Hunter, Chairperson Mary Jo Cady, Commissioner The Lower Hood Canal Clean Water District meeting was called to order at 1:34 p.m. by Chairperson William O. Hunter. APPROVAL OF MINUTES Cmmr. Faughender/Hunter moved and seconded to approve the 7/17/95 minutes as submitted. C-abstained; F-aye; H-aye. CORRESPONDENCE William Gates- Resignation . Mr. Clifford interjected requests have been received for minutes of a workshop held. He clarified the Board scheduled a public workshop on 2/10/94 and on 2/17/94 a hearing was set. No minutes were taken of the workshop held on 2/10/94. CONCURRENCE WITH COUNTY COMMISSIONER ACTION 7/18/95 - Motion to sign a resolution revising the established 1995 Lower Hood Canal Clean Water District assessments, item 4 revised to read "Structures connected to on-site sewage systems that do not meet the definition of 1)which covers larger/multiple connection on-site sewage systems$250.00 per on-site sewage system or 2) publicly owned parks with RV connections$450.00 per park will be $52.00 per structure or dwelling unit. Multiple connection on-site system means any on-site sewage system with five or more dwelling units connected into one septic tank. Motion to amend the above motion to delete the word "structure" under#4. Resolution No. 75-95. Cmmr. Faughender/Cady moved and seconded to concur with the County Commissioner action on 7/18/95 as described by Wayne Clifford. Motion carried unanimously. C-aye; F-aye; H-aye. SURVEY STATUS REPORT Wayne Clifford, Technical Administrator, explained he took his report off the data base as of 8/21/95. The average failure rate is 12%; and the highest rate is on the marine shoreline at 22%. Completed inspections total 2,358. Mr. Martin noted this doesn't agree with the number on the board in the District. Mr. Clifford responded his report would be a more current report. CONSERVATION DISTRICT REPORT Mike Madsen,Mason County Conservation District,reported as of today's date they have identified and visited with 120 landowners who have large animals. Of these 120 landowners, 3 have requested farm plans. One will qualify as a high priority, as they have animals with direct access to water. They have received one referral from Department of Ecology and they are beginning the farm planning practice with that landowner. He estimated they are 1 - 2 days away from completing the inventory process in Mason County. Mr.Madsen noted it was a neighbor complaint and Department of Ecology sent an individual out to inspect and then they were referred to the Conservation District. Cmmr. Cady asked if the 120 landowners that were visited were recommended for farm plans. Mr. Madsen responded they advise all landowners the Conservation District is available for technical support to create a farm plan. ADVISORY BOARD REPORT Harry Martin, Advisory Board, reported they will have a special session on August 28, 7 - 9 p.m. They will be going to visit the wastewater training center in Puyallup.
