NOVEMBER 20, 1995

The Lower Hood Canal Clean Water District meeting was called to order at 1:34 p.m. by Chairperson William O.
Hunter.
APPROVAL OF MINUTES: Cmmr.Faughender/Cady moved and seconded to approve the October 16, 1995
minutes as presented. Motion carried unanimously. C-aye; F-aye; H-aye.
CONCURRENCE WITH COUNTY COMMISSION ACTION
10-31-95 -- Motion to accept resignation of Ray Aalvik from the Lower Hood Canal Clean Water District
Advisory Board.
Motion to set a public hearing on December 7, 1995 at 9:00 a.m. to hear testimony on the
proposed assessments on DNR owned properties within the Lower Hood Canal Clean Water
District.
11-14-95 -- Motion to appoint Joe Jerne to fill an unexpired term.
Cmmr. Cady/Faughender moved and seconded to concur with County Commission actions noted above.
Motion carried unanimously. C-aye; F-aye; H-aye.
SURVEY UPDATE
Mark Tompkins noted there are no graphs for the survey update.
Inspections Completed in October- 159
Cumulative Inspections Completed-2789 (This is two less than previous cumulative total, less the 159 as they are
finding vacant lots which have different wording and they are removing as they find them.)
Failures Identified in October- 22
Cumulative Failures Identified- 329
Repairs Completed in October- 17
Cumulative Repairs Completed- 164
The projected completion date is December 31, 1996.
The Board asked how the schedule looks for inspections and repairs.
Mr. Tompkins stated the complete number of inspections is down in October,because they started doing dye tests
in October. They will probably be full time now and seasonal as they come back. There are quite a few people that
are seasonal. They anticipate completing the project on schedule.
It was noted last month there were 177 permission slips to conduct inspections. This month they are down by two.
Some have conditions why they don't want the inspection. There are no new"no"responses. They are contacting
people by phone or knocking on doors now.
1 Cmmr. Faughender questioned if it is early to be running out of permission slips to inspect lots.
Mr. Tompkins stated they still have paperwork in the department they are working on. Half of the paperwork is

seasonal residents. There are also a great number which did not reply. They send out two mailings and then try
and catch them at home by knocking on their doors at different times on different days. Everyone in the District
has received a first letter and if necessary a second letter. Over 3,000 responses came back. There are another 1,000
or 1,500 to contact.
FINANCIAL REPORT
Mr. Tompkins distributed copies of the financial receipt to the Board for Lower Hood Canal.
September 1995 revenue- $13,735.33 assessments
1995 year to date revenue- $241,869.71
Invested interest- $5,000
Assessment interest- $2,530.07
The fees and assessments include both 1994 & 1995 fees receipted in.
The accounts turned over on 10/24/95 to the Treasurer totaled 452 parcels. He did not believe the Treasurer has sent
out letters. They have had an additional 12 parcels paid. The total number of outstanding parcels is 440 which have
not paid 1994 assessments. The 1995 outstanding parcels total 1,412.
September 1995 expenses- $25,000 paid to Water Quality for expenditures incurred.
1995 year to date expenses- $181,910.15
Cmmr. Faughender asked what will be accomplished at the 5th of December hearing with Department of Natural
Resources(DNR). Also, he questioned if there was a response letter sent to DNR.
Mr. Tompkins stated the second letter to DNR was for a different parcel number. It was another parcel which they
owned. They state they are exempt from paying fees if they don't get proper notification and hearing date. The
hearing was therefore set to receive testimony from them.
Chairperson Hunter asked that the staff check if the two parcels were picked up that the County owns the beach on
Mason Street/Orre Nobles road between Blue Heron and Victorias.
ADVISORY COMMITTEE UPDATE
Sue Texeira,Lower Hood Canal Clean Water District Advisory Committee Chair,stated the committee has indicated
they would like some kind of a map which indicates the percentage of noncompliance in a given area. It could be
taken to a community to show the people what has been accomplished and use peer pressure to some degree.
She reported there were four residents from Beard's Cove at the last advisory board meeting who were upset until
they sat through the meeting.
She concluded they don't want to come to the end and have approximately 200 people not pay. They don't know
what they would say. They would like to be aggressive about this.
Chairperson Hunter stated there are laws which provide for payment to be made. The inspection is what is a
problem.
Cmmr. Cady expressed concern that the advisory committee's interest be friendly in approaching those people who
do not allow the County on their property. Any program to contact those that have not complied should come back
to the County Commissioners as a recommendation. The County staff could ask the owners if a member of the
f advisory committee could go over and explain the program. The Commissioners would like the advisory committee
to take a friendly position with their neighbors and not an adversarial position. Some people may demand their
property rights as-their constitutional right.

Robert Hagar was introduced to the Board as the newest advisory board member.
CONSERVATION DISTRICT REPORT
Mike Madsen, Conservation District, noted they are actively working on five farm plans. There is one landowner
who made enough changes to get off of Department of Ecology list. The erosion stabilization is set for next year
as the rains were faster.than they were. Two plans are ready for landowner review and signature.
PUBLIC COMMENT
Harry Martin stated the advisory committee-hoped a peer neighbor concept would work. If there is someone on the
committee in a particular area,they could ask the neighbors to help.
ADJOURNMENT
The meeting adjourned at 2:10 p.m. due to no further business.
