Sweetwater Creek—Mendy Harlow&Larry Coppola Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Mendy Harlow presented the Sweetwater Creek Waterwheel Park 2022 Update PowerPoint. This presentation included the history of the site,history of the project,project conceptual design and elements,and the next steps for the Sweetwater Creek Waterwheel Park. The grant application is due May 4,2022. 9:30 A.M. District Court,Prosecutor,Public Defense—Judge Steele Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Judge Steele discussed the joint multilingual Therapeutic Court grant given to Mason County District Court and Shelton Municipal Court for a hybrid Behavioral Health and Substance Use Disorder Court from the Administrative Office of the Courts(AOC). $199,014 was awarded. Funding is through until June 2023. This grant provides the option for people who suffer from behavioral and mental health disorders or substance abuse disorders to get additional help. The grant does not cover the increased costs for Public Defense or the Prosecutor's Office. Costs covered include treatment costs,interpreter costs,court facilitator,staff equipment,and training. Cmmr.Neatherlin shared his concerns about staffing capacity issues. Michael Dorcy discussed potential options for the Prosecutor's Office. 9:45 A.M. The Board interviewed David Mallory for the Board of Equalization. Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. 9:55 A.M. Juvenile Court Services—Jim Madsen Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Jim shared a grant opportunity from the National Criminal History Improvement Program (NCHIP)through the Washington State Patrol(WSP)for the Detention Center to get a new finger printing machine to comply with the Federal Bureau of Investigation(FBI). The awarded amount is$8,014 and requires a 10%match. Approved to move forward. 10:00 A.M. Support Services—Mark Neary Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Diane Zoren shared that the County's Public Records Requests log is now available on the County website. This does not include the Sheriff's Office. • Diane discussed the Open Public Meetings Act(OPMA)updates and will remove language on the agendas referencing COVID-19. • Diane asked to schedule a six-month review for the County Administrator. Approved to move forward. • Diane shared a request from Squaxin Island for a joint meeting. Date and time are yet to be determined. • John Taylor shared the cost estimate for the Sandhill Park Recreation and Conservation Office(RCO)grant project match. Amount awarded can be up to$850k. The total cost is $5.153 million. The total estimate for County match is$4.303 million. The estimated annual cost is between$35,448 and$43,326. Cmmr.Neatherlin shared his concerns regarding the high costs. Diane added that Real Estate Excise Tax(BEET)2 and General Funds may be used. Cmmr. Shutty asked if other grants can be used down the road and if Page I 1 this project would push other parks projects further down. It is possible to apply for other grants when they become available. John can look into parks projects this may affect in the future. • John discussed the cost estimate for Union Park. The Washington Wildlife and Recreation Program grant awarded$500k. Total cost is$1.849 million and the estimated County match is$1.349 million. Annual maintenance costs would be between$33,957 and$37,353. Mark added that the approved budget estimate for REET2 for 2022 was about$1.5 million. • Todd Cannon shared a five-year Interlocal Agreement with Public Utility District(PUD)3 for an internet redundancy program. If the primary internet failed,this would provide the County with some internet connectivity to continue some business function and provide another way to stay connected to Public Works. The cost is$5,400 plus$1,500 for yearly firewall licensing. Approved to move forward. • Todd gave an update on the firewall and email spam filter which was upgraded about a month ago. For a 30-day total,the firewall has blocked over a half million hits and 105,000 malicious emails. • Mark discussed an American Rescue Plan Act(ARPA)request from the Port of Allyn for $100,000 to install a new well. Approved to move forward once the Port of Allyn fills out the questionnaire. • Mark shared the 2022 Take Home Vehicle request for Roy Beierle. Approved to move forward. 10:30 A.M. Community Development—Dave Windom Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Dave shared changes to the County Code for the reorganization of local Boards of Health to align with House Bill 1152. This will an additional segment for underserved,health,and public health users. Approved to move forward. • Dave announced that Melissa Casey will be taking over for Lydia Buchheit as the Community and Family Health Manager. • Melissa discussed the Medicaid Transformation Program contract amendment with Cascade Pacific Action Alliance. This contract funds a key component of opioid response and substance abuse mobile outreach. Approved to move forward. 10:40 A.M. Public Works—Loretta Swanson Utilities&Waste Management Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. • Loretta discussed the Title VI of Civil Rights Act Requirements,an annual report submitted to ensure compliance. As a recipient of federal funds,Public Works is required to collect, maintain,and report on all projects. Approved to move forward. • Mike Collins discussed the Romance Hill—State Route 3 Freight Corridor Connector. For the Navy Rail Crossing,the easement cost has not been discussed,the crossing design is estimated at$75k,and crossing construction is estimated at$1.5 million. Puget Sound and Pacific Railroad will do their own design and the cost is up front. Once the design is done, the project must be constructed in four years. Estimated time is 6-18 months to design and 6-18 months to construct. Romance Hill extension is estimated at$2 to 4 million. Freight Corridor intersection is estimated at$1.5 to 2 million. A request was sent to Legislature to increase the Freight Corridor budget to$12 million. • Mike shared that the Public Utility District(PUD)put up a 14' arm on a pole to light up the Sandhill intersection. 11:30 A.M. Washington State Department of Natural Resources—Michele Zukerberg Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. Page 12 • Michele shared a PowerPoint presentation on the Skookum Inlet Natural Area Preserves Boundary Expansion Proposal and Washington Wildlife Recreation Program Acquisition Grant Conferrals. This presentation included the program overview,proposed boundary expansion,history,and purpose.
