1., Call to Order—The Vice-Chairperson called the regular meeting to order at 9:00 a.m.
2. Pledge of Allegiance—John Taylor led the flag salute.
3. Roll Call—Present:Present: Commissioner District 1 —Randy Neatherlin;Commissioner
District 3—Sharon Trask. Absent: Commissioner District 2—Kevin Shutty
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Washington State Liquor and Cannabis Board sent in the following:notice of liquor
license application in lieu of current privilege for the Lucky Dog Casino and special
occasion liquor license application for Long Live the Kings.
4.1.2 Astound Broadband powered by Wave sent in a notification regarding rate increases.
4.1.3 Department of Natural Resources sent in their Payment in Lieu of Taxes(PILT)Eligible
Lands by County data through June 2022.
4.2 Melissa Casey read the Housing and Behavioral Health Advisory Board Citizen Openings
news release.
4.3 Paddy McGuire gave the Preliminary Budget Presentation.
5. Open Forum for Citizen Input
Miguel Gutierrez,Community Lifeline board member,discussed the homeless population and
invited the Commission and the public to attend the September 24,2022 Fall Fun Fest event and
October 11,2022 Shelton Spotlight. Miguel shared thanks and gratitude for the County
employee's work on the homelessness task force and asked the Commissioners,when scoring the
American Rescue Plan Act projects,to think of the community as a whole and who the project
will benefit.
Bill Long,Secretary of Friends of Lake Cushman Dog Park,shared that Mason County did not
receive the PetSafe®Bark for Your Park"m grant. Bill thanked the Commissioners and John
Taylor for all of the support and plans to continue the effort to build a dog park.
6. Adoption of Agenda
Cmmr.Neatherlin/Trask moved and seconded to adopt the agenda as published. Motion

8.2 Approval of the following contracts for the 2023 Visitor Information Center(VIC)awards:
North Mason Chamber of Commerce for$48,712;Mason County Historical Society for
$19,137;and Shelton-Mason County Chamber of Commerce for$106,123;for the total amount
of$173,972.
8.3 Approval to update the description of and post the Public Defender II position.
8.4 Approval to cancel the U.S.Department of the Interior Skokomish River Gauge and replace it
with the TOLTHAWK Gauge for the estimated total purchase,installation,and initial
monitoring cost of$1,600 and annual dashboard cost of$250 per year.
8.5 Approval for Public Works to procure the 2021 HAMM HD 13 V V Asphalt Compactor for the
amount of$29,837.50 as a special market value purchase. (Exhibit A,Resolution No.) 1.012-058
8.6 Approval of the Resolution for County Road Project(CRP)No.2042—Shelton Valley Road
Winter Creek culvert replacement project;to authorize the Chair to sign all pertinent
documents;and Public Works to advertise,set bid opening date/time,award contract,and any
change orders. The contract award will be announced during a regular meeting of the Board.

8.7 Approval of the January 1, 2022 through December 31, 2024 Collective Bargaining Agreement
(CBA)for Teamsters Union Local No. 252 representing Mason County Appraiser's Unit with
retro to June 1, 2022.
8.8 Approval of the Effective Upon Ratification through December 31, 2024 CBA for Teamsters
Union Local No. 252 representing Mason County Prosecutor's Clerical Unit.
Cmmr.Neatherlin/Trask moved and seconded to approve action items 8.1 through 8.8. Motion
carried unanimously. N-aye;S-aye;T-aye.
9. Other Business(Department Heads and Elected Officials)
No other business.
10. 9:15 a.m.Public Hearings and Items Set for a Certain Time

11. Board's Calendar and Reports—The Commissioners reported on meetings attended the past
week and announced their upcoming weekly meetings.

RESOLUTION NO. 1022- 0%
A RESOLUTION WAIVING PUBLIC BIDDING REQUIREMENTS AND APPROVING
A SPECIAL MARKET CONDITION PROCURMENT OF ASPHALT COMPACTOR
WHEREAS, RCW 39.04.280 (1) (b), allows for exceptions from standard bidding procedures
based on special market conditions and sole source findings for qualifying purchases; and
WHEREAS, the County Purchasing Policy requires a resolution to waive bidding requirements
over $25,000.
WHEREAS, the identified equipment fits the specific needs of the County and is available at a
very favorable price that may be sold before the County could complete a formal bidding process;
NOW, THEREFORE, BE IT RESOLVED by the Board of Mason County Commissioners as
follows:
Section 1. RCW 39.04.280 authorizes the Board to waive standard competitive bidding requirements
for the purchase of equipment where "special market conditions" exist for procurement of the equipment.
To the extent any bidding requirements apply to the purchase of the equipment, in light of findings of
fact set forth herein, the Board finds that special market conditions under RCW 39.04.280(b) exist and
that all bidding requirements (if any) are hereby waived for the purchase of the specified asphalt finishing
roller.
Section 2. Special market conditions include:
a) A 2021 HAMM HD13VV Asphalt Compactor being offered at a very favorable price to Mason
County.
b) County being offered a trade-in for 2018 Sakai asphalt finish roller at almost original
purchase cost.
c) The asphalt compactor may be sold by the providers before the County could complete a
formal bid process.
d) The equipment is needed for a specific required purpose and is suitable to the unique needs
of the Public Works Department. No other equipment has been found at the pricing that
meets the needs and budget at this time.

COMMISSIONERS RESOLUTION NO: 209.2-0501
COUNTY ROAD PROJECT NO. 2042
WHEREAS,on Mason County Road No. 05930,known locally as the Shelton Valley Road
and more specifically located in Sec.27 T.20N,R 4W,WM at approximately mile post 1.94 to mile
post 2.06; work defined as"construction" in the BARS Manual,Page 1I-63,et seq,is determined to
be necessary and proper; and,
THEREFORE,BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
that it is their intention to:
Removing the existing undersized culvert to improve fish passage and increase safety by reducing
roadway flooding concerns.
SAID WORK is to be performed by Contract and/or County Forces in accordance with Washington
State Standard Specifications for Road and Bridge Construction as adopted by Mason County
(RCW 36.77.020 and/or RCW 36.77.065 and WAC 136-18).
BE IT FURTHER RESOLVED that the described County Road Project is necessary and
proper,and the estimated costs of said project are herewith set out as follows:
Engineering: $ 45,904
Right of Way $ -0-
Construction $ 513,096
The County Road project herein described in HEREBY DECLARED to be a public necessity,and
the County Road Engineer is HEREBY ORDERED AND AUTHORIZED to report and proceed
thereon as by law, provided and in accordance with RCW 36.75.050,36.80.080 and 36.80.070.
