Meeting Minutes
July 21, 2022
The regular meeting was called to order at 5:00 p.m. by Acting Chairperson Mark
Nault.
Attendance: Mark Nault, Vice-Chair; and William Kendrick, Commissioner
Others: Tami Beyer, Ryan Spurling, and Becky Rogers.
Business:
1. Approval of Minutes: June 16, 2022 regular meeting minutes
Cmmrs. Kendrick/Nault moved and seconded to approve the June 16, 2022 regular meeting minutes.
Motion carried unanimously.
2. Chief Examiner Update
2.1. Position Tracking - 14 vacant funded positions: Community Service Officer-1;
Corrections Deputy-8; Deputy Sheriff-2; Finance Manager-1, and Support
Specialist-2
2.2. Eligibility Lists Summary - A summary of the eligibility lists was provided with
the number of names on each list.
2.3. Approval of proposed revised hiring process for all classifications other than
entry level corrections deputy and entry level deputy sheriff and promotionals.
Cmmrs. Kendrick/Nault moved and seconded to approve the revised hiring process for all
classifications other than entry level corrections deputy, entry level deputy sheriff, and
promotionals. Motion carried unanimously.
2.4. Approval of Revised Patrol Lieutenant Position Description
Chief Spurling briefly discussed the history of the patrol lieutenant positions in
the sheriff's office. The first patrol lieutenant position was approved in 2014.
A second position was approved in 2016. In 2018, the two staff in patrol
lieutenant positions were promoted and the vacant positions were never filled
or funded. It is proposed that when Chief Spurling vacates his position as
Chief Criminal Deputy to become the elected sheriff in 2023 that the chief
criminal deputy position would be relinquished and converted to a patrol
lieutenant. In addition, the sheriff's office would give up an administrative
sergeant position to also convert to a patrol lieutenant position. The total
number of funded positions would remain the same. The Sheriff's Office Guild
has been notified that they will lose one position with an opportunity for
advancement.

Cmmrs. Nault/Kendrick moved and seconded to approve the revised Patrol Lieutenant position
description. Motion carried unanimously.
2.5. Approval of Patrol Lieutenant Promotional Announcement to establish an
eligibility list.
Cmmrs. Kendrick/Nault moved and seconded to approve the Patrol Lieutenant promotional
announcement. Motion carried unanimously.
3. Sheriff's Office Update
3.1. Corrections - Chief Beyer requested information on the community service
officer who wishes to transfer back to a corrections deputy position after self-
demoting previously. The Human Resources Office is waiting for a medical
release as to the ability to perform the corrections deputy duties.
3.2. Patrol - Chief Spurling reported that Finance Manager interviews are
completed and one individual is in the background phase.
3.3. Support Staff - Chief Beyer stated four Support Specialist candidates are
scheduled for interviews next week.
4. Adjourn - The meeting adjourned at 5: 13 p.m.
