Hunter, Chairperson Mary Jo Cady, Commissioner The Lower Hood Canal Clean Water District meeting was called to order at 1:30 p.m. by Chairperson William O. Hunter. APPROVAL OF MINUTES Cmmr.Faughender/Cady moved and seconded to approve the August 21, 1995 minutes as submitted. Motion carried unanimously. C-aye; F-aye; H-aye. SURVEY UPDATE Mark Tompkins circulated graphs on the Planned and Actual Surveys in the Lower Hood Canal Clean Water District as well as the Repair Status - Lower Hood Canal. They were planning on having 2,563 surveys completed and they have completed 2,394. They have been conducting seasonal dye testa during the summer and have done upland inspections which has slowed them down. They anticipate completing the project within the time frame. They have identified 292 failures through August and have completed 13 8 repairs. There are other repairs in various stages of completion. Cmmr. Cady asked if these are the waterfront. Mr. Tompkins noted they are doing all of Lower Hood Canal including the waterfront and uplands. In the first six months of the program they concentrated on the upland sites and during the winter they have worked with dye tests on the waterfront. They are running 12 - 15% failures. Cmmr. Cady asked if the closure area has been completed. Mr. Tompkins noted it is in various stages of completion. The two areas around the shoreline closure portion of Lynch Cove is approximately 75% done. Upland into the Mission Creek, Belfair and Union River they are approximately 50% done. They anticipate having the closure area two (on the south shore of the closure)complete by December 31. There would be 20% more to complete with approximately 75 - 80 homes in that home. Cmmr. Cady asked if the percentage of failures is higher in the closure area than other areas. Mr.Tompkins noted the shoreline in the south shore of the closure area is higher than elsewhere. On the Northshore 1 the failure rate is not any higher than anywhere else. FINANCIAL REPORT Mr.Tompkins referred to the cashflow report for July 1995. Lower Hood Canal Clean Water District has an ending . cash balance of$222,448.64 They have collected$48,674.37 in fees for the month of July. The cumulative collections total $215,773.38. LOWER HOOD CANAL CLEAN WATER DISTRICT SEPTEMBER 18, 1995 - PAGE 2 It was noted no revenue was posted in July for the Lower Hood Canal, except for the Southshore grant which was billed a total of$3,927.09. ADVISORY COMMITTEE UPDATE Sue Texeira,Lower Hood Canal Clean Water District Advisory Board Chair,expressed concern about membership. They have three members which don't show up for meetings and one person has said he will resign. They would like to appoint Bob Hagar who is currently an alternate as a permanent member. Ms. Texeira noted they are proposing to include an amendment in their bylaws which states the members must be at the meetings and if they miss three in a row they will be contacted. Harry Martin interjected at their October meeting Brad Banner has arranged for a maintenance and operational program which has been developed. They will have representation from installers and designers to back up any questions the Board may have. They plan on presenting this program to the North Mason Chamber and Alliance Club. 319 GRANT UPDATE Wayne Clifford, Technical Administrator, stated the last report from Department of Ecology(DOE) was they had not made a decision on the award. The applications were submitted early so DOE could submit their request for federal agencies. He explained the County applied for a grant through DOE for EPA (319 Funds). This is from Section 319 of the Clean Water Act to support the on going dye testing in Lower Hood Canal and also perform sediment analysis in Lynch Cove to test for metals and indicators of contaminations. Chairperson Hunter noted the reason the County asked for testing of the sediment in Lynch Cove was because of Kitsap County's Olympic View Landfill. Cmmr. Faughender asked that Mr. Clifford contact Sue Mauerman to see when the decision is to be made. Mr. Clifford responded the last conversation with DOE they were unsure of when there will be an award because they are dealing with the federal budget process. Harry Martin asked how much the application was for and if there is a timeline. Mr. Clifford responded they applied for the maximum amount of the grant of$200,000. CONSERVATION DISTRICT Mike Madsen,Conservation District,noted the inventory numbers have remained the same at 124. They have started in the farm planning process. They are currently working with two land owner. One is a Department of Ecology referral. The second land owner they are trying to locate cost share monies to help construct a fence on the Union River. They had a Memorandum of Agreement with Kitsap Conservation District and they are able to begin work in Kitsap watershed now. All the work performed in Kitsap County is funded through their surface water management fund which was passed in Kitsap County and there would be no matching funds from Mason County. They held a workshop last Saturday with good participation. They applied for a PIE(Public Involvement and Education)grant. They liked the grant which is a model farm grant for Lower Hood Canal.
