Y U.IR tAN GROWTH I" DATE ENT ACT U WI IEREAS, Communities planning under the Washington Growth Management Act (GMA) are required to periodically to conduct an update of their comprehensive plan and development regulations, and WHEREAS, under RCW 36.7oA.a3o(5)(b) Mason County is required to review and, if needed, revise its Comprehensive Plan and Development Regulations by June 3o, 2o16; and WHEREAS, each county that designates urban growth areas under RCW 36.7oA.no shall review, according to the schedules established, its designated urban growth area or areas; and WHEREAS, Mason County has designated three urban growth areas created to accommodate and encourage the County's urban growth; and WHEREAS, each of Mason County's urban growth areas have individual Sub -Area Plans as well as individual implementing regulations in addition to those established for the rural areas; and WHEREAS, the governance of a single Jurisdiction under the authority of four separate regulatory instruments obfuscates any core meaning or intent of the code as a whole, and WHEREAS, the Mason County Board of County Commissioners, in order to create a more synthesized approached to urban planning efforts, are desirous of standardized regulations between the Allyn and Belfair urban growth areas; and WHEREAS, the Commissioners shall establish a Joint Advisory Committee for the Allyn and Belfair Urban Growth Areas ("Committee") to review their current plans and development regulations and make recommendations that create consistency for more viable urban growth areas; and WHEREAS, the Committee will provide their recommendations to the Commissioners or to the appropriate commissions or committees as appointed by the Commissioners; and WHEREAS, this Committee will consist of a no less than seven (7) and no more than (n) citizens who reside within Mason County and who have the necessary training, background, experience, expertise, or interest to identify key issues and workable solutions. Committee members will consistent of at least, but no more than, two citizens who do not reside within the urban growth areas; and at least five but no more than nine members who either live in, owner property in, or own a business in the Allyn or Belfair urban growth areas. NOW, THEREFORE BE IT RESOLVED by the Board of Mason County Commissioners that a Joint Citizen Advisory Committee of the Allyn and Belfair Urban Growth Areas for the 2016 Growth Management Act Update shall be established and that the County Commissioners shall appoint the members; BE IT FURTHER RESOLVED, the Committee shall be charged with working with County Staff in making recommendations for change to the Allyn and Belfair Urban Growth Areas' plans and regulations. The Committee's term shall end on May 31, 2o16 unless extended by the County Commissioners. gti Dated of 1 2015.
