The Lower Hood Canal Clean Water District meeting was called to order at 1:30 p.m.by Chairperson William
O. Hunter.
APPROVAL OF MINUTES
Cmmr.Faughender/Porter moved and seconded to approve the April 18, 1994 minutes as corrected. Motion
carried unanimously. F-aye; H-aye; P-aye.
LOWER HOOD CANAL CLEAN WATER DISTRICT ADVISORY BOARD
Cmmr. Porter/Faughender moved.and seconded to appoint Norma Davis, Gary Hughes, Richard Edwards &
Charles Hoard as alternates to the Lower Hood Canal Clean Water District Advisory Board. Motion carried
unanimously. F-aye; H-aye; P-aye.
Chairperson Hunter added these were the last four applicants received and they seemed to be fairly well
dispersed around the district. There does need to be a representative representing the Union area.
SURVEY PROGRESS REPORT
Wayne Clifford, Water Quality Director, reported on the survey totals to date:

Failures Identified: 18
Repairs Completed: 4
Systems Dye Tested: 78 (6 in April/1 in May)
Level I (Visual) Inspections: 117 (7 in April/ 0 in May)
He noted they have reorganized the staff. Helen Seyferlich is the lead staff person for the project. Jodi Blair,
Demetria Shew, and Guy Anderson are all assigned to Lower Hood Canal now.
Chairperson Hunter questioned if they are all four working out there presently.
Mr. Clifford responded, yes.
Chairperson Hunter also inquired how long the positions are funded for.
Mr. Clifford noted the funding sources they are currently working under come from funding left over from the
Force Account and a $20,000 grant through the Shellfish Initiative.
Chairperson Hunter asked for a report back on what length of time the available funding will carry the positions.
Cmmr. Faughender questioned if they will continue to dye test in the summer.
Mr. Clifford stated that probably the marine shoreline sites and not the uplands though. The staff will focus a
lot on preparation in the summer. It was noted that Thurston County staff makes a lot of charcoal packets for

the dye testing in the summer. They don't make any of them during the dye test season. They make thousands
in the summer.
Chairperson Hunter asked if there are volunteers that help with making the charcoal packets.
Mr. Clifford responded they are open to having volunteers. He also commented that a lot of the counties are
making their own packets right now, because this is not a common product to find on the market. It is kind
of an emerging technology:
