Attendance: Sue Ickes, Chair; and Mark Nault, Vice-Chair Others: Tami Beyer and Becky Rogers Business: 1. Approval of Minutes: May 19, 2022 regular meeting minutes Cmmrs. Naultllckes moved and seconded to approve the May 19, 2022 regular meeting minutes as presented. Motion carried unanimously. 2. Chief Examiner Update 2.1. Position Tracking - 13 vacant funded positions: Community Service Officer-2; Corrections Deputy-7; Deputy Sheriff-1; Finance Manager-1; and Support Specialist-2 2.2. Eligibility Lists Summary Support Specialist - 7 applicants; Finance Manager - 3 applicants; Community Service Officer-Patrol setting - 1 applicant. Entry Level Corrections -2 applications, Lateral Corrections Deputy - 1 possibility. Entry Level Deputy Sheriff - 12; Lateral Deputy Sheriff - 1 applicant. Recent promotional Patrol Corporal and Patrol Sergeant lists forwarded to the Sheriff. 2.3 Physical Meeting Location - In compliance with the Open Public Meeting Act and to adopt a hybrid meeting, it is recommended the Civil Service Meeting set 423 N. 5th Street (Building 9 - Conference Room) as the physical location for the meeting. A large screen is mounted on the wall in the Conference Room. This will enable the public to view and hear those who are participating remotely. Any person attending and participating remotely will also be able to hear those attending in person at the physical location. The Board concurred with establishing Building 9 Conference Room as the meeting location. 3. Sheriff's Office Update 3.1. Corrections - A Corrections Deputy self-demoted to a Community Service Officer (CSO) position. A candidate is in background for the CSO position. If the new candidate is hired, the two previously vacant CSO - jail setting positions will be filled. 3.2. Patrol - A candidate for Deputy Sheriff came in for an interview. Interviews will be conducted for the promotional positions of Corporal and Sergeant before the next meeting. Support Staff Hiring Process - Chief Beyer presented a proposal to help streamline the hiring process for all classifications except Entry Level Corrections and Entry Level Deputy Sheriff, which is administered through Public Safety Testing. For all other classifications, if a job posting for candidates on an eligibility list receive less than five candidates, it is proposed to establish an unranked list. If the list has over five candidates, send out the Personal History Statement (PHS) to be completed within ten business days. If a candidate does not turn in a PHS, their name would fall off the list. If this makes the list fall under five names, an unranked list of the candidates would be established. If the list stays above five names, Civil Service would affect the testing process and create a ranked list with no oral board. The oral board is redundant for the Sheriff's Office as they do their own oral board. Chair Ickes requested this proposal be put in writing for all the Commission to review. The Chief Examiner recommended to establish the unranked list if there are five and under candidates and a ranked list for over five candidates (six and above). With the Rule of Five, one vacant position allows for five candidates be certified. Two recent job postings were brought forward for consideration in following the proposed hiring process. The Community Service Officer and Finance Manager classifications. Cmmrs. Nault/Ickes moved and seconded to approve the above-mentioned proposal for the recent job postings for an eligibility list for the Community Service Officer and the Finance Manager classifications. If there are five and under applicants, establish an unranked list. If there are six and over applicants, a Personal History Statement is requested within ten business days. If a candidate does not provide the PHS within ten days, that name is removed. If the number on the list then falls below five and under, establish an unranked list. If there are six and over candidates, will continue with testing and a ranked list. The Civil Service oral board would be dispensed with. Motion carried unanimously. 4.
