Call to Order—The Chairperson called the regular meeting to order at 9:00 a.m. 2. Pledge of Allegiance—Cmmr. Shutty led the flag salute. 3. Roll Call—Present: Present: Commissioner District 1 —Randy Neatherlin;Commissioner District 2—Kevin Shutty;Commissioner District 3—Sharon Trask. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Myrn Stewart sent in a letter regarding Mason County Fire District No. 12. 4.1.2 Washington State Liquor and Cannabis Board sent in the following: liquor license application for Westside Pizza in Belfair;liquor and marijuana licenses due to expire; marijuana processor license approval for WAC Farms; special occasion liquor license for Summit Pacific Medical Foundation; liquor license application for Spencer Lake Mini Mart;and change of location for Oly BOI. 4.1.3 Federal Energy Regulatory Commission sent in a notice of Project No.460-105 Cushman Project,City of Tacoma. 4.2 Becky Rogers read the Mason County Board of Equalization News Release. 4.3 Richard Dickinson read the Mason County Solid Waste Advisory Committee Openings News Release. 4.4 Loretta Swanson read the Transportation Improvement Program Citizens Advisory Panel News Release. 5. Open Forum for Citizen Input No citizen input. 6. Adoption of Agenda Cmmr.Neatherlin/Trask moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye;T-aye. 7. Approval of Minutes No minutes at this time. 8. Approval of Action Agenda 8.1 Approval of Warrants&Treasurer Electronic Remittances Claims Clearing Fund Warrant#8086249-8086541 $ 1,716,921.23 Direct Deposit Fund Warrant#84488-84880 $ 787,005.73 Salary Clearing Fund Warrant#7006441-7006475 $ 1,047,694.44 Treasurer Electronic Remittance $ - 8.2 Approval to correct the scrivener's error and sign the Interlocal Agreement for fire investigation services between Mason County and Mason County Fire Chiefs' Association 8.3 Approval of the draft Request for Proposals(RFP)for Consultant Services: Shoreline Master Program Competitive Grant—Shoreline Development Website and User Guide. 8.4 Approval to continue to use American Rescue Plan Act(ARPA)funding to pay for the contract with GovQA for public records software. 8.5 Approval of the Mason County Law Enforcement Assist Diversion(LEAD)subcontract with Olympic Health and Recovery Services(OHRS). 8.6 Approval of the following actions for the Ecology Nutrient General Permit for the Rustlewood Wastewater Treatment Plant: 8.6.1 Chair to sign the Notice of Intent—Nutrient General Permit; 8.6.2 Chair to sign the Electronic Signature Agreement Form Delegate signature authority to Richard Dickinson and Justin Phelps to submit reports/documents after the permit has been issued by Ecology; 8.6.3 Sign a letter to the Department of Ecology approving these actions after the permit has been issued by Ecology. 8.7 Approval to amend Resolution no.2021-054,purchase of real property located at 2201 W Dayton Airport Road reducing the purchase price to$280k. (Exhibit A,Resolution No.2022- 016) 8.8 Approval to extend the Transportation Improvement Program Citizen Advisory Panel(TIP- CAP)membership terms for Jeff Carey,Mark Carlson,Jack Johnson, Tim Lincoln,Don Pogreba, and Phil Woman additional six months to end on September 1, 2022 and to appoint new member,Amy Asher,for a term of two years. 8.9 Approval for Araceli Witz from the Treasurer's Office to receive Out of Class pay from March 1, 2022 through July 31, 2022. 8.10 Approval to sign the State Route 3 Freight Corridor Funding letter of support. Cmmr.Trask/Neatherlin moved and seconded to approve action items 8.1 through 8.10. Motion carried unanimously. N-aye; S-aye; T-aye. 9. Other Business(Department Heads and Elected Officials) No other business. 10. 9:15 a.m. Public Hearings and Items Set for a Certain Time Please see above options to provide public testimony. These options are available only while COVID-19 OPMA meeting restrictions are in place. No Public Hearings at this time. 11. Board's Calendar and Reports—The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12. Adjournment—The meeting adjourned at 9:19 a.m. 2 1 March 1 , 2022 Commission Minutes BOARD OF COUNTY COMMISSIONERS ATTEST: MASON COUNTY, WASHINGTON mU24A " a McKenzie Smith, Clerk of the Board Kevin ShA5,Cha Sharon Tras c, Commissioner 6d—y\NeWlin,Commissioner 3 March 1 , 2022 Commission Minutes RESOLUTION NO. 2022-01U AMENDING RESOLUTION 2021-054, REDUCING THE PURCHASE PRICE FOR THE REAL PROPERTY LOCATED AT 2201 W DAYTON AIRPORT ROAD, SHELTON, WA WHEREAS,the Board approved the purchase of real property located at 2201 W Dayton Airport Road, Shelton, WA parcel#42004-40-00000 from Mason County Public Utility District #3 by adoption of Resolution 2021-054; and WHEREAS,the owner of the property agreed to the purchase price of$320,000 and after further negotiation the purchase price has been reduced to $280,000; WHEREAS, Mason County is authorized by RCW 82.46.010(2)to utilize REET 1 funds for the purchase of capital property; and NOW, THEREFORE,BE IT RESOLVED,that the Board of County Commissioners of Mason County hereby authorize Cmmr. Randy Neatherlin to execute the necessary documents for the purchase of property located at 2201 W Dayton Airport Road, Shelton, WA parcel# 42004-40-00000 for$280,000 plus closing costs on this date; and FURTHER,that these amounts be paid from the REET 1 Special Fund# 350.
