County Commissioner; Teny Megiveron, Hospital District #1; Peggy VanBuskirk, Hospital District 42; Frank Phillips, Fire Commissioner; Mike Olsen City of Shelton Commissioner. Guests: Casey Bingham, Lydia Buchheit, Alhe Perline, Debbie Riley 1. The Chairperson called the meeting to order at 3:32 p.m. Introductions were made. 2. Sheldon/VanBuskirk moved and seconded to adopt the agenda as revised. Motion carried unanimously 3. VanBuskirk/Olsen moved and seconded to adopt the regular meeting minutes of September 23, 2014 as presented. Motion carried unanimously. 4. Ebola — A Public Health Response - Dr. Yu said 30,000 deaths are due to flu this year and currently there are 2 deaths due to ebola. Ebola has been around since the 1970's but it has moved to an urban area this year. It is contracted from blood and body fluids from someone who is ill from ebola and things that are contaminated with ebola. It is not spread through the air, food or casual contact. It is only transmittable when someone has symptoms Symptoms are: fever, headache, weakness inuscle pain vomiting, diarrhea, abdominal pain and possible hemorrhage. Every traveler coining back from infected countries are being screened at the airport and are monitored. Dr. Yu explained the levels of healthcare facility preparedness. 1. Outpatient/ambulatory 2. Ebola screening Facilities. 3. Ebola treatment facilities. The closest facility in Washington is Harrison Hospital In Washington approximately two dozen people have been under monitoring. She added that if an Ebola outbreak should occur, Washington is fully prepared to handle it. Dr. Yu said influenza is circulating and some strains are different than are m the flu vaccines She said they are not seeing much H1N1 this year. She stressed that everyone should get their flu shot and added that it takes two weeks for the flu shot to become fully effective. 5. 2015 Health & Human Services Budget - a handout was circulated. Most programs have multiple funding sources. County money is disbursed to many programs. Chair Jeffreys asked Vicki to talk about what is new with homelessness and mental health programs. Vicki Kirkpatrick said they will move more grant funding into the mental health funds. Casey Bingham added that this report is strictly based on revenue. Vicki said the local health funding report (Budget Analysis Reporting System Revenue) lists all program areas and revenue sources. Chair Jeffreys informed the Board that the County Commission will have a hearing to adopt the budget on December 1, 2014. Mike Olsen asked about the national move to advertise prices. Teny Megiveron said currently they do not do that and added they stay competitive. Dr. Yu said sometimes people go to other countries for medical procedures because it's less expensive although there are risks regarding patient safety. 6. Board Discussion - Cmmr. Jeffreys asked for an update on the drop boxes in North Mason. BOARD OF HEALTH PROCEEDINGS November 25, 2014 - PAGE 2 Peggy Van Buskirk said they are still working on it. Vicki commented that they found out the Sheriff didn't know about this request. 7. Other Lydia Buchheit introduced Allie Perline. Allie replaces Heidi Iyall although her job description is a little different. Allie came to Mason County from Vermont. Lydia distributed handouts pertaining to an upcoming conference regarding "Population Health Meets Medical Care: Advancing the Dialogue". This conference will be held in February or possibly March of 2015. Teri King announced that there will be a conference on December 8, 2014 at St. Martin's College regarding shellfish and invited all to attend. She encouraged people to register soon as seating is limited. 8. Public Comment - Steve Bloomfield wished a Happy Birthday to Dr. Yu and thanked her for all the work she does for Mason County. Dr. Yu said it is a pleasure to work for Mason County. Vicki said Dr.Yu is a very active Health Officer and a strong leader. Next meeting will be January 27, 2015. 9.
