The Lower Hood Canal Clean Water District meeting was called to order at 1:30 p.m.by Chairperson William
O. Hunter.
APPROVAL OF MINUTES: Cmmr.Faughender/Porter moved and seconded to approve the August 15, 1994
minutes as amended. Motion carried unanimously. F-aye; H-aye; P-aye.
BUSINESS
CONCURRENCE WITH COUNTY COMMISSIONER ACTION
Wayne Clifford, Technical Administrator, reviewed the actions taken by the Board of County Commissioners
since the last Clean Water District meeting.
1) Reappointed Susan Hayward to the Lower Hood Canal Clean Water District
Cmmr.Porter/Faughender moved and seconded to concur with the action the Board of County Commissioners
took for reappointment of Susan Hayward to the Advisory Committee on August 2, 1994. Motion carried
unanimously. F-aye; H-aye; P-aye.
2) Approval of a $325,030 supplemental appropriation for Lower Hood Canal Clean Water District.
Cmmr.Porter/Faughender moved and seconded to concur with the Board of County Commissioners approval
of the supplemental appropriation for the Lower Hood Canal Clean Water District on August 9, 1994.
3) Adopted a resolution establishing the Lower Hood Canal Shellfish Protection District Fund.
Cmmr. Faughender/Porter moved and seconded to concur with the Board of County Commissioners on the
establishment of the Lower Hood Canal Clean Water Fund on August 9, 1994. Motion carried unanimously.

4) Appointed Richard Edwards, Tahuya, and Charles Hoard, Union, to fill the two vacated positions on
the LHCCWD as recommended by the Chair of the LHCCWD.
Cmmr. Faughender/Porter moved and seconded to concur with the Board of County Commissioners in
appointing Richard Edwards and Charles Hoard to the Lower Hood Canal Clean Water Advisory Board on
September 6, 1994. Motion carried unanimously. F-aye; H-aye; P-aye.
5) Adopted Resolution No. 94-94 for a budget transfer establishing reserve ending fund of$97,044 and
interfund payment of services $208,043.

Cmmr. Porter/Faughender moved and seconded to concur with the Board of County Commissioners action
on September 13, 1994 adopting a resolution for budget transfer within the Lower Hood Canal Clean Water
District budget. Motion carried unanimously. F-aye; H-aye; P-aye.
INSPECTIONS STATUS REPORT -AUGUST
Mark Tompkins, Program Manager, gave a status report on the total inspections for August 1994 and the
cumulative total to August 31, 1994.

PLACEMENT OF SIGN
Al Adams, Lower Hood Canal Clean Water District Advisory Board, again expressed support for placement of
a readerboard sign displaying the above information within the district. He commented the priority concern of
the advisory board was to notify the citizens within the district what the current status is on this program.
Harry Martin concurred with Mr.Adams. He has had individuals approach him asking for information on the
clean water district who don't subscribe to the local newspapers.
Mr. Martin commented the newsletter is circulated quarterly and the sign would give more up-to-date
information.
Cmmr. Porter responded she still has concerns about using the outside of the Belfair Annex to post signs. She
also has received contacts from people who are continuing to be concerned about the image it projects in terms
of tourism. Another concern is for promoting a positive image. The newsletter is distributed quarterly and
citizens can choose the option to update themselves as necessary between these quarterly reports by reading the
Belfair Herald.
STATUS REPORT
Wayne Clifford, Technical Administrator, gave a multiple page handout showing the hours reported by staff
working on the Lower Hood Canal program in Water Quality through July 1994. The second page listed the
expenditures and revenues by month and by line item. The total and percentages of the budget represented was
given. Also noted were the expenditures, revenues and investments for the Lower Hood Canal Clean Water
District Fund.
PUBLIC HEARING SET - LOWER HOOD CANAL CLEAN WATER DISTRICT BOUNDARIES
Mr. Clifford requested the Board set a public hearing to consider the Lower Hood Canal Clean Water District
boundaries around the Alderbrook.
Cmmr. Faughender/Porter moved and seconded to set a public hearing on October 17, 1994 at 1:30 p.m. to
consider altering the Lower Hood Canal Clean Water District boundaries around parts of the Alderbrook area.
Motion carried unanimously. F-aye; H-aye; P-aye.

DRAFT POLICIES & PROCEDURES
The Board was presented with some draft policies and procedures for Clean Water Districts.
Mr. Clifford asked the Board to set a date to discuss this further.
Cmmr. Porter/Faughender moved and seconded to set October 17, 1994 at 1:50 p.m. to discuss adoption of
Mason County Clean Water District policies and procedures. Motion carried unanimously. F-aye;H-aye; P-
aye.
ADJOURNMENT
The meeting adjourned at 2:00 p.m. due to no further business.
