9:00 A.M. Support Services—Mark Neary
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Diane Zoren reviewed the draft Resolution for naming Facility/Parks policy to honor those
who have made significant contributions to the County. Cmmr. Shutty asked about a policy
to un-name a Facility/Park. Approved to move forward.
• Todd Cannon discussed the requirement for multi-factor authentication for Cyber Security
insurance. This would affect any remote access and privileged accounts to authenticate
every log in. Cost estimate is$13k to 15k. Without the multi-factor authentication,there
will be a reduction of up to 80%in cyber security insurance. Approved to move forward.
• Jennifer Beierle shared the first draft of the first budget amendment for 2022. Departments
have until today to submit requests. Beginning funds balances will change to reflect actual
cash. Funds that will need to increase revenue or decrease expense include:County Road
(105)$2,089,475;National Forest Safety(134)$4,932;American Rescue Plan Act(155)
$1,043,121;Treasurer's Operation and Maintenance(180)$299; Skokomish Flood Zone
(192)$1,485;Mason Lake Management(194)$1,023;and Rustlewood Sewer and Water
(411)$52,246. Mark added that Mason County is cash basis,the beginning fund balance
can be estimated and the ending fund balance must be actual.
• Mark discussed incentive pay options for individuals who receive specific certifications to
increase capacity and knowledge for specific work and used engineering positions as an
example. Also discussed was a comprehensive salary survey.
• Cmmr.Shutty requested to convene in early June for a quasi-retreat to discuss priorities and
put together a work plan for the remainder of 2022.
• Cmmr.Shutty discussed moving to hybrid meetings for the regular Tuesday meetings and
staying with virtual meetings for the Briefings.
• Cmmr. Shutty shared concerns regarding the letter of support for Sweetwater Creek Park.
Until concerns are resolved,the letter will not move forward.
• Mark asked how the County would like to receive the earnest money for the Public Works
lots 7 and 8. Cmmr.Neatherlin shared the earnest money,per the agreement,is split
between the County(Public Works)and the realtor.
9:35 A.M. Indigent Defense—Peter Jones
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Peter discussed the annual grant funding agreement for Office of Public Defense funds for
$60k. Approved to move forward.
• Peter discussed the Thurston-Mason Behavioral Health Administrative Service Organization
(TMBH-ASO)interlocal agreement to continue to perform involuntary treatment court.
Approved to move forward.
9:40 A.M. Community Development—Dave Windom
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Dave asked to terminate the interlocal agreement for the CRAFT3 revolving fund for Hood
Canal Clean Water. This will terminate thirty days after the last loan repayment of the
Revolving Fund Loan. Mark added that the program was picked up by another entity.
Approved to move forward.
• Cmmr.Trask asked about the reorganization chart which is being reviewed by Mark.

Utilities&Waste Management
Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom.
• Mike Collins requested to purchase a used Peterbilt tractor and used three-axle pup trailer for
$107,500 plus taxes and licensing. Approved to move forward.
• Loretta shared that the Belfair sewer extension advertisement has been sent out. The pre-bid
walkthrough is scheduled for the 28'and bid opening for the 20'.
• Loretta discussed long-term transportation planning within Belfair,application of future
impact fees,priorities for intersection improvements,and short-term impacts for traffic
mitigation for Olympic View and Olympic Ridge developments. The Olympic View
developer is installing a bus stop along Creelman Lane to help reduce trips coming and
coming if the residents utilize Mason Transit. The community legislative request for
intersection improvement funding was not funded,but Public Works will continue to try.
The Transportation Improvement Program Citizens Advisory Panel(TIP-CAP)is interested
in bringing forward their recommendations. A meeting is scheduled with the Department of
Transportation(DOT)to discuss traffic impact fees. Cmmr. Shutty requested for the
meeting with DOT to be a part of the Briefing.
• Cmmr. Shutty requested a breakdown of the volume for the Belfair transfer station due to
Kitsap and Thurston closures.
10:00 A.M. Economic Development Council-Jennifer Baria
Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom.
• Jennifer shared that the office has moved to 628 West Alder directly across from the
Timberland Library. The Economic Development Council(EDC)went through the
updating process for the Comprehensive Economic Development Strategy(CEDS)list.
There are a few new projects and projects consolidated into others. Six projects are moving
forward and will be able to be removed from the list. Currently working with about 12
startup businesses. The annual lunch and business appreciation event is set for August 18,
2022 at The Ridge Motorsports Park from 4:00 p.m.to 6:00 p.m. Working Washington
Small Business Grants are moving forward and launching at the end of May. The review
process is through June and the checks should be mailed out mid-July. A developer with
500 acres in the south end of the County is ready to sell,develop,or lease. $40 million was
allowed for Community Economic Revitalization Board(CERB)funding and are accepting
applications. Application date for construction is May 16,2022 and for planning May 31,
2022. Regarding the.09 Fund,Jennifer heard back from the Association of Washington
Counties and the Attorney General and Mason County has until 2032-2033.
