9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Cmmr.Neatherlin,Shutty,and Trask met in closed session for labor discussion from 9:00
a.m.to 9:45 a.m. Also attending was Mark Neary,Nichole Wilston,and Cabot Dow.
9:45 A.M. Sheriffs Office—Chief Ryan Spurling
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Chief Spurling requested to convert two full-time employee(FTE)Chief and Administration
Sergeant positions to two FTE Lieutenant positions. This would allow more time for the
Sergeants to provide scene and risk management. There would be minimal budget impact.
The goal is to start the civil service process early and establish a list for the annual bid in
January. Approved to move forward.
• Chief Hanson discussed the Healthcare Delivery Systems wage adjustment. The proposed
increases are:nursing$60 to$85 per hour;clerical$33 to$40 per hour;ARNP$99 to$130
per hour;psychiatric ARNP$114 to$130 per hour;medical doctor$149 to$160 per hour;
and phone triage$750 to$1,000 per month. The current contract is good until the end of
2023. Annual increase would be$472k and the annual amount would change to about$987k
a year. The Commission would like to explore all options and opportunities.
10:00 A.M. Support Services—Mark Neary
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Ryan Lewis from Enterprise gave a presentation on 2023 Fleet Planning. Slides include the
client experience,agenda,fleet profile,equity analysis—white fleet,equity analysis—PPV
fleet,effective vehicle lifecycle, 10-year plan—white fleet,and 10-year plan—PPV fleet.
• John Taylor discussed denying North Mason Soccer Club's request to extend soccer season to
the end of November. Staff prepare the fields in the latter part of October for the upcoming
baseball season in the spring. Extending the soccer season could pose a safety and use issue.
Cmmr.Neatherlin suggested a one-year trial.
• John shared that the Mason County Search and Rescue Dive Team is out of compliance. To
get the Dive Team current the cost would be$5,840. The estimated annual cost is$4,900.
Approved to move forward.
• John discussed the finalization for reimbursement for the severe winter storm in December
2021 through January 2022. Reimbursement would be from the Public Assistance Grant from
the Federal Emergency Management Agency. Approved to move forward.
• Jennifer Beierle shared an update on the American Rescue Plan Act(ARPA)of 2021. 34
responses were received for about$26.5 million. A link to the detailed projects,scoring
matrix,and score card was sent to each Commissioner. The second round of funding,$6.5
million,should be received soon. Score cards will be due back to Jennifer by August 8.
• Jennifer discussed the changes to the United States Department of Agriculture Secure Rural
Schools and Roads funding. The County typically receives$120k-150k a year in Title I
funding for Roads and Schools and about$20k in Title III for County projects. The new
allocation process opens July 20 and must be submitted through the State by September 30,
2022.
• Cmmr.Trask requested to appoint Tamra Ingwaldson for the Lewis-Mason-Thurston Area
Agency on Aging Advisory Board. Approved to move forward.

• Melissa Casey shared a Request for Qualifications(RFQ)for a permanent eviction program
which now has a permanent funding source. The RFQ is for a subgrantee. Approved to move
forward.
• Melissa discussed the emergency COVID funds for the Emergency Solutions Grant through
the Department of Commerce. The deadline to spend those funds has been extended to
September 30,2023. Approved to move forward.
• Dave shared a news release will be going out for rabid bat exposure.
10:55 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Justin Phelps requested approval to purchase 30 ultraviolet(UV)lamps for the Belfair Water
Reclamation Facility's disinfection system. This will be to replace the remaining bulbs in
bank two and bank three. The life expectancy is between 12,000 to 15,000 hours. The quote
from Trojan is$13,317.12. Currently there is$26,814.26 in the Operating Supplies budget.
Approved to move forward.
• Mike Collins discussed Road Vacation No.412. A public hearing was held with the Hearings
Examiner on May 25,2022. The recommendation is to approve this road vacation subject to
the condition that the owners,Daniel Hite and Dawna Tracht,dedicate a 60'wide easement
centered along the existing public road on their abutting property instead of compensation.
Approved to move forward.
• Mike asked to renew the Interlocal Agreement with Thurston County for Transportation
Services. Thurston County requested to borrow a temporary bridge and this agreement would
allow that. Cmmr.Neatherlin requested that Public Works look for used temporary bridges to
purchase. Cmmr. Shutty added working with John Taylor to see if there is funding available
for a temporary bridge. Approved to move forward.
• Mike shared updates on current and future road projects. The work on Upper Uncle John's
culvert is being finished,chip sealing is being done out Skokomish,and chip sealing will be
done at Sunnyside.
