County Commissioner; Terry Megiveron, Hospital District #1; Peggy VanBuskrrk, Hospital District 42; Frank Phillips, Fire Commissioner; Mike Olsen, City of Shelton Commissioner and Health Director, Vicki Kirkpatrick Guests: Debbie Riley, Ben Johnson., Gerald Apple, Lydia Buchheit, Madilyn Barielcman, Alec Dodge 1. The Chairperson called the meeting to order at 3:33 p.m. Introductions were made. 2. Neatherlin/Van Buskirk moved and seconded to adopt the agenda as revised. Item 8 after Item 3. Motion carried unanimously. 3. Van Buskirk/Olsen moved and seconded to adopt the regular meeting minutes of November 25, 2014 as presented. Motion carried unanimously. 4. Election of the 2015 Board Chair: Chair Jeffreys said legally anyone can be Chair and called for nominations. VanBuskirk/Neatherlin moved and seconded to nominate and select Mike Olsen as the 2015 Board of Health Chair. Motion carried unanimously. 5. Approval of 2015 Meeting dates: VanBurkirk/Phillips moved and seconded to approve the 2015 meeting dates. Motion carried unanimously 6. Approval of the Resolution appointing 2015 Alternate Health Officers for Mason County. Dr. Yu said this is needed for emergencies and when she isn't available. VanBuskirk/Neatherlin moved and seconded to approve the Resolution appointing 2015 Alternate Health Officers for Mason County Motion carried unanimously. Resolution 01-15 (Exhibit A) 7. Health Officer Report: Disneyland and California Theme Park have had a numerous cases of measles. Dr. Yu said most people get vaccinated although some choose not to. Dr. Yu stated that measles are transmitted by air. She recommended that everyone get vaccinated. Peggy stated it's the measles, mumps and rubella vaccine. If you've had the disease you are immune for life. If you choose not to get vaccines make sure you are only around vaccinated people. Dr. Yu explained that influenza may have peaked already. The good news is that there is a vaccine although it's not 100% effective. 25 % of the virus is not in the vaccine Healthcare workers who are not vaccinated are asked to wear masks. Dr. Yu reiterated the mantra: Cover your cough, Wash your hands, Stay home when you're sick. There have been a couple of flu related deaths in Mason County this year. Debbie Riley spoke about a norovirus traced to two harvest parcels on Harnrnersley Inlet There was a septic leaking and it was fixed right away. Dr. Yu asked if shoreline owners know about septic maintenance reminders. She said failing onsite systems are a big problem for Dept of Health. BOARD OF HEALTH PROCEEDINGS January 27, 2015 - PAGE 2 Debbie added that Operations & Maintenance people send reminders and the industry is stepping up too. 8. Youth Drug Prevention Video: Gerald Apple, Madilyn Bareikman and Matt Dodge were present from Shelton High School. Mason County helped to fund SADD Club and Youth in Action. Gerald Apple stated the students are the ones that wrote and made this video He said he has heard nothing but positive comments. He said the 8th, 9th and l0`h grades are going to be the main audience for this video. Ben McDonald explained that feedback has been good. The group watched the video. Cmmr Neatherlin said that the video was exceptional and asked how they came up with the ideas for how to present their message Madilyn Bariekman said it was like a documentary to keep people interested and to keep the attention of the targeted age groups. Alec Dodge stated that they didn't want to show only the bad side but wanted to show that there were alternatives to choose as well. Ben McDonald mentioned Brian McKracken helped with the poetry. Cmmr. Neatherlin said this was money well spent. Cmmr. Jeffreys said she would like to see it go viral. Vicki Kirkpatrick said tonight the Shelton School District Board will watch the video and there is a plan to put it on YouTube. Cmmr. Neatherlin said they should also get it on the County site and possibly share with other schools. Vicki said she will put it on the Public Health Facebook page. Madilyn said it was fun making the video. Cmmr. Jeffreys told the students that they are leaders so they are the voice for others. Gerald said he is so proud of both of them. The group congratulated them and thanked them for the discussion and video. 9. Other Business: City Connnissioner Olsen asked Grease being dumped in the alley ways and asked if there are requirements for inspections. Debbie Riley answered the whole garbage issue is addressed during health inspections. They also remind people to have their grease traps cleaned. BOARD OF HEALTH PROCEEDINGS January 27, 2015 - PAGE 3 Cmmr Olsen said City has been served with a notice of a lawsuit regarding the C Street Dump. They are getting a consultant on Board and a plan in place. He stated it needs to be cleaned up if it's an environmental hazard. Debbie Riley confirmed that nothing has been in there since the 1980's. Cmmr. Jeffreys spoke about noticing a lot of litter on the roads lately. She would like to contact community service groups who may participate in litter pick up Peggy said it's really more noticeable in the winter. Cmmr. Olsen said some of the trash is due to the cost of disposing of it. He suggested a few "free dump days" to try to help with that issue. Cmmr. Jeffreys commented that it's also the smaller things such as McDonalds cups, wrappers and beer cans. 10. Public Comment 11. A RESOLUTION appointing alternate local health officers for Mason County for the year 20.: WHEREAS, Dr. Diana Yu is currently appointed by the Board of `Health of.Mason. County (hereinafter Board) as the primary local health officer for Mason County;. and WHEREAS, it is in the best interest of Mason. County to provide continuous :health. officer coverage in the. absence of the primary appointed health officer, and WHEREAS, the Board desires to. appoint alternate local health officers for the year 20 to provide back-up coverage for the primary -local: health officer for Mason County; :and WHEREAS, the alternate local health officers ineetthe statutory qualifications set out in Chapter 70 05 RCW, NOW, THEREFORE, the Board of Health.of Mason County does resolve as follow Section 1. That Alan Meli ick, MD, MPH, Health Officer, Clark County, Jennifer Vines, MD,MPH Health Officer for Cowlitz County Public Health; Sarah Present, MD, MPH, Health Officer for Skamania County Public Health; Jim Edstam, MD, MPH, Health officer for Pacific County; John Bausher, MD, Health Officer for Grays Harbor County; Rachel Wood, MD, MPH, Health Officer for Thurston and Lewis Counties; Dean Gushee, MD,Mason General Hospital; and John Butler, MD, Mason General Hospital, shall be appointed to act as alternate .local .health officers for Mason County for the year 2015in the absence of Dr. Diana Yu or other primary local health officer appointed by the Board of Health for Mason County. Section 2 The appointment of the alternative local health officers shall. be activated when contacted to act in the capacity of the local health officer for Mason Count by the following individuals: (1) the primary local health officer for Mason County; (2) thedirector of Mason County Public Health; or (3) the Chair of the.
