Client desires to have Pacific Security, provide security services as described below for those premises indicated above. It is hereby agreed that Pacific
Security will provide services under the following terms of this contract and per any attached addendum. Further, Pacific Security is a division of Parker
Corporate Services, inc. (PCS), and any reference in Contract for Services of Pacific Security is a reference to Parker Corporate Services, Inc,
Pacific Security agrees to provide the following security services to Client as specified below for a fee of:
Two (2) Armed Security Officers: $30.35 per hour, per Officer
One (1) Unarmed Security Officer: $20.65 per hour, per,Officer
Contract term to run from 01/01/2016-03/31/2016
Less than 24 hours notice to scheduling and schedule changes will be billed at 1.5X bill rate
Additional services are available upon written notification from the client.
1. Any security services in addition to those set forth above will be provided to the Client; however, all additional services or fee modifications will be
incorporated in an addendum to this Agreement.
2. Payments shall be made payable to Pacific Security, sent to; 2009 Iron Street, Bellingham, WA 98225
3. All payments for security services by the Client are due and payable upon receipt of invoice and past due 30 days thereafter.
4. Should either party to this agreement wish to cancel same, they may do so by giving the other party at least 30 days advance written notice of the
date desired for termination of contracted services.
5. There is a four hour minimum charge for all hourly services. Any services cancelled with less than an eight hour notice will be charged the minimum
charge, per security officer.
6. Overtime and Federal holiday coverage for service charged by the hour, will be billed at time and a half. Billed overtime not retatedto holiday coverage
will only be for those additional hours as requested by Client, and not due to staffing shortages or scheduling caused by Pacific Security.
7. Clientwill be billed an additional 1 %a% service charge per month on the balance of all past due accounts. Client further agrees to pay attorney fees
and other collection costs in the event that Pacific Security must initiate collection proceedings. It is specifically understood that Pacific Security's
corporate headquarters is located in Whatcom County, Washington. Consequently, it is understood that in the event of suit or action, all litigation
will take place in Bellingham, Whatcom County, Washington. The Client understands that they are waiving their right to litigate outside of Whatcom
County, Washington; Client gives their permission to Pacific Security and/or its agents to verify and or supplement the information stated hereon,
Records will be maintained regarding the contracted security services, indicating the dates and times. Remarks will be made for those things which
appear to require Client's attention or incidents of interest which may have occurred, but did not warrant notifying the Client or law enforcement. Pacific
Security retains records of service for a period of one year and such records are available to Client upon request.

its terms regarding venue. This is intended to be and is a continuing guarantee and shall not be revoked except by written notice to Pacific Security.

Post Orders:
Start of Shift
Officers will report for duty at least five minutes prior to the beginning of their shift in proper uniform. The
officer will call voice express using there pin they were provided with at the time of hire and clock into their
shift when they are physically on site by calling 877-539-0029. If there is an issue checking in call dispatch
at 800-743-2737 and request to talk to a supervisor so that you have been punched in for duty. Officers will
check in with the officer they are relieving and review all information in the pass down list and log book or
check them via the Guard tour app on the phone.
Day Shift:
2 Armed Guards and 1 Unarmed Guard required for all shifts
Instructions for All Shifts:
1 Armed officer and the unarmed officer are to remain at the screening area during the entire shift
The 2nd armed officer is to foot patrol the courthouse and off -site courtrooms as requested.
This site requires 1 full day of training,prior to being assigned here.
End of Shift
Officers are not to leave their post until they have been properly relieved if working a hand off site or for
non -hand off sites until their shift end time. If there is any confusion about shift end times and proper relief
please call dispatch and request the on duty supervisor for clarification. When the relieving officer comes
on duty, please take a few moments to update them on what has been going on.
When a phone with Guard tour is on site: The officer will punch out and leave the app, power down the
phone and plug it in. If being relieved the previous sets should still be followed but the phone should be
restarted as a courtesy to the next guard coming on duty.
The officer will call Voice Express using there pin they were provided with at the time of hire to punch out
of their shift when they are physically on site by calling 877-539-0029. If there is an issue checking out call
dispatch at 800-743-2737 and request to talk to a supervisor so that you have been punched out for duty.
Failure to call and punch out can result in disciplinary action. This is an officer safety issue and taken very
seriously by Pacific Security.
Phone — Guard Tour (if on site):
Start of shift:
Turn on phone, log into the guard tour app using the username and password you have been provided with
from the scheduler. Scan checkpoints on an hourly basis and complete site paperwork as required.
End of shift:
Complete DAL (breaking down the shift into hour long segments), log out guard tour, turn phone off all the
way and plug it in to charge.
Gear needed for this site:
A flashlight will be needed for the onsite for patrol.

Reports:
Daily Activity Logs
A Daily Activity Log (DAL) will be kept to track of everything during your shift. DAL will Included but not
limited to; the time you came on duty, the time you made rounds, what you saw while completing rounds or
other required checks, any safety ha7ards you may see or encounter, any suspicious persons or activity
around the site and any other noteworthy events or observations that the client will want to be advised of
currently or for future reference.
Incident Reports
Please ensure that you use the proper incident report as there are site with specifically assigned Incident
reports. These would normally be found at sites that have phones on site.
Incident Reports (1 R.) will be written for anything that needs to be brought to the clients or our attention.
That would be anything that is outside the normal activity at the site. All I R's are documents that can be
used in investigations, charges and hearings by Police, Prosecutors or other legal entities. Please make
every attempt to document everything in order of events, detailed, accurate and legible. Reports should be
brought to attention in a timely fashion as instructed.
Incident reports should clearly describe the who, what, when, where and how of what happened.
I.R's should include but not limited to:
Persons (height, weight, race, clothing, body markings, direction of travel),
Vehicles (to include color, make model, license plate or distinguishing marks)
Location (address, buildings involved)
If the site has a phone on it used for patrols, all Togs must be done in the phone prior to the end of shift.
Instructions for Turning in l.R.'s and DAL's
DAL: Leave on site for a Pacific Security Supervisor to pick up. Some clients have specific drop off
locations. Sites with will phones will be electronically submitted.
Call the on duty Supervisor when a incident report has been completed so that they know that they
need to pick it up. Leave the yellow copy for client in binder or any other designated location. The original
is to be kept for Pacific Security Supervisor to pick up. We are legally required to retain them. The
supervisor will pick up the white copy and leave the yellow for the client. If the incident requires immediate
attention, contact the on duty Supervisor.
If the site has a phone on it used for patrols, all IR's must be done in the phone prior to the end of shift.
General
Breaks
Due to the post restrictions officers are paid for all breaks while on post Breaks are taken at the officer's
discretion as long as conditions permit. Breaks will not be taken within the first hour of duty, or the last hour
of duty and will have at least two hour intervals between breaks. Since breaks are paid officers are
considered on call during their breaks and will promptly respond to calls ands incidents. Officers will take
their breaks in approved areas. Most breaks should be done while completing DAL's or I.R.'s as most
clients require guards to be moving 95% of the time.
Prohibited Activity
Officers will exhibit the highest levels of professionalism while on post regardless of duty status. Certain
activities are prohibited on this post to include horseplay, socializing with customers or staff for extended
periods of time (more than a few minutes), use of personal cell phone on duty for non -emergency issues,
watching DVD's or other sources of distracting media, playing games on phones or using a company
phone in a manner that is not consistent with post orders. Violation of these orders may result in
disciplinary action. Smoking is only allowed in client designated smoking areas or off property. There may
not be a designated area at the site that you are working. If you are unable to complete your shift without
being able to have the ability to smoke during it please contact your supervisor. If you do smoke on a
client's property it should be out of sight so that a professional image is maintained and guards must
dispose of their cigarette butts properly.
Emergency Procedures:
Security personnel are vital during emergency situations. It is important to remain calm and follow set
procedures to insure the safety of our client, staff, customers and their assets. To ensure that you know
how to handle an emergency at the site you are working please make sure to pay attention to where exit
locations, fire extinguishers, first aid kits, telephones and any site specific polices are located.
Medical: When encountering people in need of medical attention immediately call 911 and dispatch an aid
unit. If you have your current first aid / CPR certification you may provide assistance up to your level of
training if the site allows this. Some sites prefer that their staff render aid to help visitors or staff members.
Officers will standby and assist until aid arrives at which time they will maintain crowd control. If possible
officers should stand by the front doors to direct aid into the building then lead them to where they are
needed. Once the emergency is over the guard should notify the on duty supervisor about what has
occurred. An incident report has to be completed at the conclusion of the event.
Fire/ Flooding: In the event of fire, officers will activate the alarm and notify 911 for the fire department If
the fire is extinguishable, the officer will use a fire extinguisher if it's possible to do so safely, and then file a
report of its causes, if known. If an evacuation is necessary, consult the evacuation plan. Officers will make
themselves aware of the locations of all fire exists, alarm panels, and extinguishers throughout the facility.
Once the emergency is over the guard should notify the on duty supervisor about what has occurred. The
Supervisor will then contact the client if the event has occurred after hours. An incident report has to be
completed at the conclusion of the event.
Evacuation of the Facility: Officers will follow the facility evacuation plan and assist management with the
evacuation process. Officers are to read and make themselves aware of the evacuation plan as part of
theft post knowledge.
Make sure you know the site layout to be able to properly direct any emergency crews to the proper area if
an emergency arises. In case of emergency your first priority is to help handle the situation and lend any
support you can to the emergency crews. An incident report has to be completed at the conclusion of the
event.
Theft: If a theft is witness or found to have occurred report it to the client on site if after hours call the on
duty supervisor. The on duty supervisor will determine it if the theft requires an after-hours call out. An
incident report has to be completed at the conclusion of the event.
Reporting For Duty:
Fitness for Duty
This site requires being able to make constant foot patrols which may include stairs. Officer must be able to
see reasonably and possess sufficient hearing ability to respond to verbal speech, alarm signals, radio and
telephone communications. On occasion officer may be required to lift objects of 30 pounds.
Communication is a key role in the security field; officer must be able to do so in English or any specific
language as required by the site. If you feel you cannot meet the requirements of this site, please contact
your supervisor for a more suitable post.
A professional security image is also plays a very important part in your job. A clean, intact uniform with
proper badge, pins and identification is required unless otherwise designated uniform is required. If you're
uniform needs to be replaced, please contact your supervisor during normal business hours.
Injuries or Vehicle Accidents On Site:
If injured onsite you must report it immediately to the supervisor on duty as an injury report is required. A 72
hour follow up will be needed for personal injuries and a drug test will be required for all vehicle accidents
even if not at fault. Please ensure that you communicate with your direct supervisor and answer any calls
from supervisors during this time as there maybe paperwork requirements that need to be met or we are
calling to check on your status to ensure you are okay.
