9:00 A.M. Executive Session—RCW 42.30.110(1)(i)Potential Litigation
Commissioners Neatherlin and Trask met in executive session from 9:00 a.m.to 9:31
a.m. Mark Neary,Loretta Swanson,Tim Whitehead,and others were also in attendance.
9:30 A.M. Green Diamond Resource Company—Patti Case
Commissioners Neatherlin and Trask were in attendance via Zoom.
• Patti announced her retirement from Green Diamond Resource Company and introduced
Jason Callahan and Natalie Marshall as her replacements.
9:45 A.M. Support Services—Mark Neary
Commissioners Neatherlin and Trask were in attendance via Zoom.
• Jennifer Baria gave an annual update and shared the Comprehensive Economic Development
Strategy(CEDS)project list as recommended by the Economic Development Council(EDC).
• Diane Zoren shared a request from Pacific Mountain to meet with the Commissioners during
a Briefing. Approved to schedule.
• Jennifer Beierle discussed the requests for Supplemental Appropriations and Amendments to
the 2022 Budget. Beginning funds balances will reflect the actual beginning cash balances.
A revenue change in the mount of$1,300,299 and an expenditure change of$(1,605,627)was
done. Roads had a$1.3 million increase in revenue and a$555,066 expenditure for
professional services. American Rescue Plan Act had a$1.043 million expenditure for capital
equipment. Items added include: Superior Court$27,200 for Court Commissioner,Bailiff,
Interpreter,and Witness fee needs;Community Services—Health$450k for a grant and
COVID test kits;correction to move excavator from County Road to Solid Waste$234,409;
correction to move vehicle from Solid Waste to Utilities$10,137;and transfer from Real
Estate Excise Tax(REET)2 to Rustlewood Sewer and Water$62k. Not included is$24k for
computer replacement for the Sheriff s Office to replace 16 computers.
• Mark discussed the division of Public Health and Community Development. Public Health,
under David Windom as the Director,would be split into three divisions:Environmental
Health,Community Health,and Fiscal. Community Development,under Kell Rowen as the
Director,would be split into three divisions:Permitting,Building,and Planning.
• Mark shared the draft Career Incentive Pay Policy that will be inserted into the Personnel
Policy. Last Friday was the last day for the Request for Proposals(RFP)and one proposal
was sent in.
• Cmmr.Neatherlin discussed wakeboarding and the issues and damages it can cause at the
lakes and would like to look at restrictions for specifically for smaller lakes and wakeboard
boats. Diane asked to keep in mind that when targeting the boat type,and boat can be made
into a wakeboard boat. It comes down to enforcement.
• Diane shared that today is the due date for the Recreation and Conservation Office(RCO)
grant. Robert W Droll asked,to have something sustainable,would the County like to include
an electrical vehicle charger in the Union proposal and two in the Sandhill proposal. The cost
is estimated at$35k. Approved to move forward.
10:45 A.M. Community Services—Dave Windom
Commissioners Neatherlin and Trask were in attendance via Zoom.
• Dave shared that Public Health will be closed on May 25,2022 for all-staff training.
• Dave announced that Lydia Buchheit's retirement party will be on May 19,2022.

• Dave shared that more COVID-19 cases are occurring. Common symptoms include fever,
headache,and body ache similar to traditional influenza.
10:55 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin and Trask were in attendance via Zoom.
• Loretta announced that National Public Works Week is May 15—21,2022. To celebrate this
week,Public Works would like to join the City of Shelton for the"Fill a Public Works Truck"
event. Approved to move forward.
• Richard Dickinson gave an update on the County's solid waste volume effect from the Kitsap
transfer station closure. Eells Hill had about a 15%increase and Belfair a 50%increase. Pre-
COVID pre-flow control for the first three months 11,454 tons were processed. This year
16,539 tons were processed. This is a 44%increase. Recycling,from 2018 to 2021,saw a
3 1%increase. Newsprint 4%increase,plastic I%increase,and glass 7%decrease. Eells Hill
Transfer Station is open Monday through Saturday from 7:00 a.m.to 5:00 p.m. Belfair Drop
Box Tuesday through Saturday from 8:30 a.m.to 4:00 p.m. Union Drop Box Sunday and
Monday from 8:00 a.m.to 4:30 p.m. Hoodsport Drop Box Friday through Sunday from 8:00
a.m.to 4:30 p.m.
• Richard announced that the first delivery for the SC Johnson plastic film recycling pilot
program was brought in.
• Loretta is trying to set up a Briefing date and time with the Olympic Region Department of
Transportation.
• Loretta announced that Public Works has a meeting with local programs to ensure they are on
target with project deliveries on May 18,2022.
• Mike Collins shared a request from Scott Lindblom,Thurston County Engineer,to borrow a
temporary bridge structure. Mason County has two temporary bridge structures,one 60' and
one 80'. The request is for the 80' structure to use until the summer of 2023.
• Mike shared he applied for a Bridge Replacement Advisory Committee(BRAC)grant for five
different bridge improvements. The application for the bicycle and pedestrian program grant
is due at the end of the month. Additional projects will be submitted to the Washington State
Surface Transportation Program(STP),projects must be obligated this year to be approved
for construction. For this,the Annual Construction Program and Six-Year Transportation
Improvement Program will need to be updated.
• Mike shared that the road crew has been working on North Shore to improve drainage and
replacing structures; Sunnyside for the gravel section;Mason Lake Road for STP project and
preparing for chip seal;California Road for tree trimming,ditching,and preparing for chip
seal;and Matlock for widening.
• Cmmr.Neatherlin shared a citizen concern on the requirement for recycling and if that can be
changed.
