Hunter, Chairperson Mary Jo Cady, Commissioner The Lower Hood Canal Clean Water District meeting was called to order at 1:30 p.m. by Chairperson William O. Hunter. APPROVAL OF MINUTES Cmmr. Faughender/Hunter moved and seconded to approve the September 18, 1995 minutes as circulated. Motion carried unanimously. C-aye; F-aye; H-aye. CORRESPONDENCE ADVISORY BOARD - RESIGNATION Pat McCullough Charles T. Hoard The Board directed the Clerk to send a letter of thanks for participation. Also, the Board asked that a letter be sent to Totten/Little Skookum Clean Water District Advisory Board members and thank them for serving and notify of the quarterly meetings. BUSINESS CONCURRENCE WITH COUNTY COMMISSION ACTION 9/26/95 - - Motion to approve and authorize the chair to sign the extension of the Puget Sound Water Quality Grant for Lower Hood Canal Clean Water District to 12/31/95. 10/3/95 - - Motion to appoint Bob Hager to the Lower Hood Canal Clean Water District Advisory Board to fill the vacancy created by Charles Hoard. Cmmr. Cady/Faughender moved and seconded to concur with the items presented by Mark Tompkins. Motion carried unanimously. C-aye; F-aye; H-aye. SURVEY UPDATE Mark Tompkins reported on the surveys and inspections completed to date. He noted there was no survey graph available since the computer was down. Completed Inspections in September- 240 Completed Inspections to Date - 2,632 (This is one less inspection than the August and September data added together. There was one removed from September of 1994 which was a vacant lot and it wasn't picked up. They just removed it.) Failures Identified in September- 15 Failures Identified to Date- 307 c ' LOWER HOOD CANAL CLEAN WATER DISTRICT OCTOBER 16, 1995 - PAGE 2 Repairs Completed in September- 9 Repairs Completed to Date- 147 There are 21 - 25 systems waiting to be installed. It was reported that one team will be working on Saturday, October 21, 1995 to schedule people who are only available on weekends. They will be shifting their 40-hour week from Tuesday- Saturday so there is no overtime. FINANCIAL REPORT Mr. Tompkins reported he hasn't received the financial information from the Health Department. He did note the 1994 assessments are past due. On Friday, October 20 there will be 489 accounts forwarded on to the Treasurer for collection. The Board questioned if these individuals received notification their account(s)would be turned over to the Treasurer for collection. Mr. Tompkins responded there was a letter sent out in September that gave them to September 30 to pay their account in full. The Board asked if the individuals were aware they could make payments. Mr. Tompkins stated there is a note on the bottom of the statement to contact the Health Department to make arrangements for payment. Wayne Clifford added they also make everyone aware the community assistance fund is available if they are having financial problems paying their bill. The question was raised on how many have utilized this program. Mr. Clifford reported the last number of participants was ten to twelve people. The Board asked for the number of accounts and percentage turned over to the Treasurer from the Totten/Little Skookum Clean Water District. ADVISORY COMMITTEE UPDATE The Advisory Board recommended Section 4 of the By-Laws be amended to add a new section on absences. They have had a problem getting members there on a consistent basis and not calling in and letting people know they will be gone. They are recommending two consecutive unexcused absences on a regularly scheduled meeting or if they have three unexcused absences in a year they be removed from the Board. Harry Martin concurred they have had a problem having enough members present for a quorum. Cmmr. Faughender/Cady moved and seconded to concur with the revised By-Laws of Lower Hood Canal Clean Water District Advisory Board,adding Section 4: In the event a regular or alternate member's having two consecutive unexcused absences or three unexcused absences in a year from regularly scheduled meeting. Said members will be removed from the Board. Motion carried unanimously. C-aye; F-aye; H-aye. .y LOWER HOOD CANAL CLEAN WATER DISTRICT OCTOBER 16, 1995 - PAGE 3 MASON COUNTY CONSERVATION DISTRICT REPORT Mike Madsen,Mason County Conservation District, announced their office has moved to the corner of K&.Adams behind Centennial Bank administration building. Their address is 2335 Adams Street. It is a small house which has been converted from residential to commercial usage. Their work is going well. Seven people have requested farm plans and they will be addressed in the order they were received. They are actively working on two farm plans. One is Department of Ecology referral mentioned previously. They are continuing their inventory by Kitsap County and being funded by them. They have had four requests for technical assistance on bank stabilization projects. The staff is becoming known as having a certain amount of expertise in the projects they have accomplished on Union River. They hope to involve the bank stabilization projects in with the other work they are accomplishing. They have been approached by Mason County Public Works Department to complete revegetation of rip rap projects. There are three projects which the Conservation District would like to involve the community in. Cmmr. Cady asked how the participation was at OysterFest. Mr. Madsen noted it was very well. He was personally involved with the Kid's Day at OysterFest and the Conservation District's first annual Fruit and Nut Tree sale on Saturday. The Kid's Day was the biggest they have participated in with over 500 kids. ADJOURNMENT The meeting adjourned at 1:48 p.m. due to no further business. Respectfully Submitted, Rebecca S.
