The meeting was called to order at 1:32 p.m. by Chairperson William 0. Hunter.
APPROVAL OF MINUTES
Cmmr. Faughender/Porter moved and seconded to approve 5/16/94 minutes as amended. Motion
carried unanimously. Faye; H-aye; P-aye.
CORRESPONDENCE
Request for exemption from fee received from Evelyn Bui.
Request for information received from Richard Hutchins.
SURVEY REPORT
Brad Banner, Director Health Services, reported in May, 1994 three level one surveys were completed; six
dye tests; two failures were identified; zero repairs.
EXEMPTION REQUEST
Cmmr.Porter stated she is concerned about the letters being received requesting an exemption. The Board
has received a legal opinion which indicated the county cannot give waivers or exemptions for fees because
of the Washington State Constitution and law. She suggested a program be set up similar to the one PUD
3 has, where people can donate to a pool of money to pay for the people who cannot afford to pay. She
would like some kind of process be set up. She suggested this matter go back to the advisory board for
a recommendation.
Cmmr. Faughender noted there has been discussion about a time payment plan.
Cmmr. Porter stated the'time payment option is being used in Totten/Little Skookum Clean Water District.
Cmmr. Hunter stated if it there is an alternate payment policy, the Board should approve it.
AI Adams, Chair LHCCWD, stated this has never been discussed at an advisory board meeting but he feels
it is appropriate and will!discuss at tonight's meeting if there is time.
Cmmr. Porter requested;a policy be in writing and brought before the Board.
PUBLIC COMMENT
Harry Martin stated he.has had many calls pertaining to the Clean Water District. He hasn't talked to anyone
who is against the assessment. He noted there has been discussion about why Aiderbrook isn't included

in having to pay a fee.
Cmmr. Hunter stated it is specifically exempt in the legislation that the Clean Water District is formed under.
LHCCWD ADVISORY MEETING
AI Adams stated they have a full agenda for tonight's meeting but they can revise it so the public will have
the opportunity for discussion at the beginning of the meeting.
Grant Holdcroft stated he will have handouts ready for the public.
The Board concurred with allowing citizen input at the beginning of the meeting.
LOWER HOOD CANAL WATERSHED SIGNS
Mr.Adams referred to the watershed management plan.There have been three highway signs designed for
the entrances in to the Lower Hood Canal Watershed. He asked if the advisory committee implements this.
Mike Madsen, Conservation District, stated there are DOE grant funds for signs. The Conservation District
is responsible for procuring and placing the signs in the Totten/Little Skookum Clean Water District and
assumes they will do the same for LHCCWD.
LOWER HOOD CANAL MANAGEMENT PLAN
Mr. Adams stated the committee needs the Board to finalize the Lower Hood Canal Management Plan.
Cmmr. Faughender clarified the Board's comments have been received and incorporated into the plan.
Mr. Holdcroft will bring the final draft to the Board for their approval.
STAFFING CHANGES
Cmmr. Faughender requested a report on staffing changes.
Wayne Clifford,Technical Administrator, responded Grant Holdcroft is lead staff for Lower Hood Canal, Mark
Tompkins is the Water Quality Program Manager; Helen Seyferlich is Environmental Health Permit
Coordinator.
Cmmr. Hunter requested the status of the Belfair annex remodeling.
Grant Holdcroft stated the Belfair remodeling is in the process. The equipment list is being compiled and
the phone will be installed. The goal is to have staff moved in a couple of weeks.
ASSESSMENTS COLLECTED
Cmmr. Hunter requested a report on fees collected.
Wayne Clifford reported $27,508 has been collected in assessments which is about 10%.
