The Lower Hood Canal Clean Water District meeting was called to order at 9:30 a.m. by Chairperson William
O. Hunter.
Cmmr. Faughender/Hunter moved and seconded to approve the December 19, 1994 minutes as
circulated. Motion carried unanimously. F-aye; H-aye; C-abstained.

Memo from Mark Tompkins, Water Quality, regarding Lower Hood Canal Clean Water District assessment
recommendation.
Memos from Harry Martin recommending 1995 assessment and adoption of advisory board by-laws.

BUSINESS
CONCURRENCE WITH COUNTY COMMISSIONERS ACTION
1/31/95 -Appointed Lanny Zwan to Advisory Board
2/7/95 - Rescheduled regular February 20 meeting to today, February 23, 1995.
2/7/95 - Set hearing for February 23, 1995 at Belfair Theler Center to consider 1995 assessments.
Cmmr.Cady/Faughender moved and seconded to concur with County Commissioner action. Motion
carried unanimously. C-aye; H-aye; P-aye.
ADVISORY BOARD BY-LAWS
Mr.Tompkins referred to the Advisory Board By-Laws which were approved by the Committee.in 1994. As
requested by the County Commissioners a revision was made in Section 9 to add: 'No amendment shall
be effective until approved by the Commissioners."
Advisory Board Member Harry Martin recommended the Board approve the By-Laws.
Cmmr. Cady commented this appears to be an advisory board and the scope seems to be very broad
without a specific task iother than assuring the water in the watershed meets appropriate water quality
standards. She questioned if it is interpreted this would be an ongoing board.
Mr. Martin responded he considered it strictly to be an advisory board. As far as what action is to be done
after the septic tanks are checked out, some sort of follow up is necessary so they don't have to go through
the same thing again. '

Cmmr. Faughender/Cady moved and seconded to approve the by-laws as recommended. Motion
carried unanimously. C-aye; H-aye; P-aye.
APPOINTMENT OF ALTERNATE MEMBERS
The Board referred to a list of nine applicants to serve as alternate members on the Advisory Board.
Mr. Tompkins noted two of the applicants live outside of the district boundaries.
Cmmr. Faughender/Cady moved and seconded to dispense,with Roberts Rules of Order to allow
discussion of the applicants. Motion carried unanimously. C-aye; H-aye; P-aye.
The Board reviewed the information on the applications for the potential advisory board members.
Cmmr. Faughender/Cady moved and seconded to go back into Roberts Rules of Order. Motion
carried unanimously. C-aye; H-aye; P-aye.
Cmmr. Faughender/Cady moved and seconded to appoint alternate members in the following order:
Chris Anderson, Robert Hagar, Wayne Case, Darryl Simmons. Motion carried unanimously. C-aye;
H-aye; P-aye.
Harry Martin requested permission to have copy of the applications of the four appointed so he could call
and invite them to the public hearing on Thursday.
n SURVEY STATUS REPORT
Mark Tompkins presented a graph on the planned and actual surveys through January 1995.
Completed Surveys in January: 141
Cumulative Inspections through January: 1409
Failures Identified in January: 19
Cumulative Failures Identified through January: 140
Repairs Completed: 4
Cumulative Repairs through January: 49
Cmmr. Hunter asked if th'e rate of success will accomplish the mission in three years.
Mr. Tompkins felt optimistic they would be complete.
Cmmr. Cady questioned if there is a lot of cooperation with the repairs.
Mr. Tompkins responded, yes, for the most part. There were a few gliches which have been worked out.
Cmmr. Cady inquired about the outhouses.
Mr. Tompkins replied they are listed as failures. Individuals may obtain a permit for outhouses, but most
can't meet the requirements.
Gary Cronce commented on the professionalism of Mr. Tompkins. He noted he trusts his judgment.
Ray Hanson referred to;the 5,220 listed on the planned and actual surveys. He asked if that refers to
numbers of houses.

Mr. Tompkins explained this is a projection on how many septic systems they will inspect. They used the
Assessor's database and added 20%to account for additional homes not listed in the Assessor's records
as having a septic system.
Mr. Martin referred to situations where people live in structures without a septic tank. There is an unknown
number of these structures which need to be addressed.

The meeting adjourned at 10:02 a.m. due to no further business.
