TOTTEN/LITTLE SKOOKUM CLEAN WATER DISTRICT SEPTEMBER 15, 1997 ATTENDANCE: John A. Bolender, Commissioner Cynthia D. Olsen, Commissioner Mary Jo Cady, Chairperson The meeting was called to order at 2:05 p.m. by Chairperson Mary Jo Cady. APPROVAL OF MINUTES Cmmr. Bolender/Cady moved and seconded to approve the June 16, 1997 meeting minutes as presented. Motion carried unanimously. B-aye; C-aye; O-abstain. STAFF REPORT Mark Tompkins, Program Manager, reported the surveys have been closed for the last year and a half. The assessment information has changed since the last meeting by less than $200. FINANCIAL REPORT The financial report indicated only receipt of revenue and no expenditures. The Board questioned if Mr. Fitzwater received the March final report including balance sheets,assets,and liabilities as requested at the last meeting. Mr.Tompkins stated that Candy Archer gave Mr. Fitzwater a copy of the reports obtained from the Auditor's office. ADVISORY COMMITTEE UPDATE Warren Dawes, Totten/Little Skookum Clean Water District Advisory Committee Chair, stated the advisory committee has not met. They do have a new watershed council which is active. The Cleric was directed to schedule a time for the new watershed council to brief the Board on what they are accomplishing. CL'E�2Nt�WA�T�E�R_,_,aD�IST� �ICT�MEETIIVGS ':�,� The Board offered to have any business that needs to be conducted for the Clean Water District to be brought up during the regular County Commissioners' meeting. It is not advisable to disband the Clean Water District since there are still funds to collect. There was discussion that the monthly briefing with the advisory board seems to be sufficient and if any action needs to be taken it could be accomplished in the regular County Commissioners' meeting. The Board clarified this could be an agenda item at the Commissioners' meeting. It would be scheduled quarterly or less frequent, as necessary,to conduct the business of the Clean Water District meetings. The Advisory Board asked to be notified if there is an agenda item. Bolender, Commissioner Mary Jo Cady, Commissioner The Lower Hood Canal Clean Water District meeting was called to order at 1:35 p.m. by Chairperson Cynthia D. Olsen. APPROVAL OF MINUTES Cmmr. Cady/Bolender moved and seconded to approve the June 16, 1997 minutes. Motion carried unanimously. B-aye; C-aye; O-abstain. Cmmr. Bolender/Olsen moved and seconded to approve the March 17, 1997 meeting minutes as submitted. Motion carried unanimously. B-aye; C-aye; O-aye. STAFF REPORT It was reported there were no new surveys completed this past quarter. The number of repairs has risen to 380;there are 106 on-going repairs; 42 residents have been posted for non-occupancy or voluntarily closed. The staff is still trying to obtain services of a person to finalize the dye tests. They have tried to reach a former employee for a call back and have been unsuccessful,but will continue to try and make contact. The Board asked when the section of Hood Canal by Lynch Cove will be re-opened. Mr. Tompkins reported they are closer to reopening. There is a section of Hood Canal between the west end of Belfair State Park towards Tahuya on the North Shore. There is approximately a one mile section which they should have an answer within the next three months. There are five stations within that section and they all currently meet the standards. However,there is one set of samples with a high count in one of the locations. They don't want to reopen and then have to close it down in two or three months. They have decided to wait three months to ensure a steady count. Mr. Tompkins added Hood Canal was closed for commercial recreational harvesting on August 28, 1997 due to an incident occurring in the Canal. It has been reopened for the commercial and recreational harvest of oysters. FINANCIAL REPORT It was reported that the,last three years have 90%collection rate for the assessment fee. The 1996 assessments will be turned over to the Treasurer the end of September 1997. The revenue and expense report through July 1997 was submitted. The expenditures listed are through the Conservation District. The intergovernmental professional services (Conservation District) year to date is $7,222.72. The total expenses year to date is $7,375.72. A question was raised on the balance of the fund. Mr. Tompkins reported there is approximately$66,000 through July 1997. Chairperson Cady asked what the $56,000 represents.. It was discussed they estimated spending $63,000 this year and they only spent $7,000 or 11%. The remaining LOWER HOOD CANAL CLEAN WATER DISTRICT SEPTEMBER 15, 1997 - PAGE 2 balance is $56,000 which would include the ending fund balance. They don't anticipate spending all the money. They are providing some money to the Conservation District. He stated he will go back to the quarterly format, the information presented today was what is available. ADVISORY BOARD UPDATE Bob Hagar,Vice-Chair,Lower Hood Canal Clean Water District Advisory Board,reported that Sue Texeira will be resigning from the advisory board due to her new job would be a potential conflict. He stated he will be the acting chairman until they elect a new chairman. The Board was informed of Jenny Case,Americorps staff,who is currently summarizing and collating the responses to the Watershed Action Plan. There will be a report hopefully by the next meeting. They are now down to eight members on the advisory board. They feel they should add additional members. They are in the process of soliciting memberships. They would like to have 10 members to have a reasonable quorum at their meeting. Concern was expressed that there isn't a schedule on.inspections and time is running out for inspections due this summer. The question was raised if the Board has been able to contact those people who had refused access and live along the North Shore (closure) area. Chairperson Cady stated the Board was waiting for the pending opening to see what happened. If the North Shore area opens up, it will be a moot point. It was announced that Teri Icing is putting the newsletter together. She has all the news items as of last Friday. There was some thought about waiting on the newsletter to include some positive information such as an opening notice. Dodie Schmitz suggested the County ask the state to conduct some DNA testing on Hood Canal to ensure there was failing septic systems and not seagulls or some other animals contaminating the water. Mr. Tompkins added'that Don Melvin,Department of Ecology, and other staff were supposed to schedule a meeting to take sediment and water samples checking for fecal coliform to see if they can find a source. If they can't find a source they would go on to the next testing for DNA. The Board questioned how much the DNA testing costs. They asked that the staff obtain an estimate of the costs. The Advisory Board shared information from the Kitsap County swim program presented at their last advisory board meeting. Dodie Schmitz reported the individuals with the swim program would be willing to make their presentation again. The County may not choose something as elaborate as Kitsap County has,but it could be a way of funding some programs. The Health Department has a volunteer program for water monitoring. Also, it was felt their consultant fee was not a good use of money. It was felt the best work was done by the present staff in Kitsap County. ' The Advisory Board asked for steady fiinding for the County to maintain staffing in the Health Services Department.
