HomeMy WebLinkAboutThurston CountyT T/ l s U TIE TLLY ILL THIS AGREEMENT is entered into in duplicate originals between the THURSTON/MASON REGIONAL SUPPORT NETWORK a municipal corporation, hereinafter TMRSN, and the COUNTY OF MASON, a municipal corporation, hereinafter MASON. WHEREAS, Thurston/Mason Regional Support Network (TMRSN) and the TMRSN Mental Health Advisory Board have recognized the need for a Mentally III Offender (MIO) Project at the Mason County jail; and WHEREAS, mental health systems coordination between corrections and mental health staff is a high priority; and WHEREAS, Mason desires to contract with TMRSN to provide assessment, referral, and early intervention services, to mentally ill offenders at the Mason County jail; and WHEREAS, TMRSN will enter into an agreement with a mental health service provider to provide said mental health services at the Mason County jail; NOW, THEREFORE, the parties hereto agree as follows: 1 A mental health service provider, contracted by the TMRSN, will provide those services as set forth in this Agreement for mentally ill offenders The Target population will consist of persons demonstrating a major mental health disorder who have been arrested and are at risk of being jailed, are currently jailed, who are in jail at risk of psychiatric hospitalization or are nearing release from jail may receive MIO services when: 1.1. He/she meets TMRSN criteria or is acute; and 1.2. There is a presence of symptoms and behaviors commonly associated with mental illness; and/or 1.3. There is known history of mental illness and mental health treatment/hospitalizations and/or 1.4. There is current suicidal ideation 2. The following services will be provided onsite at the Mason County Jail to mentally ill offenders: 2.1. MIO staff will screen individuals referred for MIO services. A screening log will be utilized to record pertinent information (referral source, reason for referral, TMRSN enrollment status, etc.). When referred individuals are not accepted for MIO services the MIO staff will provide an explanation in the screening log and follow- up with the referent. Agreement for Mentally III Offender Services Page 1 of 3 Mason County 2005_2006 2.2. Provide assessments for mentally ill offenders who are in the Mason County Jail or at risk of being jailed. At a minimum, the MIO staff will complete an MIS short -form for all individuals seen face-to-face. 2.3. For individuals who are currently enrolled in TMRSN services, the MIO staff will meet face-to-face with the individual, coordinate case management services with the TMRSN provider, explore possible diversion solutions with the case manager and function as the court liaison. 2.4.The MIO staff will respond to in-house requests for crisis counseling. Crisis interventions will be brief in nature and shall not exceed four (4) hours per week. In-house services will be documented in the client record. 2.5. Crisis Resolution Services (CRS) will be involved when indicated. 2.6. Provide at least 75 hours of combined consultation and training to Mason County law enforcement, court and jail staff relating to the incarceration of the mentally ill. 2.7. Mason County shall receive a minimum of 20 hours per week MIO services. If a regularly scheduled workday falls on a holiday, on -call back-up services will be provided as needed. 2.8. Recommend appropriate treatment alternatives to the court. 2.9. Provide linkage for eligible mentally ill offenders to community -based providers. 2.10. The MIO staff will provide a face-to-face discharge contact for every MIO client at the conclusion of services. When appropriate, a written discharge plan will be developed which addresses safety to self and others, strategies to improve mental health functioning and prevent future offenses, and referrals to appropnate community resources. 3. MASON agrees to reimburse the TMRSN a total not to exceed amount of $3,840.00 for the services set out in section II. 4. On a quarterly basis, the TMRSN shall submit to MASON an invoice for payment. Payment shall be made to the TMRSN within 30 days from the date of the billing 5. The effective date of this agreement is July 1, 2005 through June 30, 2006 unless otherwise extended. 6. No liability shall attach to the TMRSN by reason of entering into this Agreement except as expressly provided herein. It is understood and agreed that this Agreement is solely for the benefit of the parties hereto and gives no right to any other party. No separate legal entity is created by this Agreement. Agreement for Mentally III Offender Services Page 2 of 3 Mason County 2005_2006 The TMRSN and MASON shall defend, protect, indemnify and hold harmless the other party and their elected officials, officers, agents and employees from and against all claims, suits, and/or actions, including reasonable attorneys fees, arising out of, resulting from, or in any way connected with the services to be performed under this Agreement. In the case of negligence of more than one party, any damages allowed shall be levied in proportion to the percentage of negligence attributable to each party, and each party shall have the right to seek contribution from the other party in proportion to the percentage of negligence attributable to the other party.
