Executive Session—RCW 42.30.110(1)(g)Employee Performance Evaluation Commissioners Neatherlin,Shutty,and Trask met in executive session from 9:00 a.m.to 9:30 a.m. Mark Neary was also in attendance. 9:30 A.M. Executive Session—RCW 42.30.110(1)(c)Real Estate Commissioners Neatherlin,Shutty,and Trask met in executive session from 9:30 a.m.to 10:02 a.m. Mark Neary and Kelly Frazier were also in attendance. 10:00 A.M. Superior Court—Judge Goodell,Judge Finlay,Judge Cobb,&Jim Madsen Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Judge Goodell requested to create an Administrative Secretary/Judicial Assistant position in Superior Court. Often four hybrid model courtrooms are in session at once. Commission previously suggested to do a lean analysis,however while working with the State Auditor's Office it was discovered a lean analysis was not beneficial. Jim added this position will work as a bailiff and allow other staff to focus on their primary duties. Mark shared this position would be at a level 13 on the pay scale. Approved to move forward. 10:20 A.M. Community Development—Dave Windom Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Kell Rowen gave an update on permit processing times. More submittal appointments are available,inspection request turnaround is within a few days,about 8 weeks for permit turnaround,commercial permit closer to 4045 days,Environmental Health building review is about 2-3 weeks behind,and septic is about 2-3 weeks behind. • Kell shared that a Fire Marshal,Randy Collins,has been hired at.6 Full-Time Employee (FTE). • Kell discussed the Smart Gov software and incorporating additional functionality,data,and reports. 10:30 A.M. Public Works—Loretta Swanson Utilities&Waste Management Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Mike Collins requested to purchase a flatbed equipment trailer off the Washington State contract that can be towed with the F550 trucks for$16,874.92. This is within budget. Approved to move forward. • Mike requested to set a Public Hearing for Tuesday,June 7,2022 at 9:15 a.m.to amend the 2022 Annual Construction Program and 2022-2027 Six-Year Transportation Improvement Program(TIP). The Federal Surface Transportation Program(STP)released an addition $50 million. Public Works would like to extend the Mason Lake Road project. Approved to move forward. • Loretta shared the News Release for the"Fill a Public Works Truck'event. Approved to move forward. • Cmmr. Shutty suggested reaching out to Kyle Cronk at the South Sound YMCA to participate in their"Touch-a-Truck"event. • Loretta discussed the Road Improvement District(RID)method. Constituents on Shetland Road are interested in forming a RID. This can be formed by a Resolution of Intention by the County or by a petition from the landowners. Mike added that Shetland Road is a 24'to Page I 1 26'wide gravel road with four cross culverts that would need to be replaced and a section of the road that needs raised. Prepping and chip seal with County forces will cost about $360k to$370k. Lisa Frazier included that a RID is an annual assessment. The County may want to do a bank loan. The County will lend credit to get a loan and the homeowners would repay. Cmmr.Neatherlin suggested including the Transportation Improvement Program Citizen's Advisory Panel(TIP-CAP)in the process. Cmmr. Shutty would like to see a petition come forward. • Cmmr. Shutty received an email requesting crosswalk lights at Lynch Cove. • Cmmr. Shutty shared that speed has been an issue by Shelton Springs and requested a radar sign around the 1500 block. • Cmmr.Neatherlin requested a radar sign on the Old Belfair Highway closer to the bridge. • Cmmr.Neatherlin received a letter regarding rates for the sewer system in North Bay. Loretta will put together an explanation. 10:45 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. Commissioners Neatherlin, Shutty,and Trask met in closed session from 11:07 a.m. to 11:52 am. 11:15 A.M. Support Services—Mark Neary Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. • Jennifer Beierle presented the April 2022 Financials. Current Expense revenue is $16,275,769 at 40%;last year$15,211,745 at 39%. Treasurer's Office increased by$1.6 million. Treasurer Department revenue$12,179,873 at 45%;last year$10,711,459 at 41%. Current Expense expenditure$12,941,398 at 30%;last year$12,428,155 at 31%. Six-Year Specific Revenue Streams:Community Development$805,627;Detention&Correction Services$49,227;Current Expense Property Taxes$5,388,054;Road Diversion Property Tax$505,699;County Road Property Tax$4,383,487;Current Expense Sales Tax $2,667,698;Criminal Justice Taxes/Entitlements$735,655;Rural Sales&Use$325,775; Homelessness Prevention Filings$261,183;Lodging Tax$227,177;and REET 1 &2 $582,622. Total collected revenue$2,667,697.60;revenue budgeted$7.2 million;projected $8,674,331.21. Six-Year Financial Recap Current Expense cash$25,029,195;Special Fund cash$46,962,029. Motor Pool for General Fund&Special Fund 35.26%used. Special& Other Funds revenue comparison$19,718,962 at 27%;last year$16,701,728 at 38%. Special&Other Funds expenditure comparison$14,278,034 at 17%; last year$14,362,271 at 28%. • Jennifer reviewed the American Rescue Plan Act(ARPA)of 2021. In June 2021 $6.484 million was received,the second round will be received this June and the County has obligated about$6.5 million. Requests include:Jail elevator and doors$80k;Public Works Rustlewood water and well reservoir$200k;Beards Cove AC mainline replacement$100k; Belfair Pump Station No. 1 improvement$150k;Belfair Pump Station No.3 improvement $180k;and Lakeland Pump Station$42k. These projects are in the preliminary phase. Grinder pumps for$151k have been ordered but an invoice has not been received yet. Treasurer Property Tax reimbursement$125k for individual households and$75k for small businesses. The majority of individual households has been expended. For ease of use,the projects will be combined. Prosecutor's Office 2°d floor expansion is almost complete,well under$75k. Economic Development Council(EDC)small business grants$500k,$25k is remaining for administration costs. Sheriff s Office body camera install has about$26k remaining. GovQA Public Records software$72k for the next four years. IT infrastructure broadband has$163 remaining. Agreement with the Housing Authority has been drafted but unsure if the need is still there. Agreement with The Arc of the Peninsulas is ready to sign. Public Utility District(PUD)No. 1 customer arrearages$125k,$13k has been Page 12 expended. Agate Beach water system mainline project for$559k has been started,less than 50%complete. Vuecrest storage upgrade project about$158k has been started,$47k remaining. Hood Canal Communications arrearages$110k,$22k expended. Eldon Fiber Buildout project about$501k about 10%complete. Colony Surf Fiber Buildout project about$313k about 75%complete. An update was received from Dale Webb,the Belfair new Water Well for Commercial Core Urban Growth Area(UGA)is in the planning stages. The original request for temporary staff to address COVID-19 was$250k but is actually $450k to keep staff on until the end of 2026. Approved to move forward with the increased amount. Cmmr.Neatherlin asked if information has been received from Astound/Wave Media regarding Twanoh Heights hook up. • Becky Rogers requested to reappoint Janice Loomis for a three-year term for the Board of Equalization ending May 31,2025. Approved to move forward. • Mark discussed the reorganization of Community Services into Community Development and Public Health. Both Dave Windom and Kell Rowen would report to the County Administrator. • Mark discussed the incentive pay options for Certified Public Accountants(CPAs)and Professional Engineers(PEs). The goal is to improve the quality of employees and increase retention. • Mark proposed the negotiation of consultant services for a total compensation study for non-represented classifications. The scope includes salary and compensation studies. Approved to move forward with the salary survey,succession planning,and incentives.
