Call to Order—Cmmr.Ring Erickson called the meeting to order at 3:40 p.m. 2. Roll Call—Present: Commissioner District 1 -Lynda Ring Erickson; Commissioner District 3—Ross Gallagher. Commissioner District 2—Tim Sheldon—late. 3. Appointment of new advisory committee members-Vicki Kirkpatrick,Mason County Public Health Director, announced the proposed advisory board members. David McEntee-Business,Patti Case-Business,Terry Hull -Business,Patti Miller-Crowley-Port of Shelton,Rich Hirschberg-Mason County Public Works,and Lawrence Sullivan-Washington State Department of Health. Cmmr.Gallagher/Ring Erickson moved and seconded to appoint David McEntee,Patti Case,Terry Hull, Patti Miller-Crowley,Rich Hirschberg and Lawrence Sullivan to the Oakland Bay Clean Water District Advisory Board. Motion carried unanimously. RE-aye; G-aye; S-absent. Resolution 2009-01 (Exhibit A) 4. Resignation of members-Michelle McCallum, Charlie Butros. Ms.Kirkpatrick stated that Ms.McCallum was a citizen representative and Mr.Butros was the representative for Public Works. Rich Hirschberg will be taking over the Public Works position. Cmmr.Ring Erickson noted she would like to recognize the members that have resigned in some way. She thanked the original Committee members for working together and doing exceptional work. 1 5. Semi-annual report from the Oakland Bay Clean Water District Advisory Committee- Lawrence Sullivan,Washington State Department of Health,presented an update on the Growing Area Status Changes. In December of 2008 Station 614 was upgraded from restricted to conditionally approved for the months of October through May. They would like to see water quality improve so Station 614 could remain open all year. Station 129 is still threatened. Cmmr.Ring Erickson asked why Station 614 is closed from June through September,while bad water quality reports are later in the year. Mr. Sullivan explained that typically water quality is worse in the winter in the Puget Sound area. Station 614 in an anomaly because there is a marked increase in bacteria counts in the summer. Bob Simmons,WSU Extension Director,presented a catalog of events and education regarding the Oakland Bay Watershed. John Konovsky, Squaxin Island Tribe,gave an update on the EPA grant. Oakland Bay received a$625,000 grant from the Environmental Protection Agency in July of 2008. The Committee is about 9 months into the 3 year project. Many of the things being discussed today are being funded by the grant. The largest success with the grant so far is the partial reopening of the upper end of the Bay. The ultimate goal is to return all of Oakland Bay to at least a conditionally approved status by then end of the project. Cmmr. Sheldon joined the meeting at 3:59 p.m. Joyce Mercury,Washington State Department of Ecology,gave an update on the initial findings of dioxin in Oakland Bay. The Department of Health has taken the lead on the testing of shellfish tissue. 8 areas have been tested. The results will be sent back to the Department of Health lab. There will be communication out to the community towards the end of June. t OAKLAND BAY CLEAN WATER DISTRICT BOARD OF DIRECTORS May 26,2009-PAGE 2 Stephanie Kenny,Mason County Public Health,gave a summary of the Committee's updated action plan. The purpose of the plan is to track progress on water quality improvement. There is a matrix that clearly articulates the tasks,the action steps,the lead agency,when the tasks will be completed,what the outcome should be and how it will be funded. John Bolender,Mason Conservation District,gave an update on the Conservation District's efforts in Oakland Bay. They have developed 12 conservation plans covering 166 acres of the watershed. 13 planning restoration plans have been implemented. They have also been involved in education outreach activities. Vicki Kirkpatrick commended Stephanie Kenny on her administrative work with the Committee and Emily Piper-Sanford on her education outreach efforts. Cmmr.Ring Erickson thanked Commissioner Sheldon for taking a chance with.09 money to keep this project going. 6. And, WHEREAS an announcement was made of positions on the advisory committee and the application deadline has passed.
