The Lower Hood Canal Clean Water District meeting was called to order at 1:34 p.m. by Chairperson
William O. Hunter.
APPROVAL OF MINUTES
Cmmr. Faughender/Cady moved and seconded to approve the meeting minutes dated March 20,
1995 and February 21,11995 as circulated. Motion carried unanimously. C-aye; F-aye; H-aye.

It was noted there v6as minimal comments after adoption of the fees.'
CONCURRENCE WITH COUNTY COMMISSIONER ACTION
4/4/95 - Motion by Board:. To accept the recommendation of the Lower Hood Canal Clean Water District
Advisory Board for the 1995 assessment, larger/multiple connection on-site sewage systems be assessed
$250 per system; publicly owned parks with RV connections be assessed $450 per park; tideland parcels
_. be assessed $26 per parcel; structures connected to an on-site sewage system that do not meet the
definition of#1 & 2 above are assessed $52 per on-site sewage system.
Cmmr. Faughender/Cady moved and seconded to concur with County Commissioner action taken
on April 4, 1996. Motion carried unanimously. C-aye; F-aye; H-aye.
STAFF REPORT
Mark Tompkins reported on the planned vs. actual surveys.

Cmmr. Faughender commented the two figures of failures identified and failures repaired seems to be
drawing apart further.
Mr. Tompkins responded the weather in March was not favorable for installations. There are
approximately 20 systems which are designed and waiting for installation. Another 15 - 20 homes have
been posted as no occupancy. He noted there are a lot of owners who live out of the County and are not
present to fix the problem;and are coming in the summertime to repair.
Cmmr. Faughender asked;.if the repair person is getting called off to do other things.

Mr. Tompkins answered, no.
Cmmr. Cady referred to the March 20, 1995 minutes and the 161 cumulative failures. This month's report
reflects 162 failures which does not concur with last month's report. She commented the numbers need
to be the same.
Mr. Tompkins agreed it is off by one. The only explanation he has is after the figures were brought out
there was one more added after he ran his reports. It didn't show up in March because it had a February
completion date.
The Board stressed there is a concern that the numbers are accurate.
Cmmr. Faughender referred to the rising failure rate. He asked if it is in a certain area or if there are more
dye tests.
Mr. Tompkins noted the last two months they have had an increase in failures reported due to individuals
turning in complaints.
ADVISORY COMMITTEE UPDATE
Harry Martin, Chair of Lower Hood Canal Clean Water District Advisory Committee, invited the
Commissioners to the Advisory Committee meeting.
He noted the Committee has been asked by Washington State Parks & Recreation to participate in an
eight-sided kiosk at Belfair State Park. The committee will have one of the boards which is 42" X 45".
He displayed some of the signs which are considered for display on the kiosk.
Mike Madsen, Mason Conservation District, noted one of the maps being considered for display was taken
out of the Lower Hood Canal River Basin team study conducted by the then Soil Conservation Service and
points out the livestock farms in the Clean Water District.
It was noted there would be plastic covering the sides.
Mr. Martin asked for any other suggestions of signs to be displayed on the kiosk.
Mr. Madsen added there will be seven Clean Water District signs 40" X 60" placed on three main roads
and also 42" X 36" signs placed at other entrances of the Clean Water District.
Cmmr. Cady interjected the clean water district fees as current set up and recommended by the Advisory
Board do not pay the bill for a three year project. It is assumed there will be grant money to help cover
the expenses. She commented it has been the Advisory Board's position to advise how to accomplish the
task in a three year period. The rate proposed will not address the task completely. She asked that this
be taken back to the Advisory Board.
Mr. Martin expressed surprise. He commented the staff advised the committee the recommendations
would go with the figures.
Mr. Banner noted the projections are to have a surplus at the beginning of 1997 which would need to carry
them through to the end. It is hard to project into 1997 with accuracy. It is their best guess with the union
contract currently in effect.

CONSERVATION DISTRICT REPORT
Mike Madsen, Conservation District, noted they would have been in attendance at last month's meeting;
however, it conflicted with their Supervisor's meeting at 4:00 p.m. on third Monday.
As of March 28, 1995 the Department of Ecology grant for Lower Hood Canal has been signed and in
effect. The Conservation District's first objective is to inventory the Lower Hood Canal and expand on the
map which was referred to earlier to get more complete information database on agriculture, both livestock
and row crop.
They are also working on a memorandum of agreement with Kitsap County for the part of the district which
falls within Kitsap County. The Conservation District is allowed to do work at Kitsap County's request.
He reported there is an article coming out in Belfair Herald this Thursday addressing the work which they
are attempting to complete in that area.
Cmmr. Faughender asked what the source of match is for Department of Ecology's grant.
Mr. Madsen responded it is monies committed by the Clean Water District. This is a 75/25 grant with DOE
paying for 75% of the project and the remainder 25% is paid from the Clean Water District grant.
He added they are excited that Kitsap County has consented to do the match for the conservation's work
accomplished in Kitsap County. Any work performed in Kitsap County they will provide the 25% match
which is less of a burden on the residents of Mason County.

The meeting adjourned at 1:57 p.m. due to no further business.
