The Lower Hood Canal Clean Water District meeting was called to order at 1:30 p.m. by Chairperson Cynthia D.
Olsen.
APPROVAL OF MINUTES
Cmmr. Cady/Bolender moved and seconded to forward the December 16, 1996 minutes to Bill Hunter and
Mary Faughender for their concurrence and signature; and will approve at the next meeting. B-aye; C-aye;
O-aye.
STAFF REPORT
Mark Tompkins, Program Manager,reported on completion of surveys.
Inspections completed in December- 85
Inspections completed year to date - 4,548
At the beginning of the program in 1994; it was projected how many surveys would be completed per month. It
was estimated 5,220 surveys would be complete and they have completed 4,548. There have been 480 people who
g have refused access;215 people have not responded to the attempts to contact which included two initial mailings
of survey forms, three phone calls; two door knocks; and certified letter. In addition, there were owners which
closed up their homes for the winter before they were surveyed. They have 67 individuals who have given consent
to inspect,but were unable to coordinate a survey date before the end of the year,which will be conducted in 1997.
There are 11 dye tests which were initiated in November/December 1996 and the individuals have moved out for
the winter. When the individuals come back for the summer water samples need to be conducted.

Residences posted for non-occupancy-36(These are failures needing to be corrected;seasonal residences which are
vacant for more than one year)

FINANCIAL REPORT
They have converted to a quarterly budget report and the fourth quarter report is still being prepared.
Kathy Schluter used to prepare the reports and is no longer on staff. Candy Archer has assumed this duty and is
still working on the 13th month billing.
ADVISORY COMMITTEE UPDATE
Sue Texeira,Lower Hood Canal Clean Water District Advisory Board Chairperson,submitted a revised list(January
73 1997) of recommendations for the remaining balance of funds. She noted they added an educational program
for the schools within the Lower Hood Canal Clean Water District.
An meeting is set for January 29, 1997 to review the work plan.

Also, the committee had recommended a map outlining the areas which have been surveyed with a thanks noted on
top. Mr. Tompkins will be assisting the advisory committee to include in the newsletter.
There was discussion about the administrative search warrant that Kitsap County has drafted. It is intended to be
brought before the legislature this year.
Board Member Cady again stated if there is just cause to go onto private property, it is acceptable. Just because
there is a program is not necessarily just cause to go onto private property.
The next advisory committee meeting is February 3.
Dodie Schmitz expressed concern about finishing the project so the individuals who have paid their assessment are
assured even though some staff have been released in Health Services the program will still be completed. Mr.
Tompkins has assured her everything will work out. However, she was concerned there still is not enough staff to
complete this.
Mr. Tompkins responded there is a group in community association in Union which is interested in a community
solution to on-site sewage disposal problems. They feel the most prudent solution is a community based system and
they are looking at options. The Health Services staff is willing to extend the time lines if 10- 12 homes will work
together for a solution.
The question was raised as to what type of failures are identified in the Union community.
Mr. Tompkins responded they are dye test failures and high bacterial counts.
Ms. Schmitz also asked about the situation where a system was capped and pumping even though there were still
problems.
Mr. Tompkins commented that the owner is selling his parcel and is not as cooperative in moving forward with
compliance. He hasn't seen the state tests to know what is being reported.
Ms. Schmitz stressed the status report on repairs is critical information that the public should be aware of.
She stated the County should press for individuals to comply so the program can be completed.
Mr. Tompkins stated they have found that even the most diligent homeowners cannot follow the strict timelines
outlined in the enforcement policy. They have tried to work with individual homeowners on realistic timelines and
addressing the septic problems.
MASON CONSERVATION DISTRICT
Chad Stussy, Conservation District, explained they were awarded a three-year grant to assist landowners,who own
livestock to better manage their farm. The grant will be complete the spring of 1998.
They work on best management practices(bmp's) such as fencing off streams, installing gutters, cross fencing,and
pasture.management.
They have assisted 37 landowners;farm plans completed 14; farm plans in process 3; technical assistance provided
20; best management practices planned 146; best management practices implemented 49.
They are looking for more landowners within the Lower Hood Canal Clean Water District to assist. The winter
— season is a little slow.

The Conservation District is planning to meet with the Commissioners to give an overview of the projects to give
a better idea of what is happening in the district.
MEETING SCHEDULE
Cmmr. CadyBolender moved and seconded to have the Lower Hood Canal Clean Water District Board meet
quarterly at the same time as Totten-Little Skookum Clean Water District board meetings. B-aye; C-aye; 0-
aye.
ADJOURNMENT
The meeting adjourned at 12:03 p.m. due to no further business.
