The Lower Hood Canal Clean Water District meeting was called to order at 3:30 p.m.by Chairperson William
O. Hunter.
APPROVAL OF MINUTES
Cmmr. Cady/Faughender moved and seconded to approve the minutes of February 23, 1995 as circulated.
Motion carried unanimously. C-aye; F-aye; H-aye.

Harry Martin,Lower Hood Canal Clean Water District Advisory Board Chair,requested a copy of the meeting
minutes.
STAFF REPORT
Mark Tompkins gave a report on the Planned vs.Actual Surveys.
February Completed Inspections - 106
February Failures Identified - 26
Cumulative Completed Inspections - 1520
Cumulative Failures Identified- 161
Cumulative Repairs - 51
They are 35 inspections behind the planned survey progress. He anticipated they will catch up next month.
AGENDA ITEMS
The Board requested the Clean Water District Advisory Board be listed on the agenda as a regular item so they
can communicate directly to the Board.
WEBB HILL BIO-SOLIDS RECYCLING SITE
Mr.Tompkins reported on a meeting in the community of Union. There was a proposal made from the general
public to include the Webb Hill bio-solid utilization site in the Lower Hood Canal Clean Water District. The
Board was presented with a map delineating the watersheds in relationship to the active sludge site that is being
used out there. He listed three concerns with the proposal:
1) Site is outside of the Lower Hood Canal Watershed and the existing clean water district.
2) Including the site would vary from the existing policy to include only those areas within a watershed into
a clean water district.
3) Based on all current information any potential pollution would flow towards Oakland Bay and not Lower
Hood Canal.

Cmmr. Faughender/Cady moved and seconded the septage disposal site be left in its proper watershed,
Oakland Bay Watershed. Motion carried unanimously. C-aye; H-aye; F-aye.
ADVISORY COMMITTEE REPORT
Harry Martin, Lower Hood Canal Clean Water District Advisory Board Chair, reported the Advisory Board
invited Don Melvin, State Board of Health, to their last meeting. There have been numerous questions asked
such as when will they start doing inspections on the Canal. Also,if there is any indication the Canal is cleaner
after the repairs. Mr.Melvin's explanation was it is a little early yet. Probably by July and August they will start
a clean up program in the Canal and by that time there will be more repairs on line and it will give a better
indication. He commented the testing is not completed in a week's or month's time. It will take many months
to complete the testing. Results will probably not be available until the first quarter of next year for indications
if the Canal has been cleaned up in any percentage.
They also invited the Conservation District to a meeting and were given a slide presentation on their program.
Mr. Martin questioned after the watershed is all dye tested and cleaned in approximately 1997 what will the
County Commissioners' think the Advisory Board's job will be or will they be disbanded.
They are thinking of advising the Commissioners of some sort of monitoring of the septic tank. They don't want
to drop it and come back in three to four years and do the same thing again.
Chairperson Hunter stated the Health Department is working on an inspection type of policy and hopefully that
will be finalized. He also hoped experience from the other watershed will be a program which updates the septic
systems on a regular basis.
Cmmr. Cady interjected there is a committee which is in place, Solid Waste Disposal Committee, which is
looking into maintenance, operation, continuation with each clean water district advisory committee. Hopefully
with the data from the inspections there will be the database to enact a program for systematic checking.
Mr.Martin questioned if the County will have a set number of County staff monitoring to ensure septic systems
are maintained on a timely basis.
Chairperson Hunter expected the County would participate in compiling the information and not performing field
work.
Cmmr. Faughender added the County would probably just watch, inform, and construct a database for
maintaining this type of maintenance and operation program.
Brad Banner stated the Solid Waste Disposal Committee is meeting every two weeks. There is a broad
representation from other counties and designers. They have been looking at how often the systems should be
inspected. They are working on how they should revise the design standards for systems to make it easier to
inspect.
Frank Bishop commented the recommendation is not every five years, but rather as necessary.
Mr. Martin invited the Commissioners to attend the Lower Hood Canal Clean Water District Advisory Board
meeting (Meets First Mondays at Theler Center, 7 - 9 p.m.).
The Board commented there has been no resolution yet on the proposed fee hearing held in Belfair and that
they are looking at different options regarding the fees presently.
