Hunter asked how the staff is on schedule for completing the survey and repairs. Mr.Tompkins stated they anticipate 5,220 homes in the district which leaves approximately 2,000+ parcels left to go in twelve months with three people working in the district. The biggest setback is getting hold of the residents to complete the survey. LOWER HOOD CANAL CLEAN WATER DISTRICT DECEMBER 18, 1995 - PAGE 2 Chairperson Hunter asked what is happening at the lake where there are unregistered outhouses. Mr. Tompkins responded if they are unpermitted they don't automatically classify them as a failure. There is a setback requirement. If they are within 100 feet of designated shoreline they are considered a failure or if there is no vertical separation it is considered a failure. Most people are choosing to abandon the outhouses. Cmmr. Cady asked how many of the failures are drainfield related or septic system related. Mr. Tompkins stated they don't have the information broken out. Chairperson Hunter asked what percent of the basic gravity systems are failing. FINANCIAL REPORT Mark Tompkins handed out the October revenue and expenditure report for the Totten/Little Skookum Clean Water District. Revenue for October - $9,321.14 Cumulative Revenue Year to Date - $258,721.29 Expenses for October - $27,427.66 Cumulative Expenses Year to Date - $209,337.81 ADVISORY COMMITTEE UPDATE Sue Texeira, Chairman of the Lower Hood Canal Clean Water District Advisory Board, announced they are putting together a newsletter and asked if the Board had anything they would like to include. Also, she asked if the next billing for the District could include the newsletter. The Board noted the last billing went out in June 1995 and it will be going out within twelve months of that time. Harry Martin noted some of the delays of payment could be from individuals who do not live here and are just getting their mail. It was noted the Board will be setting a hearing for the next year's assessment which could be included in the newsletter. CONSERVATION DISTRICT REPORT Mike Madsen,Mason County Conservation District,reported since the last meeting they completed their formal inventory which includes both Mason and Kitsap Counties. They identified and visited 164 landowners who keep large animals on their property (M Mason County/36 Kitsap County). They have identified 318 horses, 113 beef cattle, 8 sheep, 46 goats, 19 swine, 3 mules, 58 ratites (ostrich, emu and rhea). Also they have completed two farm plans in the last month. They are now actively working on three others. The visitation/inventory was completed on a driveway by driveway basis.
