A RESOLUTION establishing the allocation of Millage and Liquor taxes funding to the Thurston
Mason Behavioral Health Organization (TMBHO) for the duration of April 1, 2016 until terminated.
WHEREAS, Thurston and Mason Counties agreed to enter into an Interlocal Agreement, Resolution
#42-15 forming the TMBHO organization, effective April 1, 2016; and
WHEREAS, RCW 70.96A.087 provides that each City and County shall devote no less than two
percent of its share of liquor taxes and profits to the support of a program of alcoholism and other drug
addiction
WHEREAS, RCW 71.20.110 provides 1) In order to provide additional funds for the coordination
and provision of community services for persons with developmental disabilities of mental health
services, the county governing authority of each county in the state must budget and levy annually a tax
(Millage) in a sum equal to the amount which would be raised by a levy of two and one half (2-1/2)
cents per thousand dollars of assessed value against the taxable property; and
WHEREAS, the Board of Mason County Commissioners adopted Resolution #664 5 adopting the
2016 Mason County Budget including the allocation of Millage and Liquor Tax funding to Thurston
County for Mental Health, Developmental Disabilities and Chemical Dependency services; and
WHEREAS, based on the 2016 Thurston County Budget, 50% of millage funding was allocated for
mental health (Regional Support Network) and substance use disorder services with the other 50% going
to the Thurston Mason Developmental Disabilities program; and
WHEREAS, the TMBHO organization is now the successor to and has replaced Thurston Mason
Regional Support Network and Chemical Dependency services created by Interlocal Agreement
between Thurston County and Mason County dated October 21, 1980 assuming all obligations under
RCW Chapter 71.24.
NOW, THEREFORE BE IT RESOLVED that Mason County will enter into and sign the Interlocal
Agreement (Attachment A) with Thurston Mason Behavioral Health Organization to allocate Millage
and Liquor Tax for behavioral health services:

County, a political subdivision of the State of Washington, hereinafter refrerred to as "Mason" and the Thurston
Mason Rt-avid:ral• Health Organization, a «quasi -governmental entity formed: pursuant to the lnterlocal
cooperation Act, chapter 39.34.030 RCW,hereinafter referred to as `'TMBHO".

NOW1 THEREFORE in. consideration of the mutual promises a:nd. cOVenarits container! herein.,
Mason -an:d TMB HO agree as_ follows:
1. PURPOSE
The purpose of this Agreement is to provide focal Cau.nty funding per ilreW 70;96A,087 an.d
}ICW 71.29,11&-for Mental- Health and Substance Use services: iri Thurston and. Masan. Counties.
These funds had: previously been managed by Thurston. countythrough the Thurston

Region. -al. Support Network (RSN) and Chemical Dependency programs, Now that the TMBHO--is
the successor to the RSNN. a nict is a separate quasi -govern rental. entityr.this agreement is to
raqu-est.that' Mason County form a separate .Agreemer-rt with.TMBHO.to allocate these funds.
2. SERVICES
Services provided through these funds are those within the scope of the TIMIBHO DSHS Contract
not otherwise covered by Medicaid funding. Services to be provided willbe reviewed for
approval by the TMBHO Qoverning Board.
3, DURATION
Tills Agreement shall become effective on 1 April,. 2016, and shall: remain. in:.effect until
terminated.

Mason County shall levy an n ually a tax in a sum equal to. th e. amount wh-ic.h would he raised by
a levy. o-f-two and one-half (2.-1/2.) cents .per thousand dollars. of assessed value against th:e
taxable property in the county a:s provided in RCW 71.20.110. Per 20 .6 approved -Mason
County Budget (resolution #66-15) 50 percent of the. funds raised .by said levy shall be paid: into
the TMBHO fund. Said. funds shalt he in the custody of theThurston Courrtytreasurer. The
other 50% shall he: contracted directly to Thurston County for their Thurston Mason
Developmental- Disabilities program. The percentage mix of -these funds may be adjusted
annually through the Mason County Budget process.
5. LIQUOR TAXES
Mason County agrees for itself and for all cities and: towns within Mason County that 2 percent
of their share of liquor taxes andprofits shall be used to support substance use disorder
services through the TMBI-LO, as provided in RCW 70.96A.087.. The funds raised by said taxes
shall be paid into the TMBHO fund. Said funds. shall be in the custody of the Thurston County
Treasurer.
6. CUSTODIAN OF FINDS
TMBH-o funds shall be deposited with the Thurston County Treasurer who shall be the
custodian of such:funds. The Thurston CountyTreasu.rer may make payments from such funds
upon audit by the Thurston County Auditor as provided for in RCW 71.24.100. Interest on
investment of TMBHO funds shall accrue for the benefit of said operating fund.
7. CONTRACTING PARTY
TM.BHO shall have full authority to contract, subcontractand sign annual plans on behalf of
Mason County for the TMBHa programs as funded by these funds,
8. AMENDMENT
API amendments to this Agreement shall be in writing and signed by both parties.
9. TERMINATION
ThisThis Agreement may be terminated by either party by giving ninety (90) days written notice of
termination to the other party.
