Hunter, Chairperson The Lower Hood Canal Clean Water District meeting was called to order at 1:30 p.m. by Chairperson William O. Hunter. APPROVAL OF MINUTES Cmmr. Faughender/Hunter moved and seconded the meeting minutes of May 15, 1995 be approved as submitted. Motion carried unanimously. C-absent; F-aye; H-aye. CORRESPONDENCE Letter from John & Mary Whalen commenting on the water quality project in Lower Hood Canal. Letter from William Gates resigning from the Lower Hood Canal Clean Water District Advisory Board. for time served. thanks for work done in creation/implementation and active part on board. ADVISORY BOARD Harry Martin, Past Chairperson of Lower Hood Canal Clean Water District Advisory Board (LHCCWDAB) recommend Darryl Simmons be appointed to fill the vacancy created by Mr. Gates. Mr. Simmons is from Beard's Cove in Belfair. The Board discussed this issued to determine if all areas were still represented. Sue Texeira, Chairperson of LHCCWDAB, concurred with the recommendation that Mr. Simmons be appointed. She pointed out he lives on the upland. Cmmr.Faughender/Hunter moved and seconded Darryl Simmons be appointed to the LHCCWDAB. Motion carried unanimously. C-absent; F-aye; H-aye. CONCURRENCE WITH COUNTY COMMISSION ACTIONS 5/31/95 -Board approved submitting grant applications for 319 funds for LHCCWD in the amount of$535,121. 6/27/95 - Board reappointed Richard Edwards, Lanny Zwan, Norma Davis, Ray Aalvik and Harry Martin to the Lower Hood Canal Clean Water District Meeting. Cmmr. Faughender/Hunter moved and seconded to concur with action as described. Motion carried unanimously. C-absent; F-aye; H-aye. SURVEY UPDATE Mark Tompkins presented the staff report giving a survey update for June 1995 on planned vs. actual surveys. June Completed Inspections - 134 Cumulative Inspections- 1,958 (He noted this figure is different from the April's graph as it reflects"households" surveyed and not vacant lots as had been included in April's report). LOWER HOOD CANAL CLEAN WATER DISTRICT JULY 17, 1995 - PAGE 2 June Failures Reported- 16 Cumulative Failures- 246 June Repairs Completed- 20 Cumulative Repairs - 104 The Board was also presented with a pie graph summarizing what type of systems had failed of the 246 systems reported. Gravity systems represented 73.6%of the 246;pressure distribution systems totaled 5.7%;mound systems were.8%;outhouses represented 9.3%;and 10.6%represented other systems. The'other"systems include no system at all, deep trenches, etc. Another pie graph was submitted showing the age of the failed systems. There was a large portion (61.4%) of systems which could not be identified by age. Those built in 1990 +represent 6.5%; 1980 - 1989 (11.4%); 1970- 1979 (11.8%); 1970 (8.9%). FINANCIAL REPORT Mark Tompkins gave a handout of the Water Quality budget and the Clean Water District budget with a brief review. He noted the total expenses listed for May are$43,768.73. These are expenses which happened prior to May. The expense report picks up April&March. The cumulative total is$86,910.22 for expenses. This reflects 29.82% of the budget. The May report shows$1,056.40 received in revenues with a cumulative total of$19,477.21. This was prior to the main billings. The June report will show the fees coming in. It appears$144,285.00 came in by June 30 which represents a large portion of the billing. The 1994 past due accounts totaling$39,680 will be sent out another delinquent statement. If they are not paid they will be turned over to the Treasurer. 1995 ASSESSMENT The Board was given a proposed resolution for the 1995 assessment. Mr.Tompkins noted there are some corrections & deletions. This has been reviewed by the LHCCWDAB and they unanimously recommended it be approved. Cmmr. Faughender/Hunter moved and seconded the LHCCWD Board recommend to the County Commissioners the passage and signature of the proposed resolution changing the assessment language for Lower Hood Canal. C-absent; F-aye; H-aye. . ADVISORY BOARD UPDATE Sue Texeira introduced herself as the new chair for the Lower Hood Canal Clean Water District Advisory Board. She invited the Board to attend any of their advisory board meetings. Cmmr.Faughender noted the Board asked the LHCCWDAB to look at completing the feasibility study for a sewage treatment facility for the Belfair Lower Hood Canal area. There is money to complete a feasibility study and it has been sitting there since the feasibility study for the North Bay area. The money sooner or later will go away and leave. There is some feeling the Belfair area and parts of the area on each side of the Canal are not dissimilar from the Allyn area. He again stated the Board would like the Advisory Board to consider it and report back. CONSERVATION DISTRICT REPORT Mike Madsen,Mason County Conservation District,reported on their inventory they have identified. He stated they have visited 63 owners of large animals in Lower Hood Canal. They started on the west side of the watershed and they have been in the lesser populated area. They have covered approximately 50% of the geographical area. LOWER HOOD CANAL CLEAN WATER DISTRICT DULY 17, 1995 - PAGE 3 They have posted four signs delineating the watershed boundaries as required by Department of Ecology. Two on the Kitsap/Mason County and two'by Mason County Department of Transportation. In addition, three will be mounted by the state. READERBOARD Cmmr. Faughender asked if there has been any feedback after six months on the statistics board. Mr. Martin responded they have not heard any negative response about it bothering tourists.
