LOWER HOOD CANAL CLEAN WATER DISTRICT

The Lower Hood Canal Clean Water District was called to order at 4:45 p.m. by Chairperson William O.
Hunter.
APPROVAL OF MINUTES: Cmmr. Porter/Faughender moved and seconded to approve minutes from
December 20, 17,2 and October 18, 1993 as corrected. Motion carried unanimously. F-aye; H-aye; P-aye.
MEMBERSHIP APPLICATIONS
None listed today.
ADVISORY COMMITTEE RECOMMENDATIONS
Wayne Clifford,Water Quality Coordinator,presented a handout to the Board for consideration. He explained
it is a preliminary draft which will be presented to the Lower Hood Canal Clean Water District Advisory Board
for their approval of the recommendations to the Board. It describes the program in terms of different elements:
1) Onsite sewage system management by doing inspections and repairs and providing information to people.
2) Describes Conservation District's involvement in the program. 3) District's newsletter. 4) Reserve Fund.
5) Description of accountability for the program expenditures. 6) Recommended staffmg level for the District's
programs. 7) Assessment options and budget recommended by the Committee.
Cmmr. Faughender questioned about the staffing level on page 4. It is listed as 1 FTE (Full Time Employee)
for staff dedicated working on designs and installations of on-site sewage repairs. He referred to a previous
discussion about having one person not being able to put in 100% on Lower Hood Canal.

Brad Banner, Health Services Director, concurred there was a discussion and the solution would be to hire a
half-time person to perform the remainder of the work. The existing staff is split 50/50 on the Lower Hood
Canal/Other Repairs. An alternative would be to hire an additional full-time person split them 50/50 on the
Lower Hood Canal and the other half as a back up in another department.
He stated they didn't think that particular problem would invalidate the recommendation.
Chairperson Hunter questioned about another option which was considered at the last meeting.
Cmmr. Porter concluded it is still the committee's recommendation for a full-time employee.
Chairperson Hunter questioned about option 3. He understood the Advisory Board considered another
assessment option at the last meeting.
Mr. Clifford stated the second option the Advisory Committee has suggested is Option#2. Water front homes
and non-waterfront homes with sewage systems.

Cmmr. Faughender asked how detailed the advertisement was on the hearing and workshop.
The Board recessed briefly to check the County Commissioner meeting minutes to review the intent of the
motion.
Chairperson Hunter asked that in the future a place for correspondence be listed on the agenda.
The Board advised Becky Rogers when the advertisement on the hearing is prepared, the Prosecutor's office be
consulted to ensure the minimum legal content is included in the ad.
Cmmr. Faughender noted that on Page 4 also in Option #1 $54.11 shows up again.
Mr. Clifford stated he would correct this draft.
Al Adams,Lower Hood Canal Clean Water District Chairperson, expressed his discomfort in taking Option#3
back to the Committee since they didn't discuss`this at all. He suggested it is not a recommendation from the
committee.
SURVEY RESULTS
Mr. Clifford reported on the survey results. The last quarter of 1993 is 467 informational packets with forms
for residents to fill out and return to Water Quality. They performed 70 visual inspections and 15 dye tests.
They found eight failing systems.
Cmmr. Faughender questioned an item on Page 6. It reflects the County is very close to spending the$50,000
came from Department of Ecology, Port of Allyn Study. He asked where this is shown.
Mr. Clifford explained this is not listed in the Clean Water District budget.
Cmmr. Faughender asked if they are still spending the $50,000.
Mr. Clifford stated, yes.
Cmmr. Porter interjected the fees don't match,it.
Cmmr. Faughender questioned if it is being spent on Lower Hood Canal Clean Water activities.
Mr. Clifford responded,yes. He questioned-how the Board would like it to be shown. He stated he left it out
purposely so not to complicate it.
Cmmr. Porter stated the $50,000 has a totally different work plan although it is activity in the watershed. She
suggested a footnote be listed explaining.
Chairperson Hunter asked what the status is on the fee collected for the Union River/Kitsap County Landfill.
Mr. Clifford referred to Helen Seyferlich, Water Quality, who has been in correspondence with Mr. Wilson.
Ms. Seyferlich commer_ed,the previous proposal is obsolete. She suggested a new proposal be drawn up.

Chairperson Hunter asked this be made a priority this year.
Mr.Clifford remarked there is a little bit of time to work with because of the higher water in the streams. The
optimum time for sampling is going to be towards the end of this summer when the sediments have accumulated.
Cmmr. Faughender asked Ms. Seyferlich what the response might be to a new proposal.
Ms. Seyferlich acknowledged they were interested in revisiting the old proposal. The County's objective is
looking at bio-assessment in the future. At the next briefing with the Board of County Commissioners, Water
Quality will present some of the results from the sampling.
Cmmr.Faughender asked if they anticipated the requirements going up or down, if they would ask for $30,000
instead of$49,000.
Ms.Seyferlich replied she will need to get some statistics for feedback. If the number of samples they presently
have are statistically viable proof, it will be sufficient for the departmental staff. She expressed concern about
the number of samples for legitimate scientific proof.
Cmmr. Faughender suggested the County should stay with the $50,000 program, instead of taking time off. It
appears the end result will be fairly close to the original proposal.
Chairperson Hunter concurred the current program should be left on the table and if necessary make
modifications.
Cmmr. Porter added she has written comments which could be taken to the Advisory Committee.
ADJOURNMENT
The meeting adjourned at 4:16 p.m. due to no further business.
