This is agreement is entered into between Mason County, bereinaE ter "COUNTY", a. d the City of

RCW 39.34, ror the use of funds created through the sircnarge for specified documents recorded
through Mason County Auditor's office to fL housing rograms for extremely low and ve, low
income persons, using �L® guidelines, 'throughout Mason Countis
WHEREAS, the Washington State _egisiatu --e passed Substitute House Bit t 2060 (SHB 2060)
during the 57th Legislative Session and Governor Locke signed the bill on April 2, 2002; and
WHEREAS, this bill authorizes a surcharge on specified documents recorded through the County
Auditor's office 'or the purpose of providing funds for housing programs for extremely low and
very low income persons with incomes at or below 50% of the area median income; and
WHEREAS, the COUNTY and the an recognize that housing affordability, r low and extremely
low income persons is a serious problem in Mason Cuntya
NOW, THEREFORE, in consideration of the mutual housing benefits for extremely low income and
very low-income persons living throughout the entire Mason County area, the COUNTY and CITY
agree as follows
A. The purpose of this agreement shall be to provide for the administration and expenditure of
revenue generated from the recording surcharge authorized under provisions of SHB 20600

thorized by SHB 2060, specifically:
1. Acquisition, construction, or rehabilitation of housing prosects or units within housing
projects that are affordable to very low i - co e persons with incomes at or below fifty
percent of the area median income;
2a Supportin.g bui ding operation and maintenance costs of housing projects r units within
housing projects but with housing trust funds, Lhat are affordable to very w incor ie
persons with incomes at or oelow fifty percent of she area median income, and that
require a su Dplement to rent income to cover ongoing ooeratirtg expe lses;
Rental assistance voucher7s for housing pro ects or u -fits withir housing projects that are
affordable to very low income persons with incomes at or below nny percent of the area
median income, to be administe -ed by a local ipL blic housing authority or other local
