Porter, Commissioner The Lower Hood Canal Clean Water District meeting was called to order at 1:31 p.m. by Chairperson William O. Hunter at the William G. Reed Library Meeting Room. ADJOURNMENT Cmmr.Faughender/Porter moved and seconded to approve the July 18, 1994 minutes as circulated. Motion carried unanimously. F-aye; H-aye; P-aye. CORRESPONDENCE PEE ASSESSMENT Letters received from: Charles H. Clodius; Ralph E. Coleman, M.A.; Kenneth L. Davis. DISTRICT BOUNDARIES Cmmr.Hunter referred to letters received from Alderbrook area regarding consideration of deletion of the Clean Water District as proposed at the last public hearing(Paula&Evelyn Barham,John&Loretta Simpson,Dwane Ehrich and George Rickte). SIGN PLACEMENT Lower Hood Canal Clean Water District Advisory Board LOWER HOOD CANAL CLEAN WATER DISTRICT ADVISORY BOARD - APPLICANT Ken Martig BUSINESS BOUNDARY LINE DELETION Cmmr.Porter/Faughender moved and seconded to concur with the action taken by the Board of Mason County Commissioners to delete the Trails End area from the district because it does not drain into the Lower Hood Canal. Motion carried unanimously. F-aye; H-aye; P-aye. Cmmr.Faughender expressed that after researching quitee-a few sources and looking at the area he found Trails Lake drains down to Sherwood Creek and into Case Inlet instead of Hood Canal. It was improperly placed in the Lower Hood Canal Clean Water District based on its drainage. It belongs in Case Inlet/North Bay watershed. Chairperson Hunter concurred with what Cmmr. Faughender stated after an on-site inspection. There is no question that the ridge road west of the lake is the drainage line. Wayne Clifford, Technical Administrator, also mentioned,that many of the people have already paid their assessment and all have been issued refunds. 0 LOWER HOOD CANAL CLEAN WATER DISTRICT AUGUST 15, 1994 - PAGE 2 SURVEY WORK STAFF REPORT Mr. Clifford reported as of 8/12/94 there were 318 Level 1 inspections (visual survey) and 61 dye tests. Total combined of 379. He added the staff are finding failures in the upland areas. So far they have reported four or five through visual inspections. VISUAL SURVEY EXPLANATION The Board was provided an Outline of Visual Survey Procedures used by the Health Services Department. Mr. Clifford briefly reviewed the procedures and the purpose of the visual survey as opposed to a dye test. The purpose was to identify failures and/or problems with an on-site sewage system that do not require a dye test for verification. The visual survey is useful for the homeowner because they receive a report that can help them identify problems with their system before it becomes a failure. From the information contained in the report they may receive specific instructions on methods to extend the life of their on-site sewage system. CONSERVATION DISTRICT REPORT Mark Madsen, Conservation District, explained he was asked to give an update report on the grant for Lower Hood Canal. They begin work in January of next year. Beginning in September they will be working with a grant officer to formalize the scope of work they will be following. This will be detailed in the grant application and it also follows the guidelines set up by the Clean Water Action Plan. The grant has been approved, but there is formalization for scope of work. Department of Ecology will set milestones to attain. The grant is $180,000. The Clean Water District Advisory Board has approved $20,000/year for three years. Cmmr. Porter questioned if this is for writing plans or for implementing. 1 Mr. Madsen responded it is for writing of plans. Cmmr. Porter also asked how many they anticipate. Mr.Madsen commented they have committed to 50 Best Management Plans (BMPs) over the scope of the three years of work. They hope to do better than that. Cmmr. Faughender asked if a survey has been conducted to determine how many farms are in the area. Mr.Madson noted in 1990 there was a survey conducted by Mason County Conservation District. The records are available. They will also be using the information gathered by Water Quality to update the records. The first project of the grant will be to update the 1990 inventory. In hind sight several of the landowners which had been identified had substantial land use changes and it was no longer valid. SIGN PLACEMENT Cmmr. Porter expressed some hesitation about the signs going up on the outside of the building. She still is receiving contacts about this. This subject was brought up earlier in briefing and the Board asked that tourism and promotional issues of the area be discussed by the Advisory Board. Cmmr.Faughender felt this would be a negative advertising message. The sign would call attention to a problem and not the solution. Harry Martin, Advisory Board, commented the last six years there were signs on the beaches of Belfair State Park which asked people not to eat shellfish because of the danger of the pollution.
