Closed Session—RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin,Shutty,and Trask met in closed session from 9:00 a.m. to 9:15 a.m. Mark Neary,Deb Gould,Nichole Wilston,Tim Whitehead,and Michael Dorcy were also in attendance. 9:30 A.M. Executive Session—RCW 42.30.110(1)(i)Potential Litigation Commissioners Neatherlin,Shutty,and Trask met in executive session from 9:15 a.m.to 9:30 a.m.Mark Neary,Deb Gould,Nichole Wilston,Tim Whitehead,and Michael Dorcy were also in attendance. 9:45 A.M. Juvenile Court—Jim Madsen Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Jim shared on February 28 he briefed the Board on the Electronical Monitoring contract utilizing some Juvenile Detention Alternatives Initiative(JDAI)grant funds. JDAI offered an additional$3,500 per year for a total of$7,000. Approved to move forward. 10:00 A.M. Thurston Mason Behavioral Health Administrative Service Organization—Joe Avalos(OHRS Coordinator)&Mark Freedman(TMBHASO CEO) Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Joe and Mark shared the Thurston-Mason Olympic Health&Recovery Services PowerPoint presentation. Topics included:history,payments,Medicaid and Non- Medicaid funding,services,Jail behavior health,Law Enforcement Assisted Diversion(LEAD/Recovery Navigator Program(RNP),Regional and State challenges,current and upcoming projects,and contact information. 10:15 A.M. Support Services—Mark Neary Commissioners Neatherlin, Shutty,and Trask were in attendance via Zoom. • Jennifer Beierle gave the February 2022 Financial Report. Current Expense revenue is$4,518,131 at 11%;last year$4,644,172 at 12%. Treasurer's revenue is$2,211,428 at 8%;last year$2,365,116 at 9%. Property tax payments and Department of Natural Resources(DNR)timber are down and the reversal for Road Diversion was done. Current Expense expenditure is$6,530,737 at 15%;last year$6,089,329 at 15%. Six- Year specific revenue streams comparison Community Development$435,616; Detention&Correction$13,808;Current Expense Property Taxes$107,536;Road Diversion Property Tax$(1,692);County Road Property Tax$99,160;Current Expense Sales Tax$1,413,645;Criminal Justice Taxes/Entitlements$362,608;Rural Sales&Use Tax Fund$173,257;Homelessness Prevention Filings$123,320; Lodging Tax$105,367;and REET 1 and REET 2$241,296. Sales tax$735,573.58. Budget is$7.2 million and projected to collect$8.5 million by the end of the year. Six-Year financial recap:current expense cash$19,789,226;Special and Other Fund $40,802,755. Motor Pool$1,286,678 at 14.41%. Special and Other Fund revenue $7,418,422 at 10%;last year$4,939,015 at 11%. Special and Other Fund expenditure $8,371,586 at 10%;last year$8,086,054 at 16%. • Diane Zoren discussed the Resolution to declare a local newspaper as the official County newspaper which must be done each April. Approved to move forward. Page I 1 • Diane shared two News Releases for community meetings at Sandhill Park and Union Park. Approved to move forward. • Diane asked if the Board would like to continue scheduling remote briefings for every Monday and regular meetings for every other Tuesday. Approved to move forward. • Diane discussed Lead Pay for Tammi Wright and Carl"Bud"Olson until April 1, 2022. Approved to move forward. • Debora Munguia gave a PowerPoint presentation on the short 60-day legislative session that ended March 10,2022. Topics included: session overview;Move Ahead WA transportation package;budgets—operating,capital,and transportation;key policy issues;projects funded within Mason County;looking ahead and next steps; and the 2023 legislative session. • Mark gave an update on Building 10 which is in Phase 2—external improvements. The Board authorized Phase 1 and 2 contracts at$3,314,595.67 and the contract is going to exceed the 10%change order allowance. An additional$415,404.33 is needed to complete Phase 2. The total amount is$3,730,000. Approved to move forward. • Deb Gould discussed the Master Services and License Agreement with International Public Management Association for Human Resources(IPMA-HR). This will allow the County to proctor tests for candidates to be placed on the Entry-Level Corrections Deputy eligibility list. Civil Service is budgeted to cover this cost. Approved to move forward. • Cmmr. Shutty would like to check in regarding the authorities for the County Administrator. 10:55 A.M. Auditor—Paddy McGuire Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Paddy shared that as a result of new voter registrations,eight precincts now exceed their legal limit of 1,500 registered voters. Precincts with more than 1,250 registered voters have been split. Paddy proposes to go from 43 precincts to 55. The deadline is May 2,2022. Approved to move forward. • Paddy discussed the revised County Voters' Pamphlet Administrative Rules. This was adopted and published last week. By law he is required to present a copy to the Commission. 11:15 A.M. Community Services—Dave Windom Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Alex Paysse gave an update on Dave Killoran's Onsite Sewage Advisory Committee application. Approved to move forward. • Malissa Paulsen discussed the five 2022 Heritage Grant applications for a total of $8,700. Grants are for the Matlock Historical Society,Great Peninsula Conservancy, McReavy House Museum of Hood Canal,Peninsular Railway&Lumbermen's Museum,and the Mason County Historical Society. Approved to move forward. • Kell Rowen shared she is ready to post for the Fire Marshal position. Approved to move forward. 11:25 A.M. Public Works—Loretta Swanson Utilities&Waste Management Commissioners Neatherlin,Shutty,and Trask were in attendance via Zoom. • Justin Phelps shared that the Belfair Water Reclamation Facility needs an Ultraviolet (UV)radiation disinfection system as a final treatment of effluent. In 2021 the facility received a number of permit exceedances for effluent total coliform. A Page 12 technical field specialist inspected the UV system. The request is for the sole-source purchase through Trojan UV for$31,146.72. Approved to move forward. • Mike Collins presented the Mason County Public Works Annual Certification for 2021. The forms required include the Annual Certification for 2021,Certification of Expenditures for Traffic Law Enforcement for 2021,and the Certification of Expenditures for Fish Passage Barrier Removal for 2021. Approved to move forward. • Mike discussed the News Release inviting public comment for County Road Project (CRP)2023—Lower Uncle John Creek Lower Culvert. Public Works received funding from the Brian Abbott Fish Barrier Removal Board(FBRB)for design. The two conceptual designs are to 1)replace the culvert with a bridge or 2)terminate Agate Loop Road at the stream crossing and completely remove the existing structure. Local residents were asked,but Mike wants to reach out to the larger community. Key construction dates were shared. Approved to move forward. • Mike shared the 2022 Annual Bridge Report as required under WAC and the County Road Administration Board(CRAB). There is a total of 69 structures—47 concrete, 9 timber,5 composite,and 7 metal culverts. These structures are rated by condition/ sufficiency from 0-100. 39 rated above 80(good shape),28 rated between 50-80 (not as good of shape),2 rated below 50. • Loretta discussed programming monies and funding some of the projects now that legislative appropriations have been received. Loretta plans to look for grants and have a stronger presence in the grant process due to the additional federal funding and State programming. An additional$200k was administered through CRAB to go towards preservation. • Loretta discussed the two connection points on the Freight Corridor that staff will work with the Washington State Department of Transportation(WSDOT)on as well as the State Route 3 (SR 3)widening project. Loretta also met with WSDOT regarding maintenance and litter pickup.
