A RESOLUTION ESTABLISHING A POLICY FOR THE USE OF TRUMAN GLICK PARK
AND FOOTHILLS PARK SITES FOR SPECIAL EVENT CAMPING AND AUTHORIZING
THE PARKS AND TRAILS DEPARTMENT TO IMPLEMENT AND ENFORCE THE
TERMS OF SUCH POLICY.
WHEREAS, Chapter 67.20.010 RCW, provides the authority for Counties to own and operate
recreational facilities for public use, and to set forth the regulations, policies, and practices
governing such use, and
WHEREAS, Mason County Parks and Trails Department owns and operates County Parks for
the enjoyment and use of its residents and visitors, and
WHEREAS, County Parks receive a great deal of use each year from the public and in many
instances park visitors have requested to camp at County Parks in association with a special
event or gathering, and
WHEREAS, the limited use of County Parks for camping by the public can be accommodated
under special terms and conditions without the deleterious affect to park facilities and grounds,
and
WHEREAS, Mason County Parks and Trails has two sites appropriate for camping in
conjunction with a special event or gathering with potential for additional park sites in the future,
and
WHEREAS, the parks included in the special events policy are Foothills Park and Truman Glick
Park with additional park sites added on a case by case basis when and if developed;
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners of Mason
County does hereby establish a "Special Event Camping Policy" as set forth in Exhibit A, which
supercedes all previous practices and policies pertaining to the use of Truman Glick Park and
Foothills Park;
BE IT FURTHER RESOLVED, that the Parks and Trails Department, or such department or
organization designated by the County with the responsibility for operating and maintaining park
facilities at some point in the future, shall be authorized to develop and administer any processes
and procedures necessary to implement the special events camping policy, as set forth in Exhibit
A or subsequently amended.

Special Event Camping Policy for Mason County Parks and Trails
Purpose: This policy sets forth terms and conditions for the use of Foothills Park and Truman
Glick Park for overnight camping in conjunction with a special event or gathering
Termination: This policy shall be effective upon adoption by the Board of County
Commissioners and shall remain in effect unless the Board of County Commissioners terminate
the policy at any time with a motion of the Board at any Regular or Special meeting.
Policy: It shall be the policy of the Mason County Board of County Commissioners and Mason
County Parks and Trails Department to allow overnight camping at Foothills Park and Truman
Glick Park under the following terms and conditions:
• Camping shall be allowed in the park only via special permit to groups conducting a special
event at the park Camping shall be allowed only during that portion of the year the park is
open for day -use.
• A camping permit does not provide exclusive use of the park, the general public will still
have access for the park
• An overnight stay permit must be obtained from the Parks and Trails office in advance of
arriving at the park The group leader or event sponsor must submit a rosterwith names and
addresses of all individuals registered for an overnight stay.
• All campers must sign a liability waiver. Adult or guardian must sign for children under 18.
• Campers must camp in Tents or self-contained camping units only Truman Glick Park and
Foothills Park
• The maximum number of individuals, tents, or self contained camping units allowed on -site
at each park site will be determined on a case by case basis by the Parks and Trails
Department staff.
• There is no electrical service, hookups, or sewer dump service for any camping.
• Overnight stays shall be limited to two (2) consecutive nights.
• Fee for camping at Truman Glick and Foothills Park is $5 per person, per night payable in
advance at the Parks and Trails office.
• Campers must observe all Park rules governing day -use patrons, to include no open fires,
alcoholic beverages, no smoking, or firearms Anyone possessing alcoholic beverages,
firearms, smoking or starting an open fire may be asked to leave and/or may be subject to
arrest.
• Disruptive individuals will be asked to leave the park and/or may be subject to arrest.
• Quiet time at the Park shall be 9:00 p.m. — 8.00 a.m. Campers are expected to restrict
activities to their tents or self contained camping units and refrain from making noise during
that time.
• Tents shall be placed only in areas approved by the Parks and Trails staff at Truman Glick
Park and Foothills Park
• A damage/cleanup deposit in the amount of $150 may be required depending on the special
event.
• The responsible adult group leader shall ensure that all camp areas are kept clean and in good
condition during occupancy, and upon leaving the Park, in order to receive a refund of the
damage/cleanup deposit. An adult must be present at all times
• Campers staying at Mason County Parks under an overnight stay permit shall use the
facilities at their own risk Mason County shall not be liable for personal injuries or damages
to equipment or personal property.
• Camping at the park sites will be reserved on a first -come, first -served basis
® No commercial use of the park associated with camping is allowed.
• No amplified sound is allowed during the park quiet time (9 00 p.m. to 8:00 a.m.)
• Only smaller 2-8 person tents are allowed. No large group tents.
® Future camping use will be denied for failure to follow rules and regulations.
• Camping activities at the park sites shall be carried out to minimize the impact to day -use
patrons and scheduled use of other park facilities.
