MEETING MINUTES
TUESDAY,NOVEMBER 22,2011
1. Call to Order-The meeting was called to order at 2:04 p.m.
2. Pledge of Allegiance—Tim Sheldon led the flag salute.
3. Lynda Ring Erickson,Tim Sheldon and Steve Bloomfield were in attendance.
4. Sheldon/Bloomfield moved and seconded to approve the June 22,2010 meeting minutes. Motion
carried unanimously.
5. Appointments to the Oakland Bay Committee—Vicki Kirkpatrick,Mason County Public Health,went over
the recommended changes and re-appointments to the committee.
Bloomfield/Sheldon moved and seconded to approve resolution 2011-01,appointing persons to the
Oakland Bay Clean Water District Advisory Committee. Motion carried unanimously.._
6. Annual report from the Oakland Bay Clean Water District Advisory Committee
• 2010 accomplishments and community investment—Ms.Kirkpatrick went over the 2010
accomplishments and community investments noted in the 2010 Oakland Bay Progress Report. "
• Marine water quality trends-Scott Berbles,Washington State Department of Health,discussed the
different shellfish growing area classifications in Oakland Bay and how the classifications can change.
• Targeted outreach projects and Mason County Report Card-Bob Simmons,WSU Extension Office,
explained that about 15%of.09 funds are used for Oakland Bay Clean Water education outreach
programs. He went over the different programs and activities that have been provided.
• Water Quality Monitoring—Stephanie Kenny,Mason County Public Health,discussed the County's
water quality sampling. 677 samples were taken in 2010 and three shoreline septic failures were
identified through the sampling. She also discussed how an investigation took place in Chapman
Cove.
• Oakland Bay Total Maximum Daily Load-Lydia Wagner,Washington State Department of Ecology,
provided a report regarding the work that Ecology has done in the watershed.
• The Value of Oakland Bay-John Konovsky, Squaxin Island Tribe,noted the importance of shellfish
harvesting in Oakland Bay to the tribal members. He also stressed the importance of finding a local
funding source for water quality protection.
7. Questions/Comments
• Patti Case,Green Diamond Resources, discussed the ways that forestland owners work to protect water
quality.
• Janis Snoey stressed the importance of local government involvement in water quality protection.
• Steve Bloomfield was disturbed by the downgrade in Oakland Bay.
• Tim Sheldon thought an assessment on shellfish growers in Oakland Bay would be an interesting
option for revenue.
• Jason Regan,Taylor Shellfish,wanted it to be clear that shellfish growers were not the source of the
pollution. He would be concerned about being taxed for a problem that they weren't creating.
• Lynda Ring Erickson agreed that it wouldn't be a simple solution. She noted that.09 money comes
from sales tax,so tax is already contributing in a way.
8. Adjournment—The meeting adjourned at 3:24 p.m.
