MEETING MINUTES
TUESDAY,APRIL 22,2008
1. Call to Order
The first meeting was called to order at 5:47 p.m.in the Mason County Commission Chambers located at 411
North Fifth Street,Shelton,WA. Present: Lynda Ring Erickson&Ross Gallagher;Excused Absence: Tim
Sheldon
It was noted that Cmmr.Ring Erickson worked in the initial stages of the Oakland Bay process last year.
Cmmr.Gallagher/Ring Erickson moved and seconded to appoint Lynda Ring Erickson as chair of this
Board. Motion carried unanimously. G-aye;RE-aye; S-absent.
2. Consider adoption of the resolution creating the Oakland Bay Clean Water District Advisory Committee.
Vicki Kirkpatrick,Director of Public Health Services,reported that one of the things that Mason County did
early on in the formation of the Clean Water District was to bring a group of people together as stakeholders
from state,local and federal levels. An action plan was developed for addressing the water quality issues in
Mason County. The people that have participated in the action closure response committee have been
invaluable in terms of working on a broad based county-wide action plan for improving the water quality. Now
that the action plan has been adopted by the Board of County Commissioners and now that they have an
Oakland Bay Clean Water District Board of Directors,it is time to formalize the Clean Water District Advisory
Committee. A proposed resolution is to formalize the committee which will continue meeting.The staff hopes
and expects that the people who have been serving will apply to remain on the committee as well. The County
-" will be advertising for applicants and once applications have been received,the staff will be bringing back a
recommendation of appointment.
Cmmr.Ring Erickson commended all the staff who have worked on this project. One of the initial concerns
and one of the places that there have been some past disappointment and lack of trust,was that previous efforts
were funded for a period of time and then the funding ended and the work did not continue. One of the things
from the early onset that they were trying to do was to ensure there was an ongoing commitment to this process.
The way the staff and advisory group has recommended proceeding in establishing the clean water district with
appointment of an oversight group will ensure this will be a continuing process. There will be a group to
advocate for funds into the future. This is a$10.8 million dollar a year shellfish harvest. It is a huge economic
impact on the county. She commended the county staff and the advisory board to come up with something that
gives continuity and ongoing support into the future.
Cmmr. Gallagher noted it took a while to get things rolling. At the last legislative session he testified on a
particular bill noting the success of this committee so far. People are working together to make this happen.
Mrs.Kirkpatrick read aloud the resolution creating the Oakland Bay Clean Water District Advisory Committee.
The committee would be made up of up to 22 persons.
Cmmr.Gallagher/Ring Erickson moved and seconded to approve the resolution creating the Oakland
Bay Clean Water District Advisory Committee. Motion carried unanimously. G-aye;RE-aye; S-absent.

3. News Release—Soliciting Membership for the Oakland Bay Clean Water District Advisory Committee
Vicki Kirkpatrick,Director of Public Health Services,read aloud the news release announcing the Board is
— seeking applications until May 9,2008.

4. Adjournment—The meeting adjourned at 5:56 p.m.due to no further business.
