Attendance: Mason County Board Members: Lynda Ring -Erickson; Ross Gallagher.
Tim Sheldon was absent.
Ex-Officio Board Members: Peggy VanBuskiik, Hospital District #2; Frank Philips, Fire
Commissioner.
Scott Hilburn, Hospital District #1, was absent.
1. Commissioner Ring Erickson called the meeting to order at 3:30 p.m.
2. Cmmr. Gallagher/Ring Erickson moved and seconded to adopt the agenda as published. Motion
carried unanimously. RE -aye; G-aye; S-absent
3. Cmmr. Gallagher/Ring Erickson moved and seconded to adopt the regular meeting minutes of July
27, 2010 as presented. Motion carried unanimously. RE -aye; G-aye; S-absent
4. Reshaping Governmental Public Health, Agenda for Change — Vicki Kirkpatrick, Public Health Director,
went over the highlights of the report and what it might mean in Mason County.
Cmmr. Ring Erickson asked that the report be posted on the County website.
Cmmr. Ring Erickson also noted that she has asked Ms. Kirkpatrick to form a task force to look at possible
uses of the 1/10 of 1% mental health tax.
5. Office of the Director
5.1 Health Officer Report — Dr. Yu reported on the recent egg recall. She reminded everyone that
eggs are meant to be eaten fresh and well cooked. That batch that was recalled hasn't made its
way to Washington State yet, but all eggs are suspect.
Cmmr. Ring Erickson asked Dr. Yu to report on the white paper she recently released.
Dr. Yu stated that she has received comments from local physicians. They seem to think that she
isn't concerned about air quality and that is not the case. There are several air quality effects to
take into consideration. She explained that Mason County Health doesn't regulate air quality but
there are ways to decrease the impact on health. She has had contact from Adage and they are
interested in implementing the traffic study that she suggested. She referred them to the
Department of Ecology. Overall there are a number of issues that remain and there are concerned
people in the community. She tried to look at it from a global perspective. There are mechanisms
in place to monitor the air quality and give guidance.

Drug Take Back Program Update — Ms. Kirkpatrick reported that the take back boxes
have been received and additional parts are being ordered. The goal is to have the boxes
in place by mid -September.
Dr. Yu reminded everyone that the boxes are for narcotics. Most pharmacies have take
back boxes for non -narcotic medication. The boxes are also not for syringe disposal.
Potential State Budget Cuts — Ms. Kirkpatrick didn't know what the cuts would be at this
point. Secretary Selecky will keep the department informed as she learns of the cuts.
There is a bill that would divert federal public health prevention money to pay for small
business incentives. She would like to draft a letter to the local representatives
suggesting that they do not support that utilization.

6. Community and Family Health 6.1 Tobacco Compliance Checks — Lydia Buchheit reported on the recent random checks of local
business. The result was 93% compliance. She also presented data from a report that was recently
released regarding tobacco use in Washington State.
7. Environmental Health —
7.1 West Nile Virus Update — Debbie Riley stated that the virus hasn't been too bad this year. There
still haven't been any reported human or animal cases, but there are contaminated mosquito pools.
7.2 Shellfish Closures — Ms. Riley reported that the growing areas at Hood Canal 4, 6, 8 and 9,
Oakland Bay, and Totten Inlet are all closed to harvesting because of vibrio and are scheduled to
reopen in October. There are also still seasonal marina closures. Harstine East growing area is
closed for geoduck harvest until further notice due to paralytic shellfish poisoning.
Steve Bloomfield commented that the red tide closure is unusual because it started in the geoduck
instead of the clams. He expressed the importance of monitoring and maintaining closures for
vibrio and noted that it has created an economic impact, especially on small farmers.
7.3 Waivers - Ms. Riley presented the Board with the current Environmental Health Waivers.
7.4 Ms. Riley informed the Board that Shorebank Enterprise Cascadia has changed their name to
Enterprise Cascadia.
8. Standing Agenda Items:
8.1 Water Quality: Draft County -wide Water Quality Plan. Ms. Kirkpatrick went over the draft
proposal. It is a two -pronged approach with ambient monitoring and pollution
identification/correction as the focuses. The plan is ready to be implemented as soon as there is
funding.
Cmnu•. Ring Erickson asked that a locator be included with the growing area descriptions for
public accessibility.
9. Public Comment — There was no public comment.
10. Adjourn - The meeting adjourned at a 5:10 p.m.
