Call to Order—The Chairperson called the regular meeting to order at 9:00 a.m. 2. Pledge of Allegiance—Dave Windom led the flag salute. 3. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Washington State Liquor and Cannabis Board sent in the following:liquor license application for IL Canale LLC;notification of pending marijuana extraction operation; special occasion liquor license application for Kristmas Town Kiwanis;and liquor and cannabis license renewal applications due to expire. 4.1.2 Advisory Board applications were received from Tamra Ingwaldson for the Lewis-Mason- Thurston Area Agency on Aging Advisory Board and Greg Oldham for the Lodging Tax Advisory Committee. 4.2 Commissioners recognized Judge Amber Finlay for 23 years of service. 5. Open Forum for Citizen Input William Long, Secretary of Friends of Lake Cushman Dog Park,shared that he is here with Vice- President Julie Manley and Board Member Anita Floyd to answer any questions there may be about the letter of support for the Bark for Your Park grant application. 6. (Exhibit A,Resolution 2022-042) 8.9 Approval for the County Engineer to execute an Adopt-a-Road Agreement between Mason County and Mason Benson Center. 8.10 Approval for the County Engineer to execute an Adopt-a-Road Agreement between Mason County and Friends of Pleasant Cove. 8.11 Approval to sign the Letter of Support to accompany the Friends of Lake Cushman Dog Park PetSafe Bark for Your Park 2022 grant application. Other Business(Department Heads and Elected Officials) Sheriff Casey Salisbury thanked the Board for assisting with legislative changes and the purchase of cameras and less than lethal equipment. The Sheriff shared that the staffing levels in the Jail have been extremely challenging. Over 28%of staff have left the Jail and more are preparing to leave. Chief Hanson plans to look into the cost of outsourcing to keep the Jail open since it must be staffed 24/7. The Commission would like to be involved in discussions and feels this is a priority. 10. 9:15 a.m. Public Hearings and Items Set for a Certain Time Please see above options to provide public testimony. These options are available only while COVID-19 OPMA meeting restrictions are in place. 10.1 Public Hearing to consider the sale of real property on Johns Prairie Road in Shelton, Washington,parcel no.32007-13-00050 for$10,000 to New Hiawatha LLC. Staff:Mark Neary(Exhibit B,Resolution 2022-043) Mark Neary shared this parcel was purchased in 1990 for$1,742.24 because the county road cut off a corner of the property. We were approached a few months ago by Mr.Kamin asking to purchase the property as he owns the surrounding parcels. The County recently received the best and final offer which was from New Hiawatha,LLC for$1Ok. Cmmr.Neatherlin added that there was no favoritism or special treatment in this process. The parcel was put on the market and received competing offers for the highest and best bid. Cmmr.Neatherlin/Trask moved and seconded to approve the sale of real property located at E Johns Prairie Road in Shelton,WA parcel no.32007-13-00050 for the amount of$10,000 to New Hiawatha LLC. WHEREAS, Public Works is requesting to procure a FELCO asphalt cutter excavator attachment to avoid costly unnecessary asphalt dig outs during underground maintenance or to repair cracked or broken sections of asphalted County roads or walking paths. WHEREAS, PAPE Machinery is the only John Deere dealership that sells products specifically made for this manufacturer that the County is interested in procuring; and, WHEREAS, RCW 39.04.280 specifies exemption to competitive bidding requirements for purchases that are clearly and legitimately to a single source of supply; NOW, THEREFORE, BE IT RESOLVED, by the Board of Mason County Commissioners as follows: 1.
