Pursuant to RCW 35.82.070(13), a Washington housing authority may exercise its powers within the boundaries of any city, town, or county not included in the area in which such housing authority is originally authorized to function as long as the legislative body of such city, town, or county, as the case may be, adopts a resolution declaring that there is a need for the authority to function in such territory. 2. iAi determining whether there is such a need, the Board of County Commissioners has considered whether there exists adequate safe and sanitary dwelling accommodations in the County, available at reasonable cost for persons of low income and senior citizens. The Board of County Commissioners has also considered the need to provide decent housing as an alternative to housing with conditions that pose a danger to the health and safety of the inhabitants. Sectio 2® Findings. It is found (1) that insanitary or unsafe inhabited dwelling accommodations exist in the County; (2) that there is a shortage of safe or sanitary dwelling accommodations in the County available to persons of low income and senior citizens at rentals they can afford; and (3) that there is a shortage of safe or sanitary dwellings, apartments, mobile home parks, or other living accommodations available for low income persons and senior citizens in the County. Section 30 Declaration of Need. It is declared that there is a need for the Kitsap County Consolidated Housing Authority to function within the territory of the County. The Kitsap County Consolidated Housing Authority is requested to assist in the provision of decent, safe and sanitary housing for persons of low income and senior citizens by operating and managing a self-help housing program, arranging for or providing loans and grants to persons of low income to assist in the acquisition of housing, and such other activities or programs as may be requested by the County. Sectkm 40 Ratification. All actions not inconsistent with the provisions of this resolution are hereby and in all respects ratified, approved and confirmed.
