Call to Order—The Chairperson called the special meeting to order at 3:01 p.m.via WebEx. 2. Roll Call—Present: Present: Commissioner District 1 —Randy Neatherlin;Commissioner District 2— Kevin Shutty; Commissioner District 3—Sharon Trask. 3. Discussion with Army Corps of Engineers and Skokomish Tribe regarding the Skokomish River restoration project. Ginny Dierich,Army Corps,pointed out the Corps of Engineers is having to fight for the funding of this project and a real estate plan with the execution strategy needs to be in place. Cmmr. Shutty stated Mason County understands the importance of moving this project forward. Loretta Swanson reported that the match is from the Flood Plains by Design which expires June 2023. She hopes to complete the acquisition by the end of the federal fiscal year(September 2022). There has been little progress made in the last six months due to personnel challenges. Mason County intends to contract for real estate acquisition services. Joseph Pavel stated they have worked with Forterra for real estate acquisition in the past and that could be a resource for the County. There are 121 individual transactions including purchases and easements for access. Discussion of the acquisition plan and the need for an actual execution of the plan. Ms.Dierich stated she is hearing the concern for having adequate resources;the Army Corps also needs to know the plan to handle the increased cost for the acquisitions and how the difficult transactions will be completed. This funding is $13.6M from 2019 and although there has been some progress, interim milestones have not been made. This funding could be lost and redirected to other projects. 4.
