Porter, Commissioner The Lower Hood Canal Clean Water District meeting was called to order at 1:30 p.m.by Chairperson William O. Hunter. APPROVAL OF MINUTES Cmmr. Porter/Faughender moved and seconded to approve the June 20, 1994 minutes as circulated. Motion carried unanimously. F-aye; H-aye; P-aye. PUBLIC HEARING-BOUNDARY DELETION OF WATER DISTRICT THAT DRAINS INTO CASE INLET WATERSHED The Board held a public hearing to consider deletion of any portion of the Lower Hood Canal Clean Water District that drains into Case Inlet Watershed. Wayne Clifford,Technical Administrator, reported on two areas,Trails End Lake and Alderbrook community, which the public has raised concerns on. He commented the Board could; 1) Remove Trails End Lake divisions 1 & 2 and the remainder of section 24 from the Clean Water District. This area is closely outside of the Lower Hood Canal watershed. Or; 2) The Board could leave Trails End Lake community completely inside the Clean Water District.T They would receive earlier services that would help protect their lake. Cmmr. Faughender questioned if all of the Trails End subdivision would be in Case Inlet so it wouldn't be splitting the subdivision in any way. Mr. Clifford assured the Board it would not split the subdivision. Any parcels outside of the subdivision would be in Lower Hood Canal Clean Water District. Cmmr. Porter noted it would not follow Rasor Road, but the subdivision boundary. Jack Hufer, President of Trails End Community Club, stated they would like to be put in the proper District to which they are being assessed,in the event that further assessments be levied. They are all for the Clean Water District. Brenda Luther,Likkey Lane, questioned why they are included in the Lower Hood Canal Clean Water District assessment when their septic system doesn't drain into Hood Canal. She also noted their well water is below their septic field. They are drinking their well water which is tested and is fine. She questioned how this came about. Cmmr. Faughender noted her comments were more general and they will get to those questions. Mr. John Stockler concurred with Mr. Hufer's comments. Mr. Clifford reported on two options for Alderbrook community: "i LOWER HOOD CANAL CLEAN WATER DISTRICT JULY 18, 1994 - PAGE 2 1) Leave the Alderbrook community inside the Clean Water District. The community is partially inside the Lower Hood Canal Watershed and has a closer community connection to Hood Canal than to Case Inlet. 2) Divide the Alderbrook community along Manzanita Drive since it shares both watersheds. He concluded,a third option would be to remove Alderbrook from the Lower Hood Canal Clean Water District and he couldn't come up with any rationale for that. Cmmr. Porter asked for a clearer definition of the dividing line between the two watersheds for Alderbrook community. Chairperson Hunter referred to it as south of the Tacoma Power Line. Mr. Clifford suggested the section line between Section 4 & 5 along Manzanita Drive and then directly across. Chairperson Hunter noted he has received several calls from individuals who felt they should be in Case Inlet drainage basin. Cmmr. Faughender/Porter moved and seconded to close the public hearing for the boundary review. Motion carried unanimously. F-aye; H-aye; P-aye. Cmmr.Faughender/Porter moved and seconded to remove Trails End Lake Division 1 &2 and the remainder of Section 24 from the Lower Hood Canal Clean Water District. Motion carried unanimously. F-aye; H-aye; P-aye. Cmmr. Porter noted this was a request from the community and it does geographically fall into a different drainage, she doesn't see any reason not to support the request. Cmmr. Faughender added the Board is visiting various community associations about the probability that the County will be setting up a clean water district for Case Inlet and North Bay. He asked to be invited to the next community club meeting. The Board noted it is the intent to refund those who have paid who should be outside of the District. The Board discussed that Alderbrook should not be split and should be left as it is currently within the Lower Hood Canal Clean Water District. CORRESPONDENCE Correspondence was received from Timothy & Helen Lawhead;Eugene P. Carlson; and Ester K.Ackerman. STAFF REPORT - SURVEYS COMPLETE YTD Mark Tompkins, Program Manager, gave the year to date totals of the surveys completed. Level 1 Inspections - 165 Level 1 Complete (Upland Sites) - 123 Level 2 Dye Test - 61 r 1 - LOWER HOOD CANAL CLEAN WATER DISTRICT JULY 18, 1994 - PAGE 3 June Report Inspections - 70 Total Level 1 Complete - 50 Level 1 Inspections - 19 Level 2 Dye Test - 1 PUBLIC COMMENT Muriel Bowman noted she was present for her husband who is President of Lake Christine. She questioned why they are in the Lower Hood Canal Clean Water District since they are 16 miles away from the Canal. Chairperson Hunter responded the boundaries were drawn for the Lower Hood Canal drainage basin.All of the Tahuya Peninsula,which she referred to,is in the Lower Hood Canal Drainage Basin. The District when created encompassed that drainage basin. Cmmr. Porter stated throughout Puget Sound one of the most serious pollution problems the state is facing is non-point pollution. It is not the kind of pollution that comes from a large outfall, it is the kind that all of us in little ways contribute to. Over the last few years the County has conducted some extensive studies about what our non-point pollution issues are in several of the watersheds. Lower Hood Canal watershed was one of them. The biggest non-point pollution issues found were the cumulative affect of all the septic systems, a portion of which are not working and a portion which are working. In addition, there were a few concerns of non-point pollution listed. She concluded that all of the septic systems within the watershed have the potential of contributing to non-point pollution. Ms. Bowman questioned about farm land being exempt. Cmmr. Porter responded that property in the Skokomish watershed and in the west Hood Canal watershed are separate watersheds which also need action. The County has opted to take action, one watershed at a time. Ms. Bowman also noted it appeared most that live on the water are exempt and those that are away from the water received an assessment billing. Chairperson Hunter added no one within the drainage basin is exempt. If there are errors, the County would like to be made aware, since the data used is what is used for property tax mailouts. Cmmr. Porter asked if one of the Commissioners could come to the community club to explain the process. Chairperson Hunter expressed again that he is open to attend the Maggie Lake community meeting or other community meeting. Al Adams, Chair of Lower Hood Canal Clean Water District, expressed it appears they need an explanation of what a watershed is, which.would need to be shared at a community meeting. Evelyn Bui,Lake Christine resident,questioned what authorization the Board has to make assessments. She also inquired about exceptions for senior citizens or individuals with low income. She referred to exemptions she receives on her property tax. Chairperson Hunter commented the legislature passed legislation that when there was a closure of the water there had to be created a clean water district. At that time a public hearing was held in Belfair and comments were taken to establish the boundaries. r• r LOWER HOOD CANAL CLEAN WATER DISTRICT JULY 18, 1994 - PAGE 4 Cmmr. Porter added it would require a Constitutional Amendment which is beyond the County's ability at this level. Cmmr. Faughender expressed this is not isolated to Mason County. Other counties The Board explained the$52 assessment is for those homeowners that have a septic system and tidelands. They would be billed half the assessment if they only own tidelands. The Board concluded that there have been discrepancies found and are being corrected as they are brought to the County. HEARING SET - SUPPLEMENTAL APPROPRIATION Ione Siegler, Director of Administrative Services, requested to set a public hearing for a supplemental appropriation for the Lower Hood Canal Watershed. She requested the Board approve a resolution setting a hearing on August 9, 1994 at 10:40 a.m. for a$325,030 supplemental appropriation for the enhancement and protection of water quality in the Lower Hood Canal Watershed. Cmmr. Porter/Faughender moved and seconded to adopt the resolution setting a public hearing on August 9, 1994 at 10:40 a.m. Motion carried unanimously. F-aye; H-aye; P-aye.
