The Lower Hood Canal Clean Water District meeting was called to order at 1:30 p.m. by Chairperson Cynthia D.
Olsen.
STAFF REPORT
Mark Tompkins, Program Manager,reported there are no new surveys completed within the last month. Repairs
have been non-existent for the last couple months. Originally John Denison was scheduled to take over the repairs
half time. He has been involved in training.two of the new staff in environmental health and filling in during
vacations. There are repairs in various stages. Pam Denton will be working with the repairs in Lower Hood Canal.
SURVEY UPDATE
The Board was presented with a survey update dated February 3, 1997 broken down into 12 areas within the Lower
Hood Canal Clean Water District. The update identifies the projected and completed surveys within these areas.
The projected surveys are actual residences with a septic system that required surveys. Those that have refused
access were listed. The surveys remaining to be completed and failures were identified.
The Board asked for the number of parcels which the staff were refused access in the closure area.
FINANCIAL REPORT
The expenditures this year are for the Conservation District for their work.
Mr. Tompkins reported on the payments made to date.
1994 payments collected- $286,830.10 (have been turned over to Treasurer)
1995 payments collected- $269,178.42; outstanding payments $16,388.00 (have been turned over to Treasurer)
1996 payments collected- $274,217.69; outstanding payments $42,382.62 (April/May will be sending out final
delinquent notice)
LOWER HOOD CANAL CLEAN WATER DISTRICT ADVISORY BOARD
Harry Martin,Advisory Board Representative,asked for the Board's concurrenceto continue with a monthly advisory
board briefing with the County Commissioners.
The Board stated they did appreciate the informal sessions during the regular briefing time and noted the
Conservation District could meet quarterly.
Mr. Martin asked what the status is on the administrative search warrant legislative bill.
The Board responded Thurston County was having one of their staff check the status.
The Board asked if the advisory board could meet at a firehall or at some facility where there is no fee.
It was noted the firehalls are charging unless it is another branch of government. Possibly they would consider the
advisory board as part of the government.

MASON CONSERVATION DISTRICT REPORT
Chad Stussy, Mason Conservation District, reported on projects completed to date in the Lower Hood Canal
Watershed, Completed 15 farm plans; 153 best management practices(bmp's)planned;51 bmp's implemented;and
4 farm plans in process.
Mr. Stussy informed the Board, in response to an inquiry last meeting,the original grant award totalled$240,534.
ADJOURNMENT
The meeting adjourned at 1:54 p.m. due to no further business.
